G鐵路局高鐵技術(shù)工人培訓(xùn)改善研究

【摘要】:近幾年廣西高鐵建設(shè)高歌猛進(jìn),連續(xù)投產(chǎn)1605公里,高鐵設(shè)備現(xiàn)代化、科技化、精細(xì)化,對(duì)從業(yè)人員素質(zhì)要求越來(lái)越高。鐵路保安全、保運(yùn)營(yíng)的高標(biāo)準(zhǔn)、嚴(yán)要求始終沒(méi)有降低,但廣西的高鐵人才培養(yǎng)遠(yuǎn)落后于實(shí)際需求,如何將缺點(diǎn)轉(zhuǎn)化為優(yōu)點(diǎn),鐵路的企業(yè)培訓(xùn)工作擔(dān)負(fù)著艱巨的任務(wù)。G鐵路局為快速適應(yīng)高速鐵路發(fā)展需要,針對(duì)高速鐵路工人先后舉辦了一系列培訓(xùn)項(xiàng)目,尤其是職業(yè)資格培訓(xùn),如對(duì)動(dòng)車(chē)組司機(jī)、動(dòng)車(chē)機(jī)械師等工種的培訓(xùn)工作G鐵路局雖然在高鐵資格準(zhǔn)入等必要培訓(xùn)上取得較大進(jìn)步,為一線(xiàn)培養(yǎng)了合格的高鐵技術(shù)工人,保證了高鐵線(xiàn)路的正常開(kāi)通運(yùn)營(yíng),但從企業(yè)長(zhǎng)遠(yuǎn)發(fā)展來(lái)看,G鐵路局在高鐵技術(shù)工人培訓(xùn)上仍有很多值得改進(jìn)的地方,以適應(yīng)高鐵快速發(fā)展需要。本文介紹了國(guó)內(nèi)外相關(guān)培訓(xùn)理論,并以G鐵路局為例,運(yùn)用培訓(xùn)需求分析、培訓(xùn)系統(tǒng)理論、柯氏四級(jí)評(píng)估理論等近現(xiàn)代培訓(xùn)理論,對(duì)其現(xiàn)有高鐵技術(shù)工人培訓(xùn)體系進(jìn)行分析,指出其培訓(xùn)教材匱乏、師資隊(duì)伍欠缺、培訓(xùn)設(shè)施不足、重培訓(xùn)輕效果等問(wèn)題。針對(duì)存在的問(wèn)題,筆者利用在G鐵路局從事人力資源管理的職業(yè)優(yōu)勢(shì),以G鐵路局現(xiàn)實(shí)資料分析為基礎(chǔ),以培訓(xùn)理論為指導(dǎo),以提高高鐵技術(shù)工人培訓(xùn)質(zhì)量為方向,以提高高鐵技術(shù)工人技能水平為最終目的,提出G鐵路局高鐵技術(shù)工人培訓(xùn)改善措施:建立科學(xué)的培訓(xùn)需求分析方法;設(shè)計(jì)培訓(xùn)效果評(píng)價(jià);完善師資及教學(xué)實(shí)訓(xùn)設(shè)施;建立“站段三級(jí)培訓(xùn)”模式;組建專(zhuān)兼職教師人才庫(kù);改革薪酬和用人制度等。通過(guò)以上培訓(xùn)措施改善,調(diào)動(dòng)高鐵技術(shù)工人參培積極性和學(xué)習(xí)主動(dòng)性,讓高鐵技術(shù)工人培訓(xùn)變成G鐵路局與員工雙方互利互惠的行為,從而改善并加強(qiáng)G鐵路局高鐵技術(shù)工人培訓(xùn),為高鐵安全運(yùn)營(yíng)提供堅(jiān)強(qiáng)后盾。
[Abstract]:In recent years, the construction of high-speed railway in Guangxi has made rapid progress, and 1605 kilometers of continuous production has been put into operation. The equipment of high-speed rail is modernized, scientific and technological, and the quality of employees is becoming more and more demanding. The high standards and strict requirements for railway safety and operation have not been lowered. However, the training of high-speed rail personnel in Guangxi has lagged far behind the actual demand. How to turn shortcomings into advantages? In order to quickly adapt to the development needs of high-speed railway, the railway bureau has organized a series of training projects for high-speed railway workers, especially vocational qualification training, such as training for EMU drivers. Although the G Railway Bureau has made great progress in the necessary training for high-speed rail qualification and access, it has trained qualified high-speed rail technical workers for the frontline and ensured the normal opening and operation of high-speed rail lines. However, in the long run, there are still many areas that need to be improved in order to meet the needs of the rapid development of high-speed rail. This paper introduces the relevant training theories at home and abroad, and taking G Railway Bureau as an example, analyzes the existing training system of high speed technical workers by using modern training theories, such as training needs analysis, training system theory and Cor's four-level evaluation theory, etc. It points out that the training materials are scarce, the teaching staff is short, the training facilities are insufficient, and the training is less important than the effect. In view of the existing problems, the author makes use of the professional advantage of human resource management in G Railway Bureau, based on the analysis of practical data of G Railway Bureau, guided by training theory, and taking the direction of improving the training quality of high speed railway technical workers. In order to improve the skill level of the technical workers of high-speed rail, the paper puts forward the measures to improve the training of technical workers of high-speed rail in G Railway Bureau: establishing scientific training demand analysis method, designing training effect evaluation, perfecting teachers and teaching practical training facilities; Establish the model of "station and depot three-level training"; set up a pool of part-time teachers; reform the salary and employment system, etc. Through the improvement of the above training measures, we can mobilize the enthusiasm and learning initiative of the technical workers of high-speed rail, and make the training of technical workers of high-speed rail become a mutually beneficial behavior between the G Railway Bureau and the employees. Thus improving and strengthening the G-Railway Bureau high-speed rail technical training, to provide a strong backing for the safe operation of high-speed rail.
