【摘要】:當(dāng)今經(jīng)濟(jì)社會,對人力資源的激烈競爭已經(jīng)成為公司之間獲得生存成長和持續(xù)發(fā)展的關(guān)鍵。因此,公司間均認(rèn)同一個觀點,,即長效開展各項人力資源活動來著力提升企業(yè)的核心競爭力。人力資源管理的實質(zhì)性根基是實施人力資源規(guī)劃,有效實施人力資源規(guī)劃在搭建公司人力資源體系架構(gòu),有效分配、控制、優(yōu)化以及調(diào)整人員配置,實現(xiàn)企業(yè)各項經(jīng)濟(jì)指標(biāo)等方面,起著不可或缺的作用。 人力資源規(guī)劃是為配合公司完成長期戰(zhàn)略規(guī)劃和實現(xiàn)各項經(jīng)濟(jì)指標(biāo),以及適應(yīng)現(xiàn)代化企業(yè)和經(jīng)濟(jì)社會日新月異的發(fā)展,結(jié)合人力理論知識以及相應(yīng)工具,對人員配置和需求做出評估的方法。并采用相應(yīng)的措施激勵廣大企業(yè)職工,以持續(xù)提升企業(yè)的核心競爭力,盡可能挖掘員工工作潛能,做到人盡其才。北方港航要制定適應(yīng)社會經(jīng)濟(jì)發(fā)展和企業(yè)自身要求的人力資源規(guī)劃,為實現(xiàn)公司階段性發(fā)展目標(biāo)奠定良好的人才保證基礎(chǔ)。 整篇論文以人力資源規(guī)劃為核心,首先闡述了其理論基礎(chǔ)知識,并有效結(jié)合北方港航公司的實際情況,對公司現(xiàn)有人力資源現(xiàn)狀進(jìn)行系統(tǒng)分析并查找出主要矛盾和問題;其次提出了人力資源規(guī)劃的指導(dǎo)思想、基本原則和發(fā)展目標(biāo);再次結(jié)合企業(yè)發(fā)展實際和未來發(fā)展戰(zhàn)略規(guī)劃,利用人力資源相關(guān)理論方法對企業(yè)人員需求等做出合理預(yù)期和規(guī)劃。并根據(jù)人員增補情況分析和年度補充計劃對人力資源供給進(jìn)行預(yù)測。最后結(jié)合企業(yè)的發(fā)展戰(zhàn)略目標(biāo)和人力資源現(xiàn)狀分析結(jié)果,提出人力資源規(guī)劃相應(yīng)的對策措施,來充分保證規(guī)劃的科學(xué)合理和有效性,以確保人力資源規(guī)劃實施順利,保障到位,并增強企業(yè)的發(fā)展后勁。
[Abstract]:In today's economic society, the fierce competition for human resources has become the key to the survival, growth and sustainable development of companies. Therefore, companies agree with the view that the long-term development of human resources activities to enhance the core competitiveness of enterprises. The essential foundation of human resource management is to carry out human resource planning, to implement human resource planning effectively in setting up the human resource system structure of the company, to allocate, control, optimize and adjust the staffing effectively. The realization of economic indicators and other aspects of enterprises, play an indispensable role. Human resources planning is to cooperate with the company to complete long-term strategic planning and achieve economic indicators, and to adapt to the rapid development of modern enterprises and economic society, combined with human theory knowledge and corresponding tools, Methodology for assessing staffing and needs. In order to continuously enhance the core competitiveness of the enterprise, to tap the working potential of the employees as far as possible, and to make the best use of their talents, the corresponding measures are adopted to motivate the employees. The Northern Port and Shipping Company should draw up the human resource plan to meet the social and economic development and the enterprise's own requirements, and lay a good foundation of talent guarantee for the realization of the company's phased development goal. The whole paper takes the human resource planning as the core. Firstly, it expounds the basic knowledge of the theory, and effectively combines the actual situation of the North Port and Shipping Company, systematically analyzes the present situation of the human resources of the company and finds out the main contradictions and problems. Secondly, the guiding ideology, basic principles and development objectives of human resource planning are put forward. Thirdly, combining with the actual and future development strategic planning of the enterprise, the human resource theory and method are used to make reasonable expectation and planning for the personnel demand of the enterprise. And according to the personnel supplement analysis and annual supplementary plan to forecast the supply of human resources. Finally, combined with the strategic goal of enterprise development and the analysis results of human resources status quo, the corresponding countermeasures of human resource planning are put forward to ensure the scientific, reasonable and effective planning, in order to ensure the smooth implementation of human resources planning, and to ensure that the human resources planning is in place. And strengthen the development of enterprises.
