我國(guó)城市公共交通民營(yíng)化問題研究

【摘要】:伴隨著全球化和市場(chǎng)化的發(fā)展,西方各國(guó)從20世紀(jì)70年代開始相繼進(jìn)入以打破傳統(tǒng)的公共服務(wù)壟斷供給為特征的政府改革時(shí)代,我國(guó)也提出深化改革行政體制,打破壟斷供給局面。作為市政公用事業(yè)之一,我國(guó)的公共交通行業(yè)突破以往政府壟斷低效率的格局,加速市場(chǎng)化進(jìn)程,引入民間資本參與競(jìng)爭(zhēng),取得了一定的改革效果。但由于民營(yíng)化改革過程中政府監(jiān)管的缺位,公交行業(yè)的改革日益暴露一些深層次的問題。我國(guó)公交行業(yè)今后改革的方向是什么?政府在公交行業(yè)的發(fā)展過程中應(yīng)該擔(dān)任怎樣的角色?什么樣的模式能更好的促進(jìn)城市公交民營(yíng)化發(fā)展?對(duì)這些問題的研究顯得十分必要。 本文在研究以往文獻(xiàn)、分析典型案例的基礎(chǔ)上,采用理論與實(shí)踐結(jié)合的方法,探索出我國(guó)公交行業(yè)的發(fā)展方向,為政府提供可參考的政策建議。本文共五章,第一章介紹本文的選題背景、選題意義、研究方法、研究思路,并綜述國(guó)內(nèi)外的研究文獻(xiàn)。第二章闡述城市公交民營(yíng)化基本概念和相關(guān)理論,為公交民營(yíng)化的發(fā)展奠定了理論基礎(chǔ)。第三章回顧城市公交行業(yè)的發(fā)展歷程,介紹目前公交行業(yè)發(fā)展的現(xiàn)狀,概括了我國(guó)城市公交民營(yíng)化發(fā)展過程中存在的問題以及原因。第四章借鑒國(guó)外公交民營(yíng)化發(fā)展程度較高城市的經(jīng)驗(yàn),歸納出有利于我國(guó)城市公交民營(yíng)化發(fā)展的做法。第五章總結(jié)全文并對(duì)我國(guó)城市公共交通提出建議措施,包括樹立科學(xué)的民營(yíng)化觀念、加強(qiáng)法規(guī)制度建設(shè)、發(fā)展多元化經(jīng)營(yíng)形式、深化政府監(jiān)管體制以及培育規(guī)范的市場(chǎng)機(jī)制等。
[Abstract]:With the development of globalization and marketization, the western countries have entered the era of government reform which is characterized by breaking the traditional monopoly of public service supply since the 1970s. China has also proposed to deepen the reform of the administrative system. Break the monopoly supply situation. As one of the municipal public utilities, the public transport industry of our country breaks through the former government monopoly low efficiency pattern, speeds up the marketization process, introduces the folk capital to participate in the competition, has obtained the certain reform effect. However, due to the absence of government supervision in the process of privatization reform, the reform of the public transport industry has increasingly exposed some deep-seated problems. What is the direction of the future reform of the public transport industry in China? What role should the government play in the development of the public transport industry? What kind of mode can better promote the development of privatization of urban public transport? It is necessary to study these problems. Based on the study of the previous literature and the analysis of typical cases, this paper uses the method of combining theory with practice to explore the development direction of the public transport industry in China, and provides some policy suggestions for the government. There are five chapters in this paper. The first chapter introduces the background, significance, research methods and research ideas of this paper, and summarizes the research literature at home and abroad. The second chapter expounds the basic concepts and related theories of the privatization of urban public transport, which lays a theoretical foundation for the development of the privatization of public transport. The third chapter reviews the development of urban public transport industry, introduces the current situation of the development of public transport industry, summarizes the existing problems and reasons in the process of privatization of urban public transport in China. The fourth chapter draws lessons from the experience of foreign cities with higher degree of privatization of public transport, and sums up the methods conducive to the development of privatization of urban public transport in China. The fifth chapter summarizes the full text and puts forward some suggestions on urban public transport in China, including setting up scientific concept of privatization, strengthening the construction of laws and regulations, developing diversified management forms, deepening the government supervision system and fostering the standardized market mechanism, and so on.
