成渝城際客運(yùn)專線對區(qū)域經(jīng)濟(jì)發(fā)展影響預(yù)測研究

【摘要】:我國是國土面積大、資源分布不均的大陸型國家,區(qū)域發(fā)展不平衡,所以區(qū)域經(jīng)濟(jì)的快速發(fā)展需要城際軌道交通這種運(yùn)行速度快、安全快捷的新型交通運(yùn)輸方式,國內(nèi)外發(fā)展實踐證明高速鐵路對沿線區(qū)域經(jīng)濟(jì)發(fā)展產(chǎn)生了巨大的影響!冻捎褰(jīng)濟(jì)區(qū)城際鐵路網(wǎng)規(guī)劃》中規(guī)劃了以成渝城際客專為主軸的12條城際客專,以成都和重慶為中心城際鐵路交通時間將縮減到1小時以內(nèi)。 本文從交通與區(qū)域經(jīng)濟(jì)發(fā)展的相互關(guān)系出發(fā),系統(tǒng)梳理了國內(nèi)外理論研究現(xiàn)狀,分析了城際軌道交通對區(qū)域經(jīng)濟(jì)發(fā)展的影響機(jī)理,城際軌道交通的建設(shè)投資首先會為區(qū)域經(jīng)濟(jì)發(fā)展起投資拉動作用,城際軌道交通的快速便捷特點將會大大提高區(qū)域通達(dá)性,從而促進(jìn)資源的合理配置、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級,帶動就業(yè)等,為區(qū)域經(jīng)濟(jì)發(fā)展提供動力。本文重點對成渝城際客運(yùn)專線的區(qū)域經(jīng)濟(jì)效應(yīng)進(jìn)行了預(yù)測分析,認(rèn)為成渝城際客專的建設(shè)將對沿線區(qū)域經(jīng)濟(jì)發(fā)展產(chǎn)生深遠(yuǎn)的影響,加快沿線資源的流動,促進(jìn)沿線產(chǎn)業(yè)的集聚和轉(zhuǎn)移擴(kuò)散、優(yōu)化沿線產(chǎn)業(yè)結(jié)構(gòu)、促進(jìn)旅游業(yè)的發(fā)展。在區(qū)域空間發(fā)展影響方面,成渝城際客專將實現(xiàn)區(qū)域一小時交通圈,從而推動區(qū)域經(jīng)濟(jì)一體化發(fā)展,優(yōu)化沿線區(qū)域的城市空間結(jié)構(gòu),促進(jìn)成內(nèi)渝交通經(jīng)濟(jì)帶的發(fā)展。 本文分析了成內(nèi)渝地區(qū)在建設(shè)成渝城際鐵路機(jī)遇下進(jìn)一步發(fā)展所面臨的交通和經(jīng)濟(jì)方面的問題與不足,比如區(qū)域內(nèi)交通基礎(chǔ)弱、交通體系不完善,沿線城鎮(zhèn)發(fā)展基礎(chǔ)薄弱,行政障礙造成的發(fā)展政策不協(xié)調(diào)等問題。針對沿線區(qū)域發(fā)展面臨的問題提出了推動區(qū)域發(fā)展的政策建議:加快成渝城際鐵路的建設(shè),促進(jìn)多種交通方式協(xié)調(diào)運(yùn)作;完善成渝城際鐵路設(shè)站城市綜合交通樞紐建設(shè),增強(qiáng)交通樞紐的輻射帶動作用;加快沿線中小城鎮(zhèn)的發(fā)展,以政策引導(dǎo)沿線產(chǎn)業(yè)集聚實現(xiàn)錯位發(fā)展。
[Abstract]:China is a continental country with large land area and uneven distribution of resources, and its regional development is not balanced. Therefore, the rapid development of regional economy requires a new type of transportation mode, which is fast, safe and fast, such as intercity rail transit. The development practice at home and abroad has proved that the high-speed railway has a great influence on the regional economic development along the line. In the Plan of Intercity Railway Network of Chengdu-Chongqing Economic Zone, 12 inter-city passenger colleges with Chengdu-Chongqing inter-city passenger as the main axis are planned. Chengdu and Chongqing as the center of inter-city rail transport time will be reduced to less than 1 hour. Starting from the relationship between transportation and regional economic development, this paper systematically combs the current situation of theoretical research at home and abroad, and analyzes the influence mechanism of intercity rail transit on regional economic development. The construction investment of inter-city rail transit will first play an investment pull role for the development of regional economy. The rapid and convenient characteristics of inter-city rail transit will greatly improve the regional accessibility, thus promoting the rational allocation of resources and the optimization and upgrading of industrial structure. Promote employment and so on, for regional economic development to provide power. In this paper, the regional economic effect of Chengdu-Chongqing intercity passenger dedicated line is predicted and analyzed, and it is concluded that the construction of Chengdu-Chongqing inter-city passenger dedicated line will have a far-reaching impact on the regional economic development along the line, and speed up the flow of resources along the line. Promote the agglomeration and transfer of industries along the route, optimize the industrial structure along the route, and promote the development of tourism. In terms of the influence of regional spatial development, Chengdu-Chongqing intercity passengers will realize the regional one-hour traffic circle, thus promoting the regional economic integration, optimizing the urban spatial structure of the region along the route, and promoting the development of Chengne-Chongqing traffic economic belt. This paper analyzes the traffic and economic problems facing the further development in Cheng-Nei-Chongqing area under the opportunity of building Chengdu-Chongqing inter-city railway. For example, the transportation foundation is weak, the transportation system is not perfect, and the development foundation of towns along the line is weak. Administrative obstacles caused by development policy incoordination and other issues. In view of the problems facing the regional development along the line, the paper puts forward some policy suggestions to promote the regional development: speeding up the construction of the Chengdu-Chongqing inter-city railway, promoting the coordinated operation of various traffic modes, perfecting the construction of the comprehensive transportation hub of the Chengdu-Chongqing intercity railway station, Strengthen the radiation driving effect of the transportation hub, accelerate the development of the small and medium-sized towns along the line, and guide the industrial agglomeration along the line with policy to realize the dislocation development.
