【摘要】：上海其實(shí)早在二十世紀(jì)九十年代中期就明確提出要建立成為國際航運(yùn)中心,整整十年發(fā)展過來,成果是相當(dāng)顯著的。目前公認(rèn)的國際航運(yùn)中心主要是指那些能夠提供高端航運(yùn)服務(wù)業(yè)的國家和地區(qū),例如英國倫敦、新加坡和中國香港等。中國雖然提出要以建設(shè)上海國際航運(yùn)中心為契機(jī),發(fā)展高端航運(yùn)服務(wù)企業(yè),但是高端航運(yùn)服務(wù)企業(yè)是在航運(yùn)業(yè)發(fā)展的歷史進(jìn)程中逐漸積累才形成的,而且經(jīng)過了長期的產(chǎn)業(yè)結(jié)構(gòu)化升級,最終才形成對全球航運(yùn)資源的壟斷和配置。對于從勞動密集型向資本密集型再到知識密集型轉(zhuǎn)變后形成的高端航運(yùn)服務(wù)業(yè),僅僅依靠原來傳統(tǒng)的低成本和勞動密集型方式去實(shí)現(xiàn),將面臨著無法克服的困難。 對上海來說,要在2020年實(shí)現(xiàn)預(yù)定目標(biāo),基本建成“航運(yùn)資源高度集聚、現(xiàn)代物流服務(wù)高效、航運(yùn)市場環(huán)境優(yōu)良、航運(yùn)服務(wù)功能健全,具有全球航運(yùn)資源配置能力的國際航運(yùn)中心”,既是機(jī)遇更是挑戰(zhàn)。在此背景下,通過理論分析和案例分析相結(jié)合的方法,分析上海高端航運(yùn)企業(yè)的運(yùn)營現(xiàn)狀以及應(yīng)對策略,具有十分重要的現(xiàn)實(shí)意義。本論文首先分析上海建設(shè)國際航運(yùn)中心的背景和機(jī)遇,并從長三角的兩翼和韓國釜山港的角度,對比上海港的競爭態(tài)勢；通過上海高端航運(yùn)服務(wù)企業(yè)的整體現(xiàn)狀、集聚區(qū)現(xiàn)狀和行業(yè)類型的現(xiàn)狀分析,總結(jié)了上海高端航運(yùn)服務(wù)企業(yè)的運(yùn)營現(xiàn)狀,提出上海面對的8個主要問題；為了借鑒國外的先進(jìn)經(jīng)驗(yàn),分析了國際上有代表性的國際航運(yùn)中心,包括亞洲的新加坡和香港,以及歐洲的漢堡和倫敦；通過借鑒國外發(fā)展高端航運(yùn)服務(wù)企業(yè)的先進(jìn)經(jīng)驗(yàn),基于產(chǎn)業(yè)集群理論和生命周期理論,提出上海發(fā)展高端航運(yùn)服務(wù)企業(yè)的集群式發(fā)展策略以及階段性對策,最后是本文的研究總結(jié)。
[Abstract]:In fact, as early as the mid-1990s, Shanghai explicitly proposed to establish itself as an international shipping center. After a whole decade of development, the results were quite remarkable. At present, recognized international shipping centers mainly refer to countries and regions that can provide high-end shipping services, such as London, Singapore and Hong Kong, China. Although China proposes to take the construction of Shanghai International Shipping Center as an opportunity to develop high-end shipping service enterprises, the high-end shipping service enterprises have gradually accumulated in the historical process of the development of the shipping industry. And after a long-term industrial structural upgrading, the final formation of global shipping resources monopoly and allocation. For the high-end shipping service industry formed after the transition from labor-intensive to capital-intensive to knowledge-intensive, only relying on the traditional low-cost and labor-intensive way to achieve, will be faced with insurmountable difficulties. For Shanghai, it is necessary to achieve its scheduled target by 2020, and basically build "highly concentrated shipping resources, efficient modern logistics services, excellent shipping market environment, and sound shipping service functions." The international shipping center, which has the ability to allocate global shipping resources, is both an opportunity and a challenge. Under this background, it is of great practical significance to analyze the operation status and countermeasures of Shanghai high-end shipping enterprises through the combination of theoretical analysis and case study. This paper first analyzes the background and opportunity of Shanghai's construction of international shipping center, and compares the competitive situation of Shanghai Port from the angle of the two wings of Yangtze River Delta and Busan Port of Korea, and the overall situation of Shanghai high-end shipping service enterprises. Based on the analysis of the present situation of the agglomeration area and the industry types, this paper summarizes the current operation situation of Shanghai's high-end shipping service enterprises, and puts forward eight main problems facing Shanghai, in order to learn from the advanced experience of foreign countries, This paper analyzes the international representative international shipping centers, including Singapore and Hong Kong in Asia, Hamburg and London in Europe, and draws on the advanced experience of developing high-end shipping service enterprises in foreign countries. Based on the theory of industrial cluster and life cycle theory, this paper puts forward the cluster development strategy and periodic countermeasures of Shanghai's development of high-end shipping service enterprises. Finally, it is the summary of the research in this paper.
