【摘要】：著名管理學(xué)家彼得·德魯克說過,戰(zhàn)略管理是服務(wù)性企業(yè)必須始終每天牢記和思考的事情,并且公司戰(zhàn)略制定得越明確,斟酌取舍的標(biāo)準(zhǔn)越清楚,服務(wù)性企業(yè)就越能抓住新的機(jī)會(huì),證明自己的價(jià)值訴求。 機(jī)場(chǎng)作為航空運(yùn)輸和城市的重要基礎(chǔ)設(shè)施,是綜合交通運(yùn)輸體系的重要組成部分。在我國目前使用的170余個(gè)民用機(jī)場(chǎng)中,軍民合用機(jī)場(chǎng)是一個(gè)較特別的組成部分,它是部隊(duì)和地方聯(lián)姻的產(chǎn)物,它既可以滿足人民群眾航空運(yùn)輸需求,提高機(jī)場(chǎng)利用率,有效節(jié)約機(jī)場(chǎng)運(yùn)行成本；又可以履行維護(hù)國家安全的神圣使命。因此,在機(jī)場(chǎng)建設(shè)中合理布局,增加軍民合用機(jī)場(chǎng)數(shù)量,對(duì)于發(fā)展國民經(jīng)濟(jì),提高軍事能力,有其特殊的存在意義。 《中國民用航空發(fā)展第十二個(gè)五年規(guī)劃》提出將加快通用航空快速發(fā)展,基礎(chǔ)設(shè)施大幅增加,作業(yè)領(lǐng)域不斷擴(kuò)展,運(yùn)營環(huán)境持續(xù)改善,標(biāo)準(zhǔn)體系初步建立,作業(yè)量和飛機(jī)數(shù)量翻番。因此,軍民合用機(jī)場(chǎng)發(fā)展戰(zhàn)略研究有著極其深遠(yuǎn)的意義。 本文研究對(duì)象是赤峰軍民合用機(jī)場(chǎng)(以下簡(jiǎn)稱赤峰機(jī)場(chǎng))的發(fā)展戰(zhàn)略。研究的主要思路是運(yùn)用發(fā)展戰(zhàn)略的相關(guān)理論和方法,分別對(duì)赤峰機(jī)場(chǎng)的戰(zhàn)略環(huán)境,戰(zhàn)略目標(biāo)和戰(zhàn)略實(shí)施措施進(jìn)行具體分析,得出赤峰機(jī)場(chǎng)建設(shè)支線航空的戰(zhàn)略發(fā)展方向,從而達(dá)到為其他軍民合用機(jī)場(chǎng)設(shè)定發(fā)展戰(zhàn)略拋磚引玉的目的。 本文通過對(duì)赤峰機(jī)場(chǎng)發(fā)展戰(zhàn)略的研究,確定了赤峰機(jī)場(chǎng)應(yīng)實(shí)施降低運(yùn)營成本努力發(fā)展非航業(yè)務(wù)的具體戰(zhàn)略,并且明確了戰(zhàn)略實(shí)現(xiàn)的途徑,為赤峰機(jī)場(chǎng)的建設(shè)發(fā)展勾畫出了具體的“路線圖”,勢(shì)必會(huì)給赤峰機(jī)場(chǎng)帶來輝煌的明天。
[Abstract]:Peter Drucker, a leading management scientist, has said that strategic management is something that service companies must keep in mind and think about every day, and that the clearer the company's strategy is, the clearer the criteria for choosing and choosing. Service enterprises will be able to seize new opportunities to prove their value demands. As an important infrastructure of air transportation and city, airport is an important part of integrated transportation system. Of the more than 170 civil airports currently in use in our country, the military-civilian joint airport is a relatively special component. It is a product of the marriage of troops and localities. It can not only meet the air transport needs of the masses of the people, but also improve the utilization rate of the airports. Effectively saves airport operation cost, but also can perform the sacred mission of maintaining national security. Therefore, the rational distribution of airports in the construction of airports and the increase in the number of airports shared by both the military and the civilian population will contribute to the development of the national economy and the enhancement of military capabilities. The 12th Five-Year Plan for the Development of Civil Aviation in China proposes that the rapid development of general aviation will be accelerated, the infrastructure will be greatly increased, the field of operation will continue to expand, and the operating environment will continue to improve. The standard system was initially established and the number of operations and aircraft doubled. Therefore, the military and civilian airport development strategy research has a profound significance. The research object of this paper is the development strategy of Chifeng military-civilian airport (hereinafter referred to as Chifeng Airport). The main idea of the study is to use the relevant theories and methods of development strategy to analyze the strategic environment, strategic objectives and strategic implementation measures of Chifeng Airport respectively, and to obtain the strategic development direction of Chifeng Airport's construction of regional aviation. In order to achieve the purpose of setting up a development strategy for other military and civilian airports. Based on the research of Chifeng airport development strategy, this paper determines the specific strategy of Chifeng airport to reduce operating cost and develop non-aviation business, and defines the way to realize the strategy. A concrete road map has been drawn for the construction and development of Chifeng Airport, which will bring brilliant future to Chifeng Airport.
