【摘要】：城市軌道交通具有運(yùn)量大、快速、安全舒適、節(jié)能環(huán)保等優(yōu)點(diǎn),發(fā)展城市軌道交通成為解決我國(guó)城市化帶來(lái)的諸多城市問(wèn)題的最佳途徑。我國(guó)現(xiàn)已有多個(gè)城市的軌道交通投入建設(shè)和運(yùn)營(yíng)。由于城市軌道交通在國(guó)民經(jīng)濟(jì)建設(shè)中有重要作用和重大影響,其國(guó)民經(jīng)濟(jì)評(píng)價(jià)就顯得尤為重要。目前我國(guó)已出版多部項(xiàng)目經(jīng)濟(jì)評(píng)價(jià)相關(guān)辦法,但是關(guān)于城市軌道交通項(xiàng)目評(píng)價(jià)目前還沒有明確統(tǒng)一的參考辦法。 本文主要探討和分析城市軌道交通的國(guó)民經(jīng)濟(jì)評(píng)價(jià)理論和方法。首先分析了我國(guó)城市發(fā)展軌道交通的必要性,論述了國(guó)內(nèi)外項(xiàng)目國(guó)民經(jīng)濟(jì)評(píng)價(jià)理論的發(fā)展以及城市軌道交通進(jìn)行國(guó)民經(jīng)濟(jì)評(píng)價(jià)的必要性,明確了城市軌道交通項(xiàng)目國(guó)民經(jīng)濟(jì)評(píng)價(jià)的原則和評(píng)價(jià)步驟；然后依據(jù)費(fèi)用、效益的來(lái)源和量化能力大小以及項(xiàng)目影響的性質(zhì)將城市軌道交通效益與費(fèi)用進(jìn)行了識(shí)別分類,利用影子價(jià)格換算系數(shù)對(duì)城市軌道交通的費(fèi)用進(jìn)行調(diào)整,并對(duì)可量化的效益建立了計(jì)算模型,對(duì)不可量化的效益做了定性描述；接著詳細(xì)論述了國(guó)民經(jīng)濟(jì)評(píng)價(jià)參數(shù),探討了國(guó)民經(jīng)濟(jì)評(píng)價(jià)中影子價(jià)格的涵義、計(jì)算方法、以及貨物影子價(jià)格的確定,并分析了城市軌道交通項(xiàng)目建設(shè)中的特殊投入物(勞動(dòng)力、土地)的影子價(jià)格和社會(huì)折現(xiàn)率；此后論述了國(guó)民經(jīng)濟(jì)評(píng)價(jià)指標(biāo)的意義和計(jì)算,討論了敏感性分析的必要性和分析方法；最后進(jìn)行了實(shí)例分析,論證了本文所述評(píng)價(jià)方法的實(shí)用性。
[Abstract]:Urban rail transit has the advantages of large volume, fast transportation, safety and comfort, energy saving and environmental protection, etc. Developing urban rail transit has become the best way to solve many urban problems brought by urbanization in China. At present, many cities in China have put rail transit into construction and operation. Because urban rail transit plays an important role in the national economic construction, its national economic evaluation is particularly important. At present, many economic evaluation methods for urban rail transit projects have been published in China, but there is no clear and unified reference method for the evaluation of urban rail transit projects. This paper mainly discusses and analyzes the theory and method of national economic evaluation of urban rail transit. Firstly, the necessity of urban rail transit development in China is analyzed, and the development of national economic evaluation theory of domestic and foreign projects and the necessity of national economic evaluation of urban rail transit are discussed. This paper clarifies the principles and steps of national economic evaluation of urban rail transit projects, and then identifies and classifies the benefits and expenses of urban rail transit according to the cost, the source and the quantification ability of benefits, and the nature of the impact of the project. The cost of urban rail transit is adjusted by using the shadow price conversion coefficient, the calculation model of quantifiable benefit is established, the non-quantifiable benefit is qualitatively described, and the evaluation parameters of national economy are discussed in detail. This paper discusses the meaning and calculation method of shadow price in national economic evaluation and the determination of shadow price of goods, and analyzes the shadow price and social discount rate of special inputs (labor force, land) in the construction of urban rail transit project. After that, the significance and calculation of the evaluation index of national economy are discussed, the necessity and method of sensitivity analysis are discussed, and the practicability of the evaluation method described in this paper is proved.
