災(zāi)后重建公路項(xiàng)目后評價指標(biāo)體系分析

【摘要】:隨著災(zāi)后重建公路項(xiàng)目取得階段性進(jìn)展并接近尾聲,項(xiàng)目進(jìn)展進(jìn)入后評價階段。我國項(xiàng)目后評價比較落后,加上國家對災(zāi)后重建公路項(xiàng)目的硬性規(guī)定和災(zāi)后重建公路項(xiàng)目公益性強(qiáng)等顯著特點(diǎn),有必要對災(zāi)后重建公路項(xiàng)目進(jìn)行社會經(jīng)濟(jì)技術(shù)指標(biāo)的全方位的指標(biāo)體系分析。 指標(biāo)體系分析是參考了大量國內(nèi)外相關(guān)文獻(xiàn)資料基礎(chǔ)上,運(yùn)用系統(tǒng)理論多目標(biāo)多角度根據(jù)不同權(quán)重分析災(zāi)后重建公路項(xiàng)目成果,建立災(zāi)后重建后評價體系分析框架構(gòu)建模型。運(yùn)用專家評分法,社會調(diào)查法,層次分析法和模糊數(shù)學(xué)綜合評價法把主觀因素滿意度進(jìn)行量化,得出哪種因素是提高援建工程滿意度的決定因素。 本文首先對中國地震情況進(jìn)行了整理,接著對在后重建項(xiàng)目后評價國內(nèi)外發(fā)展?fàn)顩r進(jìn)行了分析,結(jié)合滿意度理論在以前大量研究文獻(xiàn)的基礎(chǔ)上,用德爾菲法建立了災(zāi)后重建項(xiàng)目后評價指標(biāo)分析體系,并用層次分析法進(jìn)行權(quán)重的確定,運(yùn)用模糊評判法提出了評價模型。同時總結(jié)了項(xiàng)目后評價一般會用到的方法,最后選擇寧波市對口援建青川中一個公路建設(shè)項(xiàng)目為例,對已構(gòu)建的指標(biāo)體系模型進(jìn)行運(yùn)用和驗(yàn)證。最后總結(jié)本文的研究結(jié)論,且得出在本文研究過程中的啟示和建議,及本文的研究展望。 本文創(chuàng)新點(diǎn)在于引用滿意度理論作為災(zāi)后重建公路項(xiàng)目后評價指標(biāo)體系分析的目標(biāo)。用模糊綜合評判法量化指標(biāo),進(jìn)行災(zāi)后重建公路項(xiàng)目后評價指標(biāo)體系分析。
[Abstract]:With the progress of the road reconstruction project, the project has entered the stage of post-evaluation. China's post-project evaluation is relatively backward, coupled with the country's rigid regulations on post-disaster reconstruction highway projects and strong public welfare characteristics of post-disaster reconstruction highway projects. It is necessary to analyze the comprehensive index system of the social economic and technical indexes for the road reconstruction project after the disaster. The index system analysis is based on the reference of a large number of domestic and foreign literature, using the system theory, multi-objective and multi-angle, according to different weights to analyze the achievements of post-disaster reconstruction highway project, and build a model of post-disaster reconstruction evaluation system analysis framework. The subjective factor satisfaction is quantified by using expert scoring method, social investigation method, analytic hierarchy process (AHP) method and fuzzy mathematics comprehensive evaluation method, and which factors are the decisive factors to improve the satisfaction degree of construction assistance projects. In this paper, first of all, the earthquake situation in China is sorted out, and then the development situation at home and abroad after the post-reconstruction project is analyzed. Based on the theory of satisfaction degree, based on a large number of previous research documents, The evaluation index system of post-disaster reconstruction project is established by Delphi method. The weight is determined by analytic hierarchy process (AHP) and the evaluation model is put forward by using fuzzy evaluation method. At the same time, this paper summarizes the methods commonly used in post-project evaluation, and finally selects Ningbo City counterpart to build a highway construction project in Qingchuan as an example, and uses and verifies the established index system model. Finally, the conclusion of this paper is summarized, and the enlightenment and suggestion in the research process are obtained, as well as the research prospect of this paper. The innovation of this paper lies in the application of satisfaction theory as the objective of post-evaluation index system analysis of post-disaster reconstruction highway projects. The evaluation index system of post-disaster reconstruction highway project is analyzed by fuzzy comprehensive evaluation method.
