【摘要】：新疆民航在“十二五”規(guī)劃中明確提出三大發(fā)展戰(zhàn)略——民生航空戰(zhàn)略、門戶樞紐戰(zhàn)略、品質(zhì)提升戰(zhàn)略，新疆民航經(jīng)濟將會取得飛速發(fā)展。與此同時，未來幾年新疆將加大道路基礎(chǔ)設(shè)施建設(shè)，投入巨資修建鐵路，電氣高鐵，和高速公路，無疑將對民航運輸業(yè)帶來極大沖擊。面對前所未有的歷史機遇和錯綜復(fù)雜的市場環(huán)境，作為新疆民航的發(fā)展來說，應(yīng)當(dāng)具備兩種條件，，即外部實力和內(nèi)部實力。外部實力是指機場的修建、擴建以及基礎(chǔ)保障設(shè)施等的完善和更新，外部實力的形成取決于機場所在地區(qū)經(jīng)濟發(fā)展規(guī)模、人口流動頻度和經(jīng)貿(mào)往來規(guī)模等等；內(nèi)部實力取決于航空運輸企業(yè)網(wǎng)絡(luò)運輸規(guī)模、市場競爭策略、航線營運盈利能力、服務(wù)營銷水平、成本結(jié)構(gòu)優(yōu)化等等。 本文將利用PEST環(huán)境分析和SWOT態(tài)勢分析對新疆民航所處環(huán)境態(tài)勢、自身優(yōu)勢、存在不足進行分析，并提出面對機遇和挑戰(zhàn)所采取的發(fā)展戰(zhàn)略的幾點思考。
[Abstract]:In the 12th Five-Year Plan, Xinjiang Civil Aviation clearly put forward three development strategies: people's livelihood aviation strategy, portal hub strategy, quality promotion strategy, and Xinjiang civil aviation economy will achieve rapid development. At the same time, in the next few years, Xinjiang will increase road infrastructure construction, investment in the construction of railways, electrical high-speed rail, and highways, will undoubtedly have a huge impact on the civil aviation industry. In the face of unprecedented historical opportunity and complicated market environment, as the development of Xinjiang civil aviation, there should be two conditions, namely external strength and internal strength. External strength refers to the improvement and renewal of airport construction, expansion, infrastructure and so on. The formation of external strength depends on the scale of economic development in the region where the airport is located, the frequency of population flow and the scale of economic and trade exchanges. The internal strength depends on the scale of network transportation, the strategy of market competition, the profitability of airline operation, the level of service marketing, the optimization of cost structure and so on. This paper will use pest environment analysis and SWOT situation analysis to analyze the environment situation of Xinjiang civil aviation, its own advantages and shortcomings, and put forward some thoughts on the development strategy adopted in the face of opportunities and challenges.
