【摘要】：2014年9月,《國務(wù)院關(guān)于依托黃金水道推動(dòng)長江經(jīng)濟(jì)帶發(fā)展的指導(dǎo)意見》發(fā)布實(shí)施,武漢正式確立為國家級(jí)航運(yùn)中心,其建設(shè)不僅將關(guān)系著中部地區(qū)崛起戰(zhàn)略目標(biāo),更關(guān)系著長江經(jīng)濟(jì)帶國家戰(zhàn)略的實(shí)施。武漢長江中游航運(yùn)中心(以下簡稱武漢航運(yùn)中心)建設(shè)正面臨著重大機(jī)遇和挑戰(zhàn)。與此同時(shí),應(yīng)認(rèn)識(shí)到武漢航運(yùn)中心建設(shè)仍處于初級(jí)階段,總體表現(xiàn)為,傳統(tǒng)航運(yùn)服務(wù)功能還有待提升,現(xiàn)代航運(yùn)服務(wù)體系建設(shè)相對(duì)滯后,航運(yùn)集疏運(yùn)結(jié)構(gòu)仍需優(yōu)化,航運(yùn)產(chǎn)業(yè)資源配置能力、航運(yùn)安全保障、航運(yùn)發(fā)展政策、法律、科技、人才建設(shè)等有待進(jìn)一步加強(qiáng),圍繞武漢航運(yùn)中心建設(shè)這一國家戰(zhàn)略目標(biāo)的各項(xiàng)任務(wù)均有待深化落實(shí)。本文構(gòu)建了航運(yùn)中心競爭力評(píng)價(jià)指標(biāo)體系,應(yīng)用AHP-物元可拓綜合評(píng)價(jià)模型對(duì)其進(jìn)行評(píng)價(jià),為武漢航運(yùn)中心進(jìn)一步建設(shè)指明了方向,對(duì)推動(dòng)長江經(jīng)濟(jì)帶國家戰(zhàn)略的實(shí)施具有重要意義。本文的相關(guān)研究內(nèi)容和研究成果如下：首先,分析國內(nèi)外航運(yùn)中心研究現(xiàn)狀,進(jìn)行航運(yùn)中心的概述,界定了武漢航運(yùn)中心的概念,從多個(gè)角度描述了武漢航運(yùn)中心現(xiàn)狀,為航運(yùn)中心競爭力評(píng)價(jià)指標(biāo)體系構(gòu)建提供基礎(chǔ)。其次,在借鑒國內(nèi)外航運(yùn)中心建設(shè)相關(guān)研究和專家訪談基礎(chǔ)上,編制航運(yùn)中心競爭力影響因素調(diào)查問卷,應(yīng)用信度和效度分析對(duì)調(diào)查問卷的結(jié)果進(jìn)行分析,確定了包含港口自然條件、港口基礎(chǔ)設(shè)施、集疏運(yùn)網(wǎng)絡(luò)、腹地經(jīng)濟(jì)條件、航運(yùn)市場主體、航運(yùn)服務(wù)體系、政策環(huán)境7個(gè)方面的航運(yùn)中心競爭力評(píng)價(jià)指標(biāo),為今后航運(yùn)中心評(píng)價(jià)和建設(shè)提供了理論基礎(chǔ)。再次,結(jié)合航運(yùn)中心評(píng)價(jià)指標(biāo)體系特點(diǎn),選擇AHP—物元可拓綜合評(píng)價(jià)模型,該方法綜合了層次分析法和物元可拓法這兩種方法的優(yōu)點(diǎn)。應(yīng)用該模型評(píng)價(jià)了武漢航運(yùn)中心發(fā)展現(xiàn)狀。最后,根據(jù)評(píng)價(jià)結(jié)果,從多個(gè)方面分析目前武漢航運(yùn)中心發(fā)展存在問題,并針對(duì)性地提出了對(duì)策和建議。
[Abstract]:In September 2014, the State Council's guiding opinion on relying on the Golden Waterway to promote the Development of the Yangtze River Economic Belt was issued and implemented. Wuhan was officially established as a national shipping center. Its construction will not only relate to the strategic goal of the rise of the central region, More related to the implementation of the national strategy of the Yangtze Economic Belt. The construction of Wuhan Yangtze River Shipping Center (hereinafter referred to as Wuhan Shipping Center) is facing great opportunities and challenges. At the same time, we should realize that the construction of Wuhan shipping center is still in the primary stage, the overall performance is that the function of traditional shipping service has yet to be improved, the construction of modern shipping service system is relatively lagging behind, and the structure of shipping gathering and distribution still needs to be optimized. The resource allocation ability of shipping industry, shipping safety guarantee, shipping development policy, law, science and technology, talent construction and so on need to be further strengthened. In this paper, the evaluation index system of the competitiveness of shipping center is constructed, and the comprehensive evaluation model of AHP- matter-element extension is applied to evaluate it, which points out the direction for the further construction of Wuhan shipping center. It is of great significance to promote the implementation of the national strategy of the Yangtze River Economic Belt. The research contents and results of this paper are as follows: firstly, this paper analyzes the current situation of domestic and foreign shipping center research, summarizes the shipping center, defines the concept of Wuhan shipping center, and describes the status quo of Wuhan shipping center from many angles. It provides the foundation for the evaluation index system of shipping center competitiveness. Secondly, on the basis of drawing lessons from the domestic and foreign shipping center construction related research and expert interview, we compile the questionnaire of the influencing factors of shipping center competitiveness, and use reliability and validity analysis to analyze the results of the questionnaire. The evaluation indexes of competitiveness of shipping center including port natural conditions, port infrastructure, distribution network, hinterland economic conditions, shipping market main body, shipping service system and policy environment are determined. It provides a theoretical basis for the evaluation and construction of shipping center in the future. Thirdly, combined with the characteristics of the evaluation index system of the shipping center, the AHP- matter-element extension comprehensive evaluation model is selected, which combines the advantages of the AHP and the matter-element extension method. The model is used to evaluate the development of Wuhan Shipping Center. Finally, according to the evaluation results, the problems existing in the development of Wuhan shipping center are analyzed from many aspects, and the countermeasures and suggestions are put forward.
