船舶運(yùn)輸節(jié)能減排評(píng)價(jià)指標(biāo)體系及方法研究

【摘要】:隨著經(jīng)濟(jì)的發(fā)展,交通運(yùn)輸越來(lái)越頻繁,這就加劇了CO2等溫室氣體的排放,溫室效應(yīng)也隨之越來(lái)越嚴(yán)重,這不僅引發(fā)了一系列的環(huán)境問(wèn)題,嚴(yán)重影響人們的身心健康和經(jīng)濟(jì)的可持續(xù)發(fā)展,還給整個(gè)生態(tài)系統(tǒng)構(gòu)成了嚴(yán)重威脅。特別是一直被認(rèn)為最清潔、最環(huán)保的船舶運(yùn)輸也在不斷地向大氣中排放大量的CO2等溫室氣體,由此可知船舶運(yùn)輸企業(yè)節(jié)能減排工作能否有效進(jìn)行對(duì)整個(gè)社會(huì)及環(huán)境有著不容忽視的影響。但到目前為止,整個(gè)船舶運(yùn)輸業(yè)仍未構(gòu)建出一套完整的、科學(xué)的、操作性強(qiáng)的節(jié)能減排指標(biāo)體系,尚未選擇出能準(zhǔn)確評(píng)價(jià)節(jié)能減排績(jī)效的評(píng)價(jià)方法。因此,就目前的形勢(shì)而言,構(gòu)建一套全面、科學(xué)、合理、操作性強(qiáng)的船舶運(yùn)輸節(jié)能減排指標(biāo)體系,并且選擇出科學(xué)、簡(jiǎn)便的評(píng)價(jià)方法真實(shí)反應(yīng)企業(yè)節(jié)能減排工作的情況,對(duì)于整個(gè)船舶運(yùn)輸業(yè)而言有著現(xiàn)實(shí)的意義。本文首先通過(guò)對(duì)國(guó)內(nèi)參考文獻(xiàn)、文件、法規(guī)等的閱讀,,對(duì)目前船舶相關(guān)的節(jié)能減排 指標(biāo)體系及綜合評(píng)價(jià)方法進(jìn)行比較分析,確定節(jié)能減排的評(píng)價(jià)目標(biāo),初步構(gòu)建船舶運(yùn)輸節(jié)能減排指標(biāo)體系,并根據(jù)評(píng)價(jià)目的選出科學(xué)、合理的評(píng)價(jià)方法,并結(jié)合目前船舶運(yùn)輸業(yè)的現(xiàn)實(shí)情況,采取科學(xué)適合理的研究方法,對(duì)船舶運(yùn)輸企業(yè)進(jìn)行調(diào)查反復(fù)修正完善指標(biāo)體系。再依據(jù)節(jié)能減排評(píng)價(jià)指標(biāo)體系的構(gòu)建科學(xué)性、可操作性等原則基礎(chǔ)上,構(gòu)建了船舶運(yùn)輸節(jié)能減排評(píng)價(jià)指標(biāo)體系,同時(shí),在遵循綜合評(píng)價(jià)方法選擇的簡(jiǎn)易性、真實(shí)性原則的基礎(chǔ)上,選擇了科學(xué)的評(píng)價(jià)方法,將德?tīng)柗品、改進(jìn)的層次分析法及模糊綜合評(píng)價(jià)相組合,解決了單一評(píng)價(jià)方法的不足。最后,本文以廣州航訊為例對(duì)該企業(yè)的節(jié)能減排工作進(jìn)行綜合評(píng)價(jià)。本文選取船舶運(yùn)輸節(jié)能減排為題材,對(duì)其評(píng)價(jià)指標(biāo)體系的建立的思路及評(píng)價(jià)模型的 選擇不僅為推廣節(jié)能減排的新技術(shù)和手段奠定基礎(chǔ),也為整個(gè)交通運(yùn)輸企業(yè)的節(jié)能減排工作有效展開(kāi)提供了思路。
[Abstract]:With the development of economy, transportation is becoming more and more frequent, which intensifies the greenhouse gas emissions such as CO2, and Greenhouse Effect becomes more and more serious, which not only causes a series of environmental problems. It seriously affects people's physical and mental health and sustainable economic development, and poses a serious threat to the whole ecosystem. In particular, shipping, which has long been considered the cleanest and most environmentally friendly, is also constantly emitting large quantities of greenhouse gases such as CO2 into the atmosphere. It can be seen that the energy conservation and emission reduction work of shipping enterprises can not be ignored in the whole society and environment. But up to now, the whole shipping industry has not constructed a set of complete, scientific and operational energy saving and emission reduction target system, and has not yet selected an accurate evaluation method to evaluate the performance of energy saving and emission reduction. Therefore, as far as the present situation is concerned, we should construct a comprehensive, scientific, reasonable and operational target system for energy saving and emission reduction of shipping transportation, and choose scientific and simple evaluation methods to truly reflect the situation of energy saving and emission reduction in enterprises. For the whole shipping industry has practical significance. First of all, through the reading of domestic references, documents, regulations and so on, this paper makes a comparative analysis of the current ship-related energy saving and emission reduction target system and comprehensive evaluation methods, and determines the evaluation objectives of energy saving and emission reduction. The target system of energy saving and emission reduction of ship transportation is constructed preliminarily, and scientific and reasonable evaluation method is selected according to the evaluation purpose, and the scientific and reasonable research method is adopted according to the actual situation of ship transportation industry at present. Carry on the investigation to the ship transportation enterprise to revise and perfect the index system repeatedly. On the basis of the scientific and operational evaluation index system of energy conservation and emission reduction, the evaluation index system of energy saving and emission reduction of marine transportation is constructed. At the same time, the selection of comprehensive evaluation method is simple. On the basis of the principle of authenticity, a scientific evaluation method is chosen, which combines Delphi method, improved analytic hierarchy process and fuzzy comprehensive evaluation to solve the shortage of single evaluation method. Finally, this paper takes Guangzhou Aerospace as an example to evaluate the energy saving and emission reduction work of this enterprise. In this paper, the theme of energy saving and emission reduction of marine transportation is selected. The establishment of evaluation index system and the selection of evaluation model not only lay a foundation for popularizing new technologies and means of energy saving and emission reduction. It also provides the train of thought for the energy-saving and emission reduction work of the whole transportation enterprises.
