【摘要】：在十二五規(guī)劃中我國(guó)將有6.2萬(wàn)億元的投資資金用于交通行業(yè)，，大部分的資金擬用于公路建設(shè)這一方面。但是這一巨額資金的籌集僅靠政府財(cái)政撥款以及銀行貸款是無(wú)法滿足其需求的，必須要實(shí)行投資主體多元化和融資模式多樣化的運(yùn)作模型。在高速公路融資中對(duì)于融資的專(zhuān)業(yè)知識(shí)和相關(guān)學(xué)科的要求非常高，且在融資過(guò)程中由于內(nèi)部操作和外部環(huán)境的原因存在著很多風(fēng)險(xiǎn)因素。因此對(duì)于高速公路建設(shè)這種資金需求巨大的基礎(chǔ)設(shè)施項(xiàng)目來(lái)說(shuō)，如何選擇融資模式、降低融資成本以及有效控制風(fēng)險(xiǎn)具有非常重要的理論和實(shí)踐研究意義。 本文在對(duì)目前高速公路融資的現(xiàn)狀和方式進(jìn)行分析總結(jié)的基礎(chǔ)上，對(duì)融資活動(dòng)在項(xiàng)目的準(zhǔn)備期、建設(shè)期和運(yùn)營(yíng)期可能存在風(fēng)險(xiǎn)因素進(jìn)行了識(shí)別、分析和評(píng)價(jià)，并且給予了相關(guān)對(duì)策建議。最后積極探索適合高速公路融資風(fēng)險(xiǎn)控制的實(shí)際可操作性強(qiáng)的風(fēng)險(xiǎn)控制模型，為高速公路融資風(fēng)險(xiǎn)控制提供一條實(shí)際可借鑒的方法并通過(guò)實(shí)證研究給予相關(guān)的論證。本文對(duì)構(gòu)建良好的融資環(huán)境、促進(jìn)高速公路的發(fā)展具有一定的積極意義。 全文共分為為七章。第一章緒論，介紹了研究的背景、目的、意義和方法以及國(guó)內(nèi)外研究現(xiàn)狀；第二章簡(jiǎn)述了高速公路的融資狀況，闡述了當(dāng)前高速公路的融資政策、體制以及融資方式的分析和評(píng)價(jià)；第三章對(duì)高速公路融資風(fēng)險(xiǎn)控制進(jìn)行概述，對(duì)風(fēng)險(xiǎn)和風(fēng)險(xiǎn)管理進(jìn)行了簡(jiǎn)要的闡述，并對(duì)高速公路融資的風(fēng)險(xiǎn)控制進(jìn)行了相關(guān)的概述。本文的重點(diǎn)在四、五、六章，第四章對(duì)于高速公路的融資分三階段進(jìn)行了風(fēng)險(xiǎn)識(shí)別和評(píng)價(jià)；第五章在風(fēng)險(xiǎn)分析的基礎(chǔ)上對(duì)各階段分別提出了風(fēng)險(xiǎn)應(yīng)對(duì)措施，并構(gòu)建了高速公路融資風(fēng)險(xiǎn)控制體系；第六章引入融資風(fēng)險(xiǎn)控制案例進(jìn)行實(shí)證研究；第七章結(jié)束語(yǔ)。
[Abstract]:In the 12th Five-Year Plan, 6.2 trillion yuan of investment funds will be used in the transportation industry, and most of the funds will be used in highway construction. However, the raising of this huge amount of funds can not meet its demand only by the government financial allocation and bank loans, so it is necessary to carry out the operation model of diversification of investment subject and financing mode. There are many risk factors in the financing process because of the internal operation and the external environment. Therefore, how to choose the financing mode, reduce the financing cost and effectively control the risk has a very important theoretical and practical significance for the expressway construction, which has a huge capital demand for infrastructure projects. On the basis of analyzing and summarizing the current situation and methods of expressway financing, this paper identifies, analyzes and evaluates the possible risk factors of financing activities in the preparation period, construction period and operation period of the project. And gives the related countermeasure suggestion. Finally, this paper actively explores the practical operational risk control model suitable for highway financing risk control, and provides a practical reference method for highway financing risk control and gives relevant demonstration through empirical research. This article has certain positive significance to construct good financing environment and promote the development of expressway. The full text is divided into seven chapters. The first chapter introduces the background, purpose, significance and methods of the research, and the current research situation at home and abroad. The third chapter summarizes the risk control of expressway financing, briefly expounds the risk and risk management, and summarizes the risk control of expressway financing. This paper focuses on four, five, six chapters, the fourth chapter of the highway financing in three stages of risk identification and evaluation; chapter five on the basis of risk analysis on the basis of each stage of the risk response measures, And constructed the expressway financing risk control system; the sixth chapter introduces the financing risk control case to carry on the empirical research; the seventh chapter concluding remarks.
