珠海市公共道路管理體制研究
[Abstract]:Traffic is the basic industry of social and economic development, and the public road is the closest transportation mode to the public production, life and travel. At present, China's social and economic development to some extent is based on the "city" (municipality) as the basic unit, and most of the cities are composed of rural areas and urban areas, and is in the period of rapid urbanization. Due to various reasons, public roads in China are artificially divided into two systems with different standards of highway and urban road. In the process of urbanization, this dual management system has produced a series of problems. Zhuhai is a special example in Chinese cities. The degree of urbanization is close to or up to the level of developed countries in terms of the proportion of population, but the vast majority of areas are still rural areas. The dual management system of public roads has also brought some obstacles to the development of Zhuhai and the process of urbanization, and Zhuhai has tried to reform the integration of public roads, but it has not been thoroughly carried out. The purpose of this thesis is to draw lessons from the mature public road management system at home and abroad, and to make full use of administrative science in combination with the personal experience of Zhuhai highway department. Management, especially the theory of "whole government", which is in the ascendant in recent years, makes a deep analysis of Zhuhai's current public road management system, and puts forward the idea of reforming the integrated public road management system suitable for Zhuhai's actual situation. It is useful for the research and decision making in this field. This paper first describes the characteristics of the dual management system of public roads in China, then analyzes and studies the changes of the management system of public roads in Zhuhai City, summarizes and summarizes the current situation of the management system of public roads in Zhuhai City. The problems in the process of urbanization are found, and the causes of the problems are analyzed. Thirdly, the paper analyzes the public road management system of some developed countries and some representative cities in Guangdong Province by using comparative research method. Finally, by using the organization theory and comparative study, combining the situation of Zhuhai City, the paper puts forward some suggestions for the reform of Zhuhai's public road management system: first, to establish and perfect the local public road laws and regulations. To formulate the "regulations on Public roads of the Zhuhai Special Economic Zone"; second, to accurately locate the main body of public road management, and to establish the Zhuhai Municipal Public Road Administration Bureau to co-ordinate the management of the city's public roads; and third, according to the role of different levels of public roads, Rational allocation of public road authority; fourth, rational division of responsibilities between the Public Road Administration and traffic, transportation, municipal and public security traffic police departments; fifth, the establishment of public road management agencies according to the characteristics of public road management; Sixth, perfect institutional classification reform, personnel management system and maintenance market reform and other supporting measures.
