【摘要】：近年來(lái)，隨著經(jīng)濟(jì)的發(fā)展，交通的作用日益凸顯。高速公路作為一個(gè)國(guó)家交通現(xiàn)代化的重要標(biāo)志，對(duì)于綜合國(guó)力提升以及對(duì)國(guó)民經(jīng)濟(jì)發(fā)展有著不可替代的作用，高速公路管理體制建設(shè)在一定程度上制約著國(guó)民素質(zhì)的提高以及區(qū)域經(jīng)濟(jì)的發(fā)展。 1992年吉林省高速公路建立，統(tǒng)籌吉林省高速公路發(fā)展的管理機(jī)構(gòu)是吉林省交通運(yùn)輸廳。吉林省交通運(yùn)輸廳把建設(shè)高速公路視為交通行業(yè)中的重點(diǎn)項(xiàng)目。截止到2012年，吉林省內(nèi)高速公路通車(chē)?yán)锍桃呀?jīng)達(dá)到2250公里；2013年又完成了嫩丹高速公路（鎮(zhèn)賚至白城段）及長(zhǎng)雙高速公路約200公里的招標(biāo)工作；預(yù)計(jì)在2015年年底吉林省高速公路通車(chē)?yán)锍虒⑦_(dá)到2600公里。雖然，吉林省高速公路取得了長(zhǎng)足發(fā)展。但在管理體制方面，吉林省與全國(guó)其他各省都存在，既有普遍性又有吉林省自身的地域性。改善吉林省高速公路管理中存在的弊端，可以為吉林省提供科學(xué)的參考依據(jù)，加速與全國(guó)高速公路管理體制最終的統(tǒng)一對(duì)接。 本文立足改善吉林省高速公路管理體制中存在的弊端，將通過(guò)5個(gè)部分進(jìn)行研究。第一部分緒論，主要探討了本文的選題背景和意義、國(guó)內(nèi)外研究現(xiàn)狀、研究方法和創(chuàng)新點(diǎn)等，為后文的研究做了一個(gè)系統(tǒng)的鋪墊；第二部分闡述高速公路的概念和特征，，對(duì)高速公路有了一個(gè)總體上的把握；第三部分作為本文重要的研究部分，深入的分析了吉林省高速公路管理體制面臨的問(wèn)題以及問(wèn)題產(chǎn)生的原因，為提出吉林省高速公路管理體制建設(shè)的策略奠定了一個(gè)重要的基礎(chǔ)；第四部分主要是借鑒國(guó)外發(fā)達(dá)城市高速公路管理體制的發(fā)展成果，把第一個(gè)建設(shè)高速公路的德國(guó)和交通最發(fā)達(dá)的美國(guó)作為研究對(duì)象，借鑒他們先進(jìn)的管理體制，為吉林省高速公路管理提供更為科學(xué)的依據(jù)；最后一個(gè)部分將從五個(gè)方面提出了強(qiáng)化吉林省高速公路管理體制的對(duì)策，進(jìn)而為吉林省高速公路建設(shè)的順利開(kāi)展提供了必要的條件。
[Abstract]:In recent years, with the economic development, the role of traffic is increasingly prominent. As an important symbol of a country's transportation modernization, expressway plays an irreplaceable role in the promotion of comprehensive national strength and the development of the national economy. To a certain extent, the construction of expressway management system restricts the improvement of national quality and the development of regional economy. Plan Jilin Province highway development management organization is Jilin Province traffic and transportation department. Jilin Province Traffic and Transportation Department to the construction of expressway as a key project in the transport industry. By the end of 2012, the mileage of Inner Highway in Jilin Province had reached 2250 km. In 2013, the tender for Nandan Expressway (Zhenlai to Baicheng Section) and Changshuang Expressway was completed. It is estimated that by the end of 2015, Jilin Province highway mileage will reach 2600 km. Although, Jilin Province highway has made great progress. However, in the aspect of management system, Jilin Province and other provinces of the country exist, both universal and regional nature of Jilin Province. Improving the shortcomings of highway management in Jilin Province can provide a scientific reference for Jilin Province and accelerate the final integration with the national highway management system. Based on the shortcomings of improving the expressway management system in Jilin Province, this paper will study through five parts. The first part of the introduction, mainly discusses the background and significance of this topic, domestic and foreign research status, research methods and innovative points, and so on, for the study of the following to do a systematic cushion; the second part describes the concept and characteristics of the highway, The third part, as an important research part of this paper, deeply analyzes the problems faced by the expressway management system in Jilin Province and the causes of the problems. It lays an important foundation for the strategy of highway management system construction in Jilin Province. The fourth part is mainly to draw lessons from the development of highway management system in developed cities abroad. Taking Germany, the first expressway construction country, and the United States with the most developed traffic as the research object, and using their advanced management system for reference, it provides a more scientific basis for highway management in Jilin Province. The last part will put forward the countermeasures of strengthening the highway management system in Jilin Province from five aspects, and then provide the necessary conditions for the smooth development of highway construction in Jilin Province.
