廣州市公共交通一體化中的政府職能研究

【摘要】:隨著經(jīng)濟(jì)的飛速發(fā)展,廣州市機(jī)動(dòng)車保有量日益增加,尤其是小汽車的數(shù)量增長(zhǎng)迅猛。與之相反,廣州市的道路增長(zhǎng)速度卻較為緩慢,這就造成交通供需矛盾日益突出,從而導(dǎo)致城市交通擁堵現(xiàn)象普遍增加,嚴(yán)重影響了廣大人民群眾出行的方便。而嚴(yán)重的交通擁堵還會(huì)造成道路交通污染加重、環(huán)境惡化、交通事故增加、能源消耗激增甚至導(dǎo)致城市功能的癱瘓。因此,尋找到一條行之有效的解決交通擁堵的辦法刻不容緩。國(guó)內(nèi)外經(jīng)驗(yàn)證明,要緩解城市交通擁堵,必須大力發(fā)展公共交通。更重要的是隨著國(guó)家高速鐵路、城際軌道、地鐵、輕軌及BRT系統(tǒng)的建設(shè),城市公共交通方式逐步多樣化發(fā)展,因此建立一體化的公共交通系統(tǒng)對(duì)緩解城市交通擁擠,促進(jìn)城市向可持續(xù)方向發(fā)展有重要意義。在這個(gè)過(guò)程中政府扮演著決定性的角色,起著舉足輕重的作用。 在公共交通一體化的建設(shè)和管理中政府不僅要進(jìn)行宏觀調(diào)控,提供一定的政策優(yōu)惠,給予法律保障,還要從管理及組織等方面進(jìn)行協(xié)調(diào)。因此,充分發(fā)揮政府職能作用,才能為公共交通一體化系統(tǒng)的建設(shè)和管理提供一個(gè)良好的平臺(tái),真正實(shí)現(xiàn)公共交通一體化的目標(biāo)功能,解決交通擁堵問(wèn)題。 本文的研究主要以公共管理理論為視角,從公共服務(wù)入手,在全面了解廣州市公交一體化建設(shè)基本情況的前提下,分析了公共交通一體化建設(shè)和管理過(guò)程中各級(jí)政府的職能。通過(guò)分析目前政府發(fā)揮職能不足的問(wèn)題,,明確了政府職能轉(zhuǎn)變、調(diào)整的必要性。同時(shí)借鑒國(guó)內(nèi)外相關(guān)經(jīng)驗(yàn),通過(guò)文獻(xiàn)閱讀和實(shí)地考察訪談的方法,提出改善措施,從而對(duì)城市公共交通一體化的建設(shè)和發(fā)展給予理論支撐,對(duì)保證公共交通行業(yè)健康、有序的發(fā)展具有指導(dǎo)作用。
[Abstract]:With the rapid development of economy, the number of motor vehicles in Guangzhou is increasing day by day, especially the number of cars. On the contrary, the growth rate of the road in Guangzhou is relatively slow, which makes the contradiction between supply and demand of traffic become increasingly prominent, thus leading to a general increase in urban traffic congestion, which seriously affects the convenience of the masses. Serious traffic congestion will also lead to the worsening of road traffic pollution, environmental degradation, increased traffic accidents, energy consumption and even paralysis of urban functions. Therefore, it is urgent to find an effective solution to traffic congestion. Experience at home and abroad proves that in order to alleviate urban traffic congestion, we must vigorously develop public transport. More importantly, with the construction of national high-speed railway, inter-city rail, subway, light rail and BRT system, urban public transport mode is gradually diversified, so the establishment of an integrated public transport system can alleviate urban traffic congestion. It is of great significance to promote the sustainable development of cities. In this process, the government plays a decisive role and plays a pivotal role. In the construction and management of the integration of public transport, the government should not only carry out macro-control, provide certain preferential policies, give legal protection, but also coordinate from the aspects of management and organization. Therefore, giving full play to the function of the government can provide a good platform for the construction and management of the integrated system of public transport, realize the target function of the integration of public transport, and solve the traffic congestion problem. From the perspective of public management theory and public service, this paper analyzes the functions of governments at all levels in the process of public transportation integration construction and management under the premise of comprehensive understanding of the basic conditions of public transport integration construction in Guangzhou. The necessity of government function transformation and adjustment is clarified by analyzing the problem of insufficient government function at present. At the same time, using the relevant experience at home and abroad for reference, through the methods of literature reading and on-the-spot investigation and interview, the paper puts forward the improvement measures, thus providing theoretical support for the construction and development of the integration of urban public transport and ensuring the health of the public transport industry. Orderly development plays a guiding role.
