【摘要】：隨著中國經(jīng)濟的快速發(fā)展,政府對公路建設的投資仍在不斷上升,高速公路作為一種準公共產(chǎn)品,起著基礎設施建設的重要作用,對國民經(jīng)濟發(fā)展具有積極的促進作用。中國的高速公路建設起步較晚于其他發(fā)達國家,第一條滬嘉高速公路始建于1988年,但由于中國公路建設正以十分驚人的速度發(fā)展,目前里程數(shù)量已經(jīng)排名世界第一,全國四通八達的公路網(wǎng)絡基本形成。然而,在高速公路建設快速發(fā)展的同時,其質量的監(jiān)管問題卻越來越突出,難度也越來越大,發(fā)現(xiàn)現(xiàn)有的監(jiān)督管理模式與時代進步不相適應。例如,法律法規(guī)、監(jiān)管制度和模式、管理多元化均不健全,市場主體責任不明確,質量意識淡薄,監(jiān)督管理的內(nèi)容和程序不清晰等。高速公路建設質量監(jiān)管水平的滯后,給我國高速公路的經(jīng)濟效益和社會效益帶來巨大的負面影響。同時,一些政府投資的公路建設項目監(jiān)管失控,以及腐敗現(xiàn)象的存在,造成了大量的資源浪費,質量還得不到保證。本文將在大量閱讀相關參考文獻的基礎上,選取云南省高速公路建設質量監(jiān)管為研究對象,運用管理學及公共政策的相關理論,對公路建設質量監(jiān)管問題進行分析研究。與國內(nèi)其他省份及國外的質量監(jiān)督管理情況相比較,云南省現(xiàn)有的高速公路建設質量監(jiān)管理論在研究方向和內(nèi)容上都不夠完善,主要是缺乏相關的基礎理論和對云南省高速公路建設背景的分析研究,不能準確地揭示出公路建設行業(yè)的基本發(fā)展規(guī)律,不能直接用來指導云南省公路建設的發(fā)展實踐,也不能滿足云南省經(jīng)濟社會發(fā)展的需要。因此,進一步完善公路建設理論體系、法規(guī)體系和質量監(jiān)管體系,具有重要的理論價值和現(xiàn)實意義。通過實踐并深入研究來論證要提高云南省高速公路建設的質量,需走市場化發(fā)展之路,并進一步探索實現(xiàn)云南高速公路建設監(jiān)管市場化的有效措施和途徑,這正是本文需要研究的目的所在。
[Abstract]:With the rapid development of China's economy, the government's investment in highway construction is still rising. As a quasi-public product, expressway plays an important role in the construction of infrastructure and plays an active role in promoting the development of national economy. China's highway construction started later than that of other developed countries. The first Shanghai-Jia-expressway was built in 1988. However, as China's highway construction is developing at a very alarming rate, the number of mileage has now ranked first in the world. The road network of all parts of the country was basically formed. However, with the rapid development of highway construction, the quality supervision problem is becoming more and more prominent and difficult. It is found that the existing supervision and management mode is not suitable for the progress of the times. For example, the laws and regulations, the supervision system and the mode, the management diversification are not perfect, the market main body responsibility is not clear, the quality consciousness is weak, the supervision management content and the procedure are not clear and so on. The lag of the quality supervision level of expressway construction brings great negative influence to the economic and social benefits of expressway in China. At the same time, a lot of resources are wasted and the quality can not be guaranteed because the supervision of some government-invested highway construction projects is out of control and the existence of corruption. On the basis of reading a large number of references, this paper selects the quality supervision of highway construction in Yunnan Province as the research object, and analyzes and studies the quality supervision of highway construction by using the relevant theories of management and public policy. Compared with the quality supervision and management situation of other provinces in China and abroad, the existing quality supervision theory of expressway construction in Yunnan Province is not perfect in the research direction and content. It is mainly lack of relevant basic theory and analysis and research on the background of highway construction in Yunnan Province, which can not accurately reveal the basic development law of highway construction industry, and can not be directly used to guide the development practice of highway construction in Yunnan Province. Also can not meet the needs of economic and social development in Yunnan Province. Therefore, it is of great theoretical value and practical significance to further improve the theoretical system, the legal system and the quality supervision system of highway construction. In order to improve the quality of expressway construction in Yunnan Province, we need to take the road of market-oriented development, and further explore the effective measures and ways to realize the marketization of highway construction supervision in Yunnan Province. This is the purpose of this paper.
