長沙市城市公共交通可持續(xù)發(fā)展研究

【摘要】:城市公共交通可持續(xù)發(fā)展是世界城市化進程中面臨的共同問題,是城市可持續(xù)發(fā)展的重要組成部分。長沙市作為湖南的省會以及兩型社會示范區(qū)的中心城市,城市公共交通的發(fā)展取得了一定的成效,但是,公共交通的發(fā)展水平還沒有達到可持續(xù)發(fā)展的要求,城市公共交通的建設(shè)難以與城市發(fā)展水平相協(xié)調(diào)。因此,研究長沙市公共交通的可持續(xù)發(fā)展?fàn)顩r,有利于促進長沙市綠色公交體系構(gòu)建,提高公共交通的可持續(xù)發(fā)展能力與水平。本文采用規(guī)范分析與實證分析相結(jié)合的方法,,將可持續(xù)發(fā)展理論、系統(tǒng)論與公共產(chǎn)品與外部經(jīng)濟性理論引入研究中,并結(jié)合長沙市公交發(fā)展的具體情況進行實證分析,構(gòu)建長沙市可持續(xù)發(fā)展的城市公交體系。 本文認(rèn)為,城市公共交通可持續(xù)發(fā)展是一個涉及到社會、經(jīng)濟、生態(tài)相互協(xié)調(diào)的綜合問題,并與城市的發(fā)展相輔相成。因此,本文在長沙市城市整體發(fā)展?fàn)顩r的基礎(chǔ)上分析公共交通的發(fā)展現(xiàn)狀,來把握長沙市城市公共交通的總體發(fā)展?fàn)顩r。從公共交通發(fā)展水平、生態(tài)環(huán)境發(fā)展質(zhì)量、社會經(jīng)濟支撐能力這三個方面來選取代表性的指標(biāo),通過層次分析法來進行評價分析,并利用可持續(xù)度的計算公式,得出目前長沙市公共交通處于一般可持續(xù)發(fā)展水平并接近于弱可持續(xù)發(fā)展。從而反映出長沙市城市公交在經(jīng)營管理、服務(wù)、基礎(chǔ)設(shè)施以及與生態(tài)環(huán)境的協(xié)調(diào)等方面還有待改進與完善。在此基礎(chǔ)上,依據(jù)理論分析與實證結(jié)果,可以從以下幾個方面來促進長沙市公共交通的可持續(xù)發(fā)展:確定公交優(yōu)先的地位,進一步貫徹落實公交優(yōu)先政策;建立科學(xué)合理的公交網(wǎng)絡(luò),引導(dǎo)一體化公交體系的建立;加大公交基礎(chǔ)設(shè)施建設(shè)的力度,完善公交經(jīng)營管理體制改革,健全公交財政補貼補償機制;以快速公交體系提升城市公共交通競爭優(yōu)勢,以優(yōu)質(zhì)公交服務(wù)提高公交分擔(dān)率,以生態(tài)綠色公交服務(wù)兩型社會建設(shè)。
[Abstract]:The sustainable development of urban public transport is a common problem in the process of urbanization in the world and an important part of urban sustainable development. As the provincial capital of Hunan and the central city of the two-type social demonstration area, Changsha City has achieved certain results in the development of urban public transport, but the level of development of public transport has not yet reached the requirements of sustainable development. The construction of urban public transport is difficult to coordinate with the level of urban development. Therefore, the study of the sustainable development of public transport in Changsha is conducive to promoting the construction of green public transport system in Changsha and improving the ability and level of sustainable development of public transport. By combining normative analysis with empirical analysis, this paper introduces the theory of sustainable development, system theory, public goods and external economy theory into the research, and carries on the empirical analysis combining with the concrete situation of Changsha public transportation development. Construction of Changsha City sustainable development of urban public transport system. This paper holds that the sustainable development of urban public transport is a comprehensive problem involving the coordination of society, economy and ecology, and is complementary to the development of the city. Therefore, on the basis of the overall development of Changsha city, this paper analyzes the development of public transport, to grasp the overall development of public transport in Changsha. The representative indexes are selected from three aspects: the development level of public transportation, the quality of ecological environment development and the social and economic support ability, and the evaluation and analysis are carried out through the Analytic hierarchy process (AHP), and the calculation formula of sustainability is used. It is concluded that public transport in Changsha is in general sustainable development level and close to weak sustainable development. It reflects that Changsha city public transportation needs to be improved and perfected in the aspects of management, service, infrastructure and coordination with ecological environment. On this basis, according to the theoretical analysis and empirical results, we can promote the sustainable development of public transport in Changsha from the following aspects: to determine the status of public transport priority, to further implement the public transport priority policy; Establish a scientific and reasonable public transport network, guide the establishment of an integrated public transport system, strengthen the construction of public transport infrastructure, improve the public transport management system reform, improve the public transport financial subsidy compensation mechanism; To improve the competitive advantage of urban public transport by bus rapid transit system, to improve the public transport sharing rate with high quality public transport service, and to build a two-type society with ecological green public transport service.
