【摘要】：由于互聯(lián)網(wǎng)技術(shù)的深入發(fā)展,出租車行業(yè)出現(xiàn)了一場巨大的革命風暴。互聯(lián)網(wǎng)約租車的誕生對傳統(tǒng)的出租車行業(yè)造成了巨大沖擊,新興的"互聯(lián)網(wǎng)+交通"模式伴隨著國家頂層設(shè)計的不斷出臺而逐步趨于"合法化"。作為"互聯(lián)網(wǎng)+"與傳統(tǒng)產(chǎn)業(yè)的創(chuàng)新融合,網(wǎng)絡(luò)約租車能夠有效消除信息不對稱和促進社會資源配置的帕累托改進,其較強的正外部性使"共享經(jīng)濟"具備了現(xiàn)實依托,同時也倒逼積重難返的傳統(tǒng)出租車行業(yè)進行整體性改革。通過論述互聯(lián)網(wǎng)約租車的經(jīng)濟學(xué)價值意蘊,探討了其對傳統(tǒng)出租車行業(yè)的現(xiàn)實沖擊,以及制約其健康發(fā)展的相關(guān)因素,例如法律法規(guī)不健全、市場分割呈現(xiàn)集聚態(tài)勢、加大了行業(yè)沖突與摩擦、增加了監(jiān)管成本與治理壓力,等等。進而,以促進互聯(lián)網(wǎng)約租車與傳統(tǒng)出租車行業(yè)的融合發(fā)展為目標,提出實施差異化定位、打破出租車行業(yè)壟斷、創(chuàng)新政府管理模式、促進政企合作等對策建議,以加快形成兩者錯位競爭、有序互補的行業(yè)生態(tài)。
[Abstract]:Because of the deep development of Internet technology, the taxi industry appeared a huge revolutionary storm. The birth of the Internet rental car has caused a huge impact on the traditional taxi industry. The emerging "Internet traffic" mode has gradually become "legalized" with the introduction of the top-level design of the country. As the innovation fusion of "Internet" and traditional industry, the network hire car can effectively eliminate the information asymmetry and promote the Pareto improvement of social resource allocation, and its strong positive externality makes the "sharing economy" have realistic support. At the same time also forced long-term accumulation of traditional taxi industry reform is not easy to solve. Through discussing the economic value implication of Internet rental car, this paper discusses its realistic impact on the traditional taxi industry, and the relevant factors restricting its healthy development, such as imperfect laws and regulations, market segmentation and agglomeration. Increased industry conflicts and friction, increased regulatory costs and governance pressure, and so on. Furthermore, in order to promote the integration and development of Internet rental car and traditional taxi industry, the paper puts forward some countermeasures and suggestions, such as implementing differentiation orientation, breaking the monopoly of taxi industry, innovating the government management mode, and promoting the cooperation between government and enterprises. In order to accelerate the formation of the two dislocation competition, orderly complementary industry ecology.
