【摘要】：中俄建立戰(zhàn)略協(xié)作伙伴關(guān)系十年來,兩國在政治互信不斷增強(qiáng)、在國際事務(wù)中的戰(zhàn)略協(xié)作不斷密切的同時,經(jīng)貿(mào)合作也不斷邁上新臺階。隨著俄羅斯經(jīng)濟(jì)的復(fù)興和中俄入世談判的結(jié)束,中俄貿(mào)易的形式發(fā)生了根本性變化,投資合作和生產(chǎn)合作逐漸發(fā)展,貿(mào)易合作空間、領(lǐng)域也將不斷得到擴(kuò)展,邊境口岸的橋梁作用將進(jìn)一步得到強(qiáng)化。邊境口岸運輸作為中俄貿(mào)易的重要實現(xiàn)手段,在這種新形勢下將面臨怎樣的機(jī)遇和挑戰(zhàn),是亟需回答的問題。針對兩國互為最大鄰國、邊境線長達(dá)4300多公里、有眾多的邊境口岸的現(xiàn)實情況,對兩國邊境貿(mào)易的發(fā)展歷史、現(xiàn)狀、特點和存在的問題等做了相關(guān)整理和研究。本文對中俄交通運輸領(lǐng)域(主要是公路和水路)的合作情況和雙方口岸交通基礎(chǔ)設(shè)施情況進(jìn)行了匯總和梳理,著重對雙方口岸交通設(shè)施及后方通道的適應(yīng)性進(jìn)行了分析和評價,指出了雙方在交通合作方面取得的成績和存在的問題。本文還在對中國和俄羅斯國際道路運輸管理現(xiàn)狀進(jìn)行梳理的基礎(chǔ)上,重點對中俄國際道路運輸管理存在的問題作了全面深入的分析,指出當(dāng)前中俄邊境口岸運輸管理需要解決的問題。以上是研究中俄邊境口岸運輸及國際道路運輸管理的前提和基礎(chǔ)。根據(jù)上述研究工作,本文最后從國家、省(區(qū))、口岸所在地市縣政府三個層面,從運輸協(xié)議的簽定、法律法規(guī)的完善、口岸設(shè)施(含交通設(shè)施)的建設(shè)、通關(guān)條件的改進(jìn)及內(nèi)部管理體制的理順等角度,提出了進(jìn)一步促進(jìn)中俄邊境口岸運輸發(fā)展的相關(guān)措施和政策建議。
[Abstract]:Since the establishment of the strategic cooperative partnership between China and Russia ten years ago, the political mutual trust between the two countries has been continuously strengthened, and the strategic cooperation in international affairs has been increasingly close, while economic and trade cooperation has also been constantly advancing to a new level. With the revival of the Russian economy and the conclusion of the Sino-Russian WTO accession negotiations, the form of Sino-Russian trade has undergone fundamental changes, investment cooperation and production cooperation have gradually developed, and trade cooperation space and fields will continue to expand. The bridge role of border ports will be further strengthened. Border port transportation as an important means of realizing Sino-Russian trade, what opportunities and challenges it will face in this new situation is an urgent question to be answered. In view of the fact that the two countries are each other's largest neighbors and the border line is more than 4300 kilometers long, and there are numerous border ports, the history, current situation, characteristics and existing problems of border trade between the two countries are sorted out and studied. In this paper, the cooperation in the field of Sino-Russian transportation (mainly roads and waterways) and the traffic infrastructure of both ports are summarized and combed, with emphasis on the analysis and evaluation of the adaptability of the port transportation facilities and rear corridors between the two sides. The achievements and problems in transportation cooperation between the two sides are pointed out. On the basis of combing the current situation of international road transport management in China and Russia, this paper makes a comprehensive and in-depth analysis of the problems existing in the management of international road transport between China and Russia. This paper points out the problems that need to be solved in the transportation management of Sino-Russian border ports. The above is the premise and foundation of the study of Sino-Russian border port transportation and international road transport management. According to the above research work, this paper finally from the national, provincial (district, port location city and county government), from the signing of transport agreements, the improvement of laws and regulations, port facilities (including transportation facilities) construction, From the point of view of the improvement of customs clearance conditions and the rationalization of internal management system, this paper puts forward some relevant measures and policy suggestions for further promoting the development of Sino-Russian border port transportation.
