【摘要】：交通經(jīng)濟運行分析工作開始于1998年,部印發(fā)《關(guān)于建立交通經(jīng)濟運行分析報告制度的通知》(交計發(fā)[1998]365號),主要是對公路建設(shè)投資完成情況、資金到位情況、貸款落實情況等開展分季度分析,以反映應(yīng)對亞洲金融風(fēng)暴、加快基礎(chǔ)設(shè)施建設(shè)保證經(jīng)濟增長各項政策的實施效果。近年來,我國交通和經(jīng)濟事業(yè)得到快速發(fā)展,各級政府和部門對交通經(jīng)濟運行分析工作日益重視,對交通經(jīng)濟運行分析報告的水平要求也越來越高。交通經(jīng)濟運行分析是國家宏觀經(jīng)濟運行分析的重要組成部分,是提升行業(yè)管理水平的重要手段,是行業(yè)科學(xué)民主決策的具體體現(xiàn)。進行交通經(jīng)濟運行分析工作,不僅有利于交通管理部門系統(tǒng)全面了解和掌握行業(yè)發(fā)展情況,及時發(fā)現(xiàn)行業(yè)發(fā)展的問題,準(zhǔn)確把握行業(yè)發(fā)展態(tài)勢并提出科學(xué)的發(fā)展對策,而且可以實現(xiàn)信息的連續(xù)性、系統(tǒng)性和完整性,可以提出更全面、更系統(tǒng)、更科學(xué)的發(fā)展對策。本文首先總結(jié)國內(nèi)外現(xiàn)有的交通運輸統(tǒng)計狀況,然后依托我國現(xiàn)有的交通運輸統(tǒng)計指標(biāo)體系,根據(jù)河南省交通運輸行業(yè)的發(fā)展特點,建立起一套多種類、多層次的交通經(jīng)濟運行分析指標(biāo)體系,并與交通部確立的分析指標(biāo)做對比分析,研究分析指標(biāo)的來源。同時,依據(jù)交通經(jīng)濟運行分析的內(nèi)容,提出評價分析、依存關(guān)系分析和動態(tài)分析等分析方法,并運用灰色系統(tǒng)預(yù)測理論,建立預(yù)測模型,對交通經(jīng)濟運行分析中的客運量、貨運量、客運周轉(zhuǎn)量和貨運周轉(zhuǎn)量等指標(biāo)進行科學(xué)合理的預(yù)測。最后,本文結(jié)合河南省交通經(jīng)濟運行的特點,編制完成了河南省交通經(jīng)濟運行分析報告范本,并針對交通固定資產(chǎn)投資完成情況和運輸生產(chǎn)情況兩部分內(nèi)容,編寫2015年一季度河南省交通經(jīng)濟運行分析報告,以實例論證了本文提出的分析指標(biāo)和方法的可行性和實用性。
[Abstract]:The work of traffic economic operation analysis began in 1998, and the Ministry issued the Circular on establishing the Traffic Economic Operation Analysis report system ([1998] 365), which mainly focused on the completion of investment in highway construction and the availability of funds. Quarterly analysis was carried out to reflect the implementation of policies to cope with the Asian financial turmoil and speed up infrastructure construction to ensure economic growth. In recent years, the traffic and economic undertakings in our country have been developed rapidly. Governments and departments at all levels pay more and more attention to the analysis of traffic economic operation, and the level of traffic economic operation analysis report is becoming more and more high. Traffic economic operation analysis is an important part of national macro-economic operation analysis, an important means to improve the level of industry management, and a concrete embodiment of scientific and democratic decision-making in the industry. The analysis of traffic economic operation is not only beneficial to the traffic management department to understand and grasp the development situation of the industry, but also to find out the problems of the industry development in time, to grasp the development situation of the industry accurately and to put forward the scientific development countermeasures. Moreover, it can realize the continuity, systematization and integrality of information, and put forward more comprehensive, systematic and scientific development countermeasures. This paper first summarizes the current situation of traffic and transportation statistics at home and abroad, and then, relying on the existing index system of traffic and transport statistics in China, and according to the characteristics of Henan Province's transportation industry, establishes a set of multi-species. The multi-level analysis index system of traffic economic operation is compared with the analysis index established by the Ministry of Communications, and the source of the analysis index is studied. At the same time, according to the content of traffic economic operation analysis, this paper puts forward some analytical methods, such as evaluation analysis, dependency analysis and dynamic analysis, and establishes a forecasting model by using the grey system forecasting theory to analyze the passenger traffic volume in the traffic economic operation analysis. The indexes of freight volume, passenger transport turnover and freight turnover are predicted scientifically and reasonably. Finally, according to the characteristics of Henan Province traffic economy operation, the paper compiles the model of Henan Province traffic economic operation analysis report, and aims at the traffic fixed assets investment completion and the transportation production situation two parts content. This paper compiles the analysis report of Henan Province traffic economy operation in the first quarter of 2015, and proves the feasibility and practicability of the analysis index and method put forward in this paper.
