【摘要】：科技創(chuàng)新券政策作為一種新型的政府科技創(chuàng)新資金投入政策,已經(jīng)在中國(guó)很多地區(qū)付諸實(shí)施,急需對(duì)其開(kāi)展全面的政策評(píng)估。從政策評(píng)估的目標(biāo)、主體、對(duì)象、指標(biāo)及方法等要素入手構(gòu)建科技創(chuàng)新券政策評(píng)估體系,并對(duì)該體系運(yùn)行中應(yīng)注意的問(wèn)題進(jìn)行說(shuō)明。這對(duì)開(kāi)展科技創(chuàng)新券政策評(píng)估,全面把握其實(shí)施狀況,進(jìn)而優(yōu)化政策方案、提升政策實(shí)施效果具有一定的理論參考價(jià)值。
[Abstract]:As a new government investment policy of scientific and technological innovation, the policy of technological innovation voucher has been put into practice in many areas of China, and it is urgent to carry out a comprehensive policy evaluation. Starting with the objective, subject, object, index and method of policy evaluation, this paper constructs the policy evaluation system of sci-tech innovation voucher, and explains the problems that should be paid attention to in the operation of this system. It has certain theoretical reference value to carry out the policy evaluation of scientific and technological innovation voucher, grasp its implementation situation in an all-round way, and then optimize the policy scheme and improve the effect of policy implementation.
