“山東船員”品牌建設(shè)中的公共服務(wù)研究

【摘要】:我國(guó)是世界公認(rèn)的航運(yùn)大國(guó)和船員大國(guó),外貿(mào)貨物的93%的是依靠海運(yùn)來(lái)完成的,內(nèi)貿(mào)貨物的46%是由通過(guò)水路運(yùn)輸實(shí)現(xiàn)的。船員水運(yùn)的靈魂,是航運(yùn)業(yè)發(fā)展的生力軍,是保障水上安全和防治船舶污染水域的根本。截至2012年底,山東轄區(qū)注冊(cè)船員約10萬(wàn)余人,約占全國(guó)海船船員總數(shù)的1/6;轄區(qū)擁有船員教育和培訓(xùn)機(jī)構(gòu)19家,高峰時(shí)航海類在校生3萬(wàn)人,航海院校及年招生數(shù)量接近全國(guó)1/4,山東省是名副其實(shí)的船員大省和航海教育大省,但年海員外派數(shù)量?jī)H有1.2萬(wàn)余人,與期望中的船員外派勞務(wù)大省和船員強(qiáng)省的目標(biāo)相去甚遠(yuǎn)。 為加強(qiáng)山東省船員隊(duì)伍建設(shè)與發(fā)展,提升船員隊(duì)伍整體素質(zhì),打造船員強(qiáng)省,促進(jìn)航運(yùn)經(jīng)濟(jì)安全快速發(fā)展,助推山東半島藍(lán)、黃經(jīng)濟(jì)區(qū)建設(shè),山東海事局于2010年發(fā)出了創(chuàng)建“山東船員”品牌的倡議,本著邊研究邊實(shí)踐的原則,初步形成了“山東船員”品牌的目標(biāo)、理念與定位,以期在實(shí)踐中不斷得到修正和完善。 本文在總結(jié)分析我國(guó)國(guó)內(nèi)具有代表性的浙江、湖北兩省的船員品牌建設(shè)經(jīng)驗(yàn)及研究借鑒菲律賓船員隊(duì)伍發(fā)展經(jīng)驗(yàn)的基礎(chǔ)上,分析“山東船員”品牌建設(shè)中面臨的形勢(shì)和問(wèn)題、山東船員隊(duì)伍的優(yōu)勢(shì)和不足,從公共管理的視角剖析制約山東船員隊(duì)伍發(fā)展的原因,提出“山東船員”品牌建設(shè)的公共管理對(duì)策和公共服務(wù)舉措,以期能對(duì)“山東船員”品牌建設(shè),打造船員強(qiáng)省,助推山東“黃藍(lán)”經(jīng)濟(jì)發(fā)展提供有益的參考。
[Abstract]:China is recognized as a big shipping country and a big seamen country in the world. 93% of the foreign trade goods are completed by sea transportation, and 46% of the domestic trade goods are carried out by sea transportation. The soul of crew waterway is the new force in the development of shipping industry. It is the fundamental to ensure the safety of water and prevent the pollution of water by ships. By the end of 2012, there were more than 100000 registered crew members in Shandong Province, accounting for about one sixth of the total number of seafarers in China. There were 19 seamen education and training institutions in the area, with 30, 000 marine students at the peak. The number of marine colleges and universities and annual enrollment is close to one fourth of the whole country. Shandong Province is a big province of seafarers and navigation education, but the number of seafarers deployed abroad is only more than 12000 people, which is far from the goal of the provinces where the seafarers are sent abroad and the provinces with strong crew members. In order to strengthen the construction and development of the crew team in Shandong Province, to improve the overall quality of the crew team, to build a strong province for the crew, to promote the rapid development of shipping economy and security, and to promote the construction of the blue and yellow economic zones in Shandong Peninsula, Shandong Marine Bureau issued the initiative of establishing "Shandong crew" brand in 2010, based on the principle of studying and practicing, the goal, concept and orientation of "Shandong crew" brand were preliminarily formed, in order to be revised and perfected continuously in practice. On the basis of summing up and analyzing the experiences of the crew brand construction in Zhejiang and Hubei provinces in China and learning from the development experience of the Philippine crew team, this paper analyzes the situation and problems faced in the brand construction of "Shandong Seafarers". The advantages and disadvantages of Shandong crew team, from the perspective of public management, this paper analyzes the reasons that restrict the development of Shandong crew team, and puts forward the public management countermeasures and public service measures of "Shandong crew" brand construction. In order to build the brand of "Shandong crew", to build a strong province of crew, and to promote the economic development of Shandong "yellow blue" to provide a useful reference.
