【摘要】：改革開放30多年以來,我國經(jīng)濟(jì)、社會(huì)發(fā)展等各方面取得了顯著成果,發(fā)展外向型經(jīng)濟(jì)戰(zhàn)略是完全符合我國國情,是我國取得又快又好發(fā)展的可行之路。自20世紀(jì)80年代開始,物流業(yè)已成為一個(gè)新興產(chǎn)業(yè)并且得以迅速發(fā)展,也已被認(rèn)為是繼原材料、加工之后的第三方利潤源。港口作為參與到國際貿(mào)易與全球經(jīng)濟(jì)的一個(gè)重要交通運(yùn)輸樞紐,對(duì)發(fā)展外向型經(jīng)濟(jì)起著非常重要的作用。對(duì)港口物流的重視與發(fā)展對(duì)廣西北部灣經(jīng)濟(jì)區(qū)進(jìn)一步對(duì)外開放并積極參與國際分工以提升廣西經(jīng)濟(jì)發(fā)展水平,提高廣西地位和作用等方面起著舉足輕重的作用。但凡國際上繁榮的綜合性港口,所依托的港口城市經(jīng)濟(jì)發(fā)展也比較發(fā)達(dá),不少已發(fā)展成為區(qū)域性經(jīng)濟(jì)中心或者是國際性的經(jīng)濟(jì)中心。北部灣港(欽州港、防城港、北海港)對(duì)廣西北部灣經(jīng)濟(jì)區(qū)進(jìn)一步對(duì)外開放、積極參與國際貿(mào)易、順應(yīng)全球經(jīng)濟(jì)一體化這一發(fā)展過程起著不可替代的作用。 本文正是基于此背景下,在文獻(xiàn)綜述的基礎(chǔ)上,研究分析廣西北部灣港口物流發(fā)展現(xiàn)狀、港域發(fā)展規(guī)劃與目標(biāo),目前存在的發(fā)展瓶頸及制約發(fā)展的因素,最終提出解決廣西北部灣港口物流發(fā)展的對(duì)策及具體實(shí)施措施。 第一,以物流理論為基礎(chǔ),加之研究分析港口物流理論,在總結(jié)前人理論的基礎(chǔ)上將物流理論與港口理論進(jìn)行結(jié)合和融合,得到現(xiàn)代港口物流理論,并以此作為全文的理論基礎(chǔ)。 第二,研究、分析、綜述廣西北部灣港口物流的內(nèi)外部環(huán)境,影響廣西北部灣港口物流發(fā)展的因素很多,采用AHP層次分析法對(duì)各因素進(jìn)行客觀評(píng)價(jià),能夠得出主要影響因素,內(nèi)部環(huán)境的優(yōu)勢(shì)因素與劣勢(shì)因素、外部環(huán)境的機(jī)會(huì)因素與威脅因素,繼而使用SWOT戰(zhàn)略分析工具,提出適合廣西北部灣港口物流發(fā)展的四個(gè)戰(zhàn)略模型。 第三,使用三次指數(shù)平滑法預(yù)測廣西北部灣港口物流的貨物吞吐量,明確北部灣港(欽州港、防城港、北海港)的功能定位及發(fā)展規(guī)劃和目標(biāo)。 最后,根據(jù)國內(nèi)外港口物流發(fā)展的趨勢(shì)以及存在差距的原因,結(jié)合廣西北部灣港口物流的實(shí)踐經(jīng)驗(yàn),有針對(duì)性的提出發(fā)展對(duì)策和具體實(shí)施措施。為廣西北部灣港口物流發(fā)展提供借鑒和指導(dǎo)。
[Abstract]:Since the reform and opening up for more than 30 years, China's economy and social development have made remarkable achievements. The development of export-oriented economic strategy is completely in line with the national conditions of our country, and is a feasible way for our country to achieve rapid and good development. Since the 1980s, the logistics industry has become a new industry and developed rapidly. It has also been regarded as a third-party profit source after raw materials and processing. As an important transportation hub which participates in international trade and global economy, port plays a very important role in the development of export-oriented economy. The importance and development of port logistics plays an important role in the further opening up of Guangxi Beibu Gulf Economic Zone and its active participation in international division of labor in order to promote the level of economic development of Guangxi and to improve the status and role of Guangxi. However, the economic development of the port cities relying on the international prosperity of comprehensive ports is also relatively developed, many of which have developed into regional economic centers or international economic centers. Beibu Gulf Port (Qinzhou Port, Fangcheng Port, Beihai Port) plays an irreplaceable role in opening Guangxi Beibu Gulf Economic Zone to the outside world, actively participating in international trade and complying with the development process of global economic integration. Under this background and on the basis of literature review, this paper studies and analyzes the present situation of port logistics development in Beibu Gulf of Guangxi, the development plan and goal of port area, the bottleneck of development and the factors restricting the development of Guangxi Beibu Gulf. Finally, it puts forward the countermeasures and implementation measures to solve the port logistics development in Beibu Gulf of Guangxi. First, on the basis of logistics theory, combined with the research and analysis of port logistics theory, the logistics theory and port theory are combined and integrated on the basis of summarizing the previous theories, and the modern port logistics theory is obtained. And this as the theoretical basis of the full text. Secondly, the internal and external environment of Guangxi Beibu Gulf port logistics is studied, analyzed and summarized. There are many factors that affect the development of Guangxi Beibu Gulf port logistics. The advantage and disadvantage factors of internal environment, the opportunity factor and threat factor of external environment, and then using SWOT strategic analysis tool, four strategic models suitable for the development of port logistics in Beibu Gulf of Guangxi are put forward. Thirdly, the cubic exponential smoothing method is used to predict the cargo throughput of Guangxi Beibu Gulf port, and the function orientation, development plan and target of Beibu Gulf port (Qinzhou Port, Fangcheng Port and North Harbour) are clarified. Finally, according to the trend of port logistics development at home and abroad and the reasons for the gap, combined with the practical experience of port logistics in Beibu Gulf of Guangxi, the development countermeasures and specific implementation measures are put forward. For Guangxi Beibu Gulf port logistics development to provide reference and guidance.
