【摘要】：本文在系統(tǒng)歸納出國內(nèi)外各個學者研究的事故致因因素理論的前提下，以安全管理理論、組織理論、風險管理理論為基礎，提出管理因素是造成組織失誤的根本原因。然后對企業(yè)事故管理致因因素進行辨識和評價，引入管理疏忽與危險樹（MORT）理論，利用MORT方法，得出管理事故致因因素的系統(tǒng)模型，并總結出管理事故致因因素的辨識方法和管理事故致因因素的評價方法。 首先，在管理事故致因因素的識別方法中，介紹了經(jīng)驗對照方法與MORT分析方法。在經(jīng)驗對照分析中，通過詢問、交談；頭腦風暴；現(xiàn)場觀察；測試分析；查閱有關記錄；獲取外部信息；工作任務分析；安全檢查表。管理方面的缺陷可通過管理體系實施過程中加以檢查發(fā)現(xiàn)，并予以改進；在MORT分析方法中，著重介紹MORT的分析過程，以及分析結構，并舉實例說明如何應用MORT識別在管理方面導致事故的因素。 其次，在管理事故致因因素的重要度評價中，采取MORT分析方法，確定港口企業(yè)管理事故致因因素的重要度，從而能區(qū)分各致因因素的重要程度，并采取相應的措施如何控制和避免底事件發(fā)生事故，從而可以降低頂事件發(fā)生事故的概率或者避免頂事件發(fā)生事故，為防范事故隱患，采取安全措施提供支持，達到安全生產(chǎn)的目的。 最后，在管理事故致因因素的風險評價中，介紹了風險評價的定量評價與定性評價。在定性評價中，主要依靠人的觀察，分析，，管理能力，借助有關法規(guī)、標準、規(guī)范、經(jīng)驗和判斷能力進行評價。在定量評價中，主要應用MORT的方法進行安全分析，把導致事故的重點轉(zhuǎn)移到更高層次，即：對管理層有關條件的控制，從而形成理想的風險管理系統(tǒng)。
[Abstract]:Based on the safety management theory, the organization theory and the risk management theory, the author puts forward that the management factor is the fundamental cause of the organizational failure. Then the cause factors of enterprise accident management are identified and evaluated. The theory of management negligence and hazard tree is introduced, and the system model of management accident cause factors is obtained by using the mot method. The identification method of management accident cause factor and the evaluation method of management accident cause factor are summarized. First of all, the empirical control method and the mot analysis method are introduced in the identification method of management accident cause factors. In experience-control analysis, by questioning, talking, brainstorming, field observation, test analysis, consulting relevant records, obtaining external information, task analysis, and security checklists. The defects in management can be detected and improved during the implementation of the management system. In the MORT analysis method, emphasis is placed on the analysis process and the analysis structure of the mot. An example is given to illustrate how to identify the factors that lead to accidents in management by using MORT. Secondly, in the evaluation of the importance of the management accident cause factors, the importance degree of the port enterprise management accident cause factor can be determined by using the MORT analysis method, so as to distinguish the importance degree of the various cause factors. And how to take corresponding measures to control and avoid the bottom event, so as to reduce the probability of the top event or to avoid the top event, and to provide support for the prevention of hidden trouble and the adoption of safety measures. To achieve the goal of production safety. Finally, the quantitative and qualitative evaluation of risk assessment is introduced in the risk assessment of management accident cause factors. In the qualitative evaluation, it mainly depends on the human's observation, analysis, management ability, with the help of relevant laws, standards, norms, experience and judgment ability to evaluate. In quantitative evaluation, the method of MORT is mainly used for safety analysis, and the emphasis of the accident is shifted to a higher level, that is, to control the conditions of the management, thus forming an ideal risk management system.
