【摘要】：高速公路是國家經(jīng)濟(jì)發(fā)展的基礎(chǔ)，是實(shí)現(xiàn)社會(huì)現(xiàn)代化的標(biāo)志。近年來，我國高速公路建設(shè)雖然取得了較大的成績，但資金問題卻十分嚴(yán)重。由于融資方式單一，資金來源渠道狹窄，高速公路面臨著不斷高漲的債務(wù)壓力。因此，開辟新的融資渠道，已成為高速公路建設(shè)發(fā)展中亟待解決的問題。 本文采用文獻(xiàn)研究法和案例分析法等研究方法，以項(xiàng)目融資理論為基礎(chǔ)，結(jié)合我國高速公路的特點(diǎn)和融資能力，在充分借鑒相關(guān)理論成果的基礎(chǔ)上，對(duì)高速公路建設(shè)項(xiàng)目融資問題進(jìn)行研究，以緩解高速公路的資金壓力，并為河北省高速公路建設(shè)項(xiàng)目融資活動(dòng)提供參考。 本文首先介紹了我國高速公路的發(fā)展現(xiàn)狀和融資情況，闡述了高速公路項(xiàng)目融資基本概念及理論。其次，在對(duì)國外高速公路項(xiàng)目融資進(jìn)行分析的基礎(chǔ)上，指出我國高速公路項(xiàng)目融資存在的問題。再次，，分析了傳統(tǒng)高速公路融資渠道，并對(duì)PPP、BOT、TOT、ABS、PFI等項(xiàng)目融資模式的涵義、優(yōu)點(diǎn)和可行性進(jìn)行了介紹，指出各種融資模式的發(fā)展前景。然后，針對(duì)河北省高速公路實(shí)際情況，對(duì)高速公路項(xiàng)目融資相關(guān)問題進(jìn)行分析，主要從河北省高速公路項(xiàng)目融資概況、遇到的困難、具體解決措施等方面進(jìn)行闡述，并具體論述了河北省高速公路的信托融資實(shí)踐。最后，在借鑒國內(nèi)外項(xiàng)目融資成功案例經(jīng)驗(yàn)基礎(chǔ)上，提出對(duì)河北省高速公路建設(shè)項(xiàng)目融資的建議。
[Abstract]:Expressway is the foundation of national economic development and the symbol of realizing social modernization. In recent years, although highway construction in China has made great achievements, but the problem of funds is very serious. Because of the single financing mode and narrow source of funds, the highway is facing rising debt pressure. Therefore, opening up new financing channels has become an urgent problem in highway construction and development. Based on the theory of project financing and the characteristics and financing ability of expressway in our country, this paper adopts the methods of literature research and case analysis, and makes full use of relevant theoretical achievements. This paper studies the financing problem of expressway construction project in order to relieve the financial pressure of expressway and provide reference for highway construction project financing activities in Hebei province. This paper first introduces the present situation and financing situation of expressway in China, and expounds the basic concept and theory of expressway project financing. Secondly, based on the analysis of foreign expressway project financing, the paper points out the existing problems of expressway project financing in China. Thirdly, this paper analyzes the traditional highway financing channels, and introduces the meaning, advantages and feasibility of the project financing models, such as PPP- BOTO / TOTT / ABSI / PFI, and points out the development prospects of various financing models. Then, in view of the actual situation of highway in Hebei Province, this paper analyzes the problems related to expressway project financing, mainly from the aspects of the general situation, difficulties encountered and concrete measures of solving the project financing of Hebei Province. And elaborated the Hebei Province highway trust financing practice concretely. Finally, based on the successful cases of project financing at home and abroad, the paper puts forward some suggestions on the project financing of highway construction in Hebei province.
