高速公路建設(shè)項(xiàng)目投資限額的合理確定研究

【摘要】:公路交通運(yùn)輸是一項(xiàng)關(guān)系國(guó)計(jì)民生的重大基礎(chǔ)設(shè)施,其健康發(fā)展已成為本行業(yè)普遍關(guān)注的焦點(diǎn)。近數(shù)十年來(lái),我國(guó)高速公路建設(shè)發(fā)展突飛猛進(jìn):截至2011年底,高速公路里程已達(dá)8.5公里,實(shí)現(xiàn)了《國(guó)家高速公路網(wǎng)規(guī)劃》的高速公路建設(shè)總規(guī)模。然而,在高速公路建設(shè)空前發(fā)展并取得巨大成就的同時(shí),投資失控、“三超”現(xiàn)象已顯得非常普遍,這嚴(yán)重影響著高速公路建設(shè)項(xiàng)目的投資效益管理。歸根結(jié)底,,該現(xiàn)象是由于投資的不合理控制造成的,而解決這一問(wèn)題的首要任務(wù)就是合理確定高速公路建設(shè)項(xiàng)目的投資限額。所以,如何合理地確定高速公路的投資限額已經(jīng)成為當(dāng)前急迫解決的關(guān)鍵問(wèn)題,其研究將對(duì)高速公路的健康發(fā)展具有重大意義。 本文將所收集的福建省已建高速公路工程作為原始資料,通過(guò)分析福建地形特征及高速公路工程特征,應(yīng)用模糊綜合評(píng)價(jià)方法選取與依托工程比較相似的樣本工程作為典型樣本工程。對(duì)所選取的典型樣本,通過(guò)統(tǒng)計(jì)分析選取占工程造價(jià)比例較大的典型單位工程及其各分部工程作為重點(diǎn)研究對(duì)象。在統(tǒng)計(jì)完各典型分部工程量之后,運(yùn)用SPSS.19軟件分析各工程量與技術(shù)指標(biāo)或影響因素的關(guān)系,得出計(jì)算工程量的數(shù)學(xué)回歸方程。最后,將所得出的結(jié)果應(yīng)用于依托工程進(jìn)行測(cè)算驗(yàn)證。
[Abstract]:Highway transportation is a major infrastructure related to the national economy and the people's livelihood, and its healthy development has become the focus of the industry. In recent decades, the highway construction of our country has developed by leaps and bounds: by the end of 2011, the highway mileage has reached 8.5 kilometers, realizing the total scale of highway construction of "National Highway Network Planning". However, with the unprecedented development of expressway construction and great achievements, the phenomenon of "three superpowers" has become very common, which has seriously affected the investment benefit management of expressway construction projects. In the final analysis, this phenomenon is caused by unreasonable control of investment, and the first task to solve this problem is to reasonably determine the investment limit of highway construction projects. Therefore, how to reasonably determine the investment limit of expressway has become a key problem to be solved urgently, and its research will be of great significance to the healthy development of expressway. In this paper, the collected highway engineering in Fujian Province has been taken as the original data, through the analysis of the characteristics of terrain and highway engineering in Fujian Province, The fuzzy comprehensive evaluation method is used to select the sample engineering which is similar to the relying engineering. For the selected typical samples, the typical unit projects which account for a large proportion of the project cost are selected as the key research objects through statistical analysis. After the statistics of the typical parts of the engineering quantity, the relationship between the quantity of each project and the technical index or influence factor is analyzed by using SPSS.19 software, and the mathematical regression equation of calculating the quantity of the project is obtained. Finally, the results obtained are applied to the calculation and verification based on the project.
