基于速度最優(yōu)的高速鐵路運(yùn)營(yíng)機(jī)理研究

【摘要】:根據(jù)我國(guó)鐵路中長(zhǎng)期發(fā)展規(guī)劃及"十三五"對(duì)交通運(yùn)輸?shù)囊?我國(guó)將建設(shè)"八縱八橫"的高速鐵路網(wǎng),為了安全地發(fā)揮高速鐵路新技術(shù)、新設(shè)備的效用,同時(shí),吸引更多客流量,擴(kuò)大鐵路運(yùn)輸在客運(yùn)市場(chǎng)所占份額及保障高速鐵路周邊環(huán)境問題,有必要對(duì)高速鐵路運(yùn)營(yíng)的安全性、經(jīng)濟(jì)性、環(huán)保性等進(jìn)行評(píng)估,并根據(jù)評(píng)估結(jié)果界定一個(gè)既合理又具有科學(xué)前瞻性的綜合最優(yōu)運(yùn)營(yíng)速度。本論文結(jié)合國(guó)內(nèi)外學(xué)者對(duì)高速鐵路最優(yōu)速度的研究,對(duì)高速鐵路的速度進(jìn)行了詳細(xì)的剖析,對(duì)比分析世界部分高速鐵路發(fā)達(dá)國(guó)家各類型速度的現(xiàn)狀和發(fā)展趨勢(shì)。從三個(gè)角度探討高速鐵路的運(yùn)營(yíng)機(jī)理,分別是:第一,從高速鐵路運(yùn)營(yíng)企業(yè)的層面,考慮高速鐵路的安全性;第二,從出行者的層面,考慮個(gè)人出行利益的經(jīng)濟(jì)性;第三,從政府部門的層面,考慮公眾利益,即高速鐵路運(yùn)營(yíng)對(duì)沿線周邊產(chǎn)生環(huán)境問題的環(huán)保性。通過對(duì)三者運(yùn)營(yíng)機(jī)理的研究,提取出與運(yùn)營(yíng)速度相關(guān)的評(píng)估指標(biāo),分層、分類并參照相關(guān)規(guī)范、標(biāo)準(zhǔn)和統(tǒng)計(jì)學(xué)原理將其逐一量化,以定性定量相結(jié)合的方式分別建立基于安全性、經(jīng)濟(jì)性、環(huán)保性的高速鐵路運(yùn)營(yíng)評(píng)估的線性模型,其次根據(jù)層次分析法、信息熵理論及德菲爾法等確定評(píng)估模型中各指標(biāo)的權(quán)重,通過模型計(jì)算出評(píng)估值耦合或比選出相應(yīng)的最優(yōu)運(yùn)營(yíng)速度,最終通過綜合分析三類運(yùn)營(yíng)速度,界定出高速鐵路的綜合最優(yōu)運(yùn)營(yíng)速度。
[Abstract]:According to the medium and long-term development plan of China's railway and the requirements for transportation in the 13th Five-Year Plan, China will build a high-speed railway network of "eight vertical and eight horizontal" in order to bring into play the new technology and equipment of high-speed railway safely, and at the same time, In order to attract more passengers, expand the share of railway transportation in the passenger transport market and protect the surrounding environment of high-speed railway, it is necessary to evaluate the safety, economy and environmental protection of high-speed railway operation. According to the evaluation results, a reasonable and scientifically forward-looking comprehensive optimal operating speed is defined. Based on the research of the optimal speed of high-speed railway at home and abroad, this paper makes a detailed analysis of the speed of high-speed railway, and compares and analyzes the current situation and development trend of various types of speed in some developed countries of high-speed railway in the world. This paper discusses the operation mechanism of high-speed railway from three angles: first, considering the safety of high-speed railway from the level of high-speed railway operation enterprise; second, considering the economic benefits of personal travel from the level of travelers; third, From the government level, the public interest is considered, that is, the environmental protection caused by the high-speed railway operation to the surrounding environment. Through the study of the operation mechanism of the three, the evaluation indexes related to the operation speed are extracted, which are classified, classified and quantified one by one according to the relevant norms, standards and statistical principles. The linear model of high-speed railway operation evaluation based on safety, economy and environmental protection is established by combining qualitative and quantitative methods. Secondly, according to the Analytic hierarchy process (AHP), The weight of each index in the evaluation model is determined by the information entropy theory and the Defel method, and the corresponding optimal operating speed is selected through the calculation of the evaluation value coupling or ratio, and finally through the comprehensive analysis of the three kinds of operation speed. The comprehensive optimal operating speed of high speed railway is defined.
