【摘要】：自“十三五”規(guī)劃開始以來,我國(guó)城市軌道交通建設(shè)項(xiàng)目越來越受到重視,發(fā)展迅猛,由此融資模式的評(píng)價(jià)研究也成為時(shí)下熱點(diǎn)之一。但是,對(duì)于城市軌道交通建設(shè)項(xiàng)目融資模式評(píng)價(jià)的研究通常都是由整體入手,較少考慮各融資模式間的差異之處。并且,建造價(jià)格高、施工周期長(zhǎng)、在城市地下空間開展運(yùn)用方面要求強(qiáng)等城市軌道交通建設(shè)項(xiàng)目所具有的特點(diǎn)又決定了其對(duì)融資模式的獨(dú)特需求。因而,研究如何進(jìn)行城市軌道交通建設(shè)項(xiàng)目融資模式評(píng)價(jià)具有重要的現(xiàn)實(shí)意義。本文首先詳細(xì)介紹了城市軌道交通及其融資模式的基本內(nèi)涵及特征,具體從城市軌道交通的交通特性及經(jīng)濟(jì)特性入手,并重點(diǎn)描述了幾類項(xiàng)目融資模式的定義、特點(diǎn)以及存在的問題,為城市軌道交通建設(shè)項(xiàng)目融資模式評(píng)價(jià)體系的建立提供了理論基石。雖然目前國(guó)內(nèi)對(duì)于城市軌道交通建設(shè)項(xiàng)目融資模式評(píng)價(jià)已有較多研究,但是卻大多處于起步狀態(tài),理論性較強(qiáng),缺乏切實(shí)可行的數(shù)學(xué)方法。所以,本文針對(duì)城市軌道交通建設(shè)項(xiàng)目利益相關(guān)方而采用的德爾菲法確定了21個(gè)評(píng)價(jià)指標(biāo),同時(shí)利用模糊聚類方法進(jìn)行指標(biāo)篩選。為明確不同融資模式所受評(píng)價(jià)指標(biāo)影響重要程度,采用了熵權(quán)法與灰色關(guān)聯(lián)分析相結(jié)合的方法對(duì)城市軌道交通建設(shè)項(xiàng)目融資模式評(píng)價(jià)指標(biāo)進(jìn)行分類。緊接運(yùn)用遺傳算法優(yōu)化支持向量機(jī)樣本數(shù)據(jù),構(gòu)建城市軌道交通建設(shè)項(xiàng)目融資模式評(píng)價(jià)模型。為我國(guó)城市軌道交通建設(shè)項(xiàng)目提供新的融資模式評(píng)價(jià)方案。最后,針對(duì)青島地鐵一號(hào)線的實(shí)際情形,依據(jù)建立的評(píng)價(jià)模型對(duì)擬采納的不同融資模式進(jìn)行評(píng)價(jià)。本文通過對(duì)城市軌道交通建設(shè)項(xiàng)目融資模式的理論、指標(biāo)體系及評(píng)價(jià)模型的相關(guān)研究,填補(bǔ)了目前融資模式研究的不足,為今后的融資模式評(píng)價(jià)研究提供了切實(shí)可行的建議。
[Abstract]:Since the beginning of the 13th Five-Year Plan, more and more attention has been paid to the urban rail transit construction projects in China, and the research on the evaluation of financing mode has become one of the hotspots. However, the research on the financing mode evaluation of urban rail transit construction projects usually starts from the whole, and less considers the differences between the financing modes. Moreover, the characteristics of urban rail transit construction projects, such as high construction price, long construction period and strong requirements in the application of urban underground space, determine its unique demand for financing mode. Therefore, it is of great practical significance to study how to evaluate the financing mode of urban rail transit construction project. This paper first introduces the basic connotation and characteristics of urban rail transit and its financing mode, starting with the characteristics of urban rail transit and its economic characteristics, and describes the definition of several types of project financing mode. The characteristics and the existing problems provide the theoretical foundation for the establishment of the evaluation system of the financing mode of the urban rail transit construction project. Although there has been more research on the evaluation of the financing mode of urban rail transit construction project in China at present, most of them are in the initial stage, theoretical and lack of practical mathematical methods. Therefore, the Delphi method for the stakeholders of urban rail transit project is used to determine 21 evaluation indicators, and the fuzzy clustering method is used to screen the indicators. In order to determine the importance of the evaluation indexes of different financing models, the paper classifies the evaluation indexes of urban rail transit construction projects by using the method of entropy weight combined with grey correlation analysis. Then genetic algorithm is used to optimize the sample data of support vector machine, and the evaluation model of financing mode of urban rail transit construction project is constructed. To provide a new financing model evaluation scheme for urban rail transit construction projects in China. Finally, according to the actual situation of Qingdao Metro Line 1, the different financing modes to be adopted are evaluated according to the established evaluation model. Through the research on the theory, index system and evaluation model of the financing mode of urban rail transit construction project, this paper fills up the deficiency of the current research on the financing mode, and provides practical suggestions for the future research on the financing model evaluation.
