江蘇省公路運(yùn)輸與鐵路運(yùn)輸協(xié)調(diào)性研究

【摘要】:近年來(lái),隨著市場(chǎng)經(jīng)濟(jì)的不斷深入,物流業(yè)的迅猛發(fā)展,我國(guó)的交通運(yùn)輸業(yè)也進(jìn)入了快速成長(zhǎng)的關(guān)鍵時(shí)刻,各種運(yùn)輸方式都在加快發(fā)展。社會(huì)的發(fā)展促進(jìn)我國(guó)交通運(yùn)輸業(yè)廣泛的應(yīng)用新技術(shù),實(shí)現(xiàn)基礎(chǔ)設(shè)施和運(yùn)輸工具的現(xiàn)代化發(fā)展;同時(shí)也向著由多種運(yùn)輸方式分工協(xié)作,相互協(xié)調(diào),進(jìn)一步建立綜合交通運(yùn)輸系統(tǒng)的方向發(fā)展。 作為共同組成陸上交通的公路運(yùn)輸和鐵路運(yùn)輸,作為我國(guó)陸上運(yùn)輸乃至整個(gè)綜合運(yùn)輸體系最主要的兩種運(yùn)輸方式,經(jīng)歷了長(zhǎng)期的發(fā)展。就江蘇省來(lái)說(shuō),“十一五”期間,江蘇省累計(jì)完成綜合運(yùn)輸建設(shè)投資3545億元,公路與鐵路建設(shè)投資各占47.4%和33.3%,足以看出公、鐵運(yùn)輸?shù)闹匾匚灰约敖K省對(duì)其的重視程度。因此,如何協(xié)調(diào)公路與鐵路運(yùn)輸兩者之間的關(guān)系,使兩者在各自實(shí)現(xiàn)持續(xù)可發(fā)展的同時(shí),又能相互適應(yīng)相互補(bǔ)充,是江蘇省以及全國(guó)陸上運(yùn)輸服務(wù)業(yè)的重要任務(wù)。 本文首先運(yùn)用協(xié)調(diào)發(fā)展理論,對(duì)公、鐵運(yùn)輸協(xié)調(diào)發(fā)展的概念進(jìn)行了詳細(xì)的闡述,從而確定了公鐵系統(tǒng)協(xié)調(diào)發(fā)展的目標(biāo)與評(píng)判原則,把公鐵運(yùn)輸協(xié)調(diào)發(fā)展分為公鐵系統(tǒng)與外部環(huán)境的協(xié)調(diào)、公、鐵運(yùn)輸系統(tǒng)之間的協(xié)調(diào)、公、鐵子系統(tǒng)自身的協(xié)調(diào)三個(gè)層次;通過(guò)對(duì)江蘇省公、鐵發(fā)展的現(xiàn)狀的分析,對(duì)其影響因素和協(xié)調(diào)內(nèi)容進(jìn)行了探討;最后,建立了公鐵運(yùn)輸系統(tǒng)協(xié)調(diào)發(fā)展的評(píng)價(jià)體系,運(yùn)用數(shù)據(jù)包絡(luò)分析方法(DEA)建立了評(píng)價(jià)模型,對(duì)江蘇省公鐵協(xié)調(diào)發(fā)展進(jìn)行了實(shí)例評(píng)價(jià);并最終發(fā)現(xiàn)問(wèn)題的同時(shí)也提出了相應(yīng)的策略。
[Abstract]:In recent years, with the deepening of the market economy and the rapid development of the logistics industry, the transportation industry of our country has also entered the critical moment of rapid growth, and all kinds of transportation modes are speeding up the development. The development of society has promoted the extensive application of new technologies in the transportation industry of our country, realizing the modernization of infrastructure and means of transport, and at the same time, it is also moving towards cooperation and coordination among the various modes of transport. Further development of integrated transportation system. Road transportation and railway transportation, which constitute the land transportation together, have experienced a long period of development as the two most important modes of land transportation and even the whole integrated transportation system in our country. As far as Jiangsu Province is concerned, during the 11th Five-Year Plan period, the total investment in comprehensive transportation construction in Jiangsu Province was 354.5 billion yuan, and the investment in highway and railway construction accounted for 47.4% and 33.3% respectively, which was enough to see the important position of public and iron transport and the degree of attention to it in Jiangsu Province. Therefore, how to coordinate the relationship between road and rail transport, so that both can achieve sustainable development, but also adapt to complement each other, is an important task of Jiangsu Province and the national land transport service industry. In this paper, the concept of coordinated development of public and railway transportation is expounded in detail by using the theory of coordinated development, and the objective and evaluation principle of coordinated development of railway system are determined. The coordinated development of highway and railway transportation is divided into three levels: the coordination between the public and the external environment, the coordination between the public and the iron transport systems, the coordination of the public and iron subsystems, and the analysis of the present situation of the development of the public and iron in Jiangsu Province. Finally, the evaluation system of coordinated development of railway transportation system is established, and the evaluation model is established by using data Envelopment Analysis (DEA) method, and an example is given to evaluate the coordinated development of highway and railway in Jiangsu Province. And finally found the problem at the same time also put forward the corresponding strategy.
