【摘要】:作為“中國民航清算管理系統(tǒng)”項目中的重點工程之一,“民航清算空管數(shù)據(jù)采集系統(tǒng)”項目面向國內(nèi)各級空管單位,是民航基金和空管收費的唯一數(shù)據(jù)來源,擔(dān)負(fù)著提高民航政府性基金、空管收費的征管效率,確保資金完整回籠,加速資金良性循環(huán),最終促進(jìn)我國民航事業(yè)的持續(xù)健康發(fā)展的重任。 民航清算空管數(shù)據(jù)采集系統(tǒng)建設(shè)的總體目標(biāo)是有效地集中和發(fā)揮人力與技術(shù)資源優(yōu)勢,統(tǒng)一清算流程,實現(xiàn)集中管理,建立一套適合我國民航特征、功能完整的空管數(shù)據(jù)采集系統(tǒng),強(qiáng)化民航總局對政府性基金及空管收費的調(diào)控與監(jiān)管。為了達(dá)到這一宏觀需求,項目建設(shè)需要實現(xiàn)航跡輸出、航班數(shù)據(jù)采集、航班數(shù)據(jù)融合、航班數(shù)據(jù)傳輸、航班數(shù)據(jù)匯總、航班數(shù)據(jù)提交、基礎(chǔ)數(shù)據(jù)維護(hù)、系統(tǒng)管理等功能需求,其中航班數(shù)據(jù)采集、航班數(shù)據(jù)融合以及航班數(shù)據(jù)傳輸是系統(tǒng)建設(shè)的核心問題。 為了統(tǒng)一民航清算空管數(shù)據(jù)的采集流程,本文分析民航清算業(yè)務(wù)需求得到空管數(shù)據(jù)采集的最小數(shù)據(jù)集,然后根據(jù)最小數(shù)據(jù)集制定具體的數(shù)據(jù)格式標(biāo)準(zhǔn),實現(xiàn)了數(shù)據(jù)采集的標(biāo)準(zhǔn)化。為了適應(yīng)不同數(shù)據(jù)源航班數(shù)據(jù)融合處理的不同要求,航班數(shù)據(jù)融合處理包括了航班匹配和航班數(shù)據(jù)更新的給處理過程,通過匹配和更新規(guī)則的設(shè)置,可靈活的適應(yīng)不同源數(shù)據(jù)的融合處理要求。為了保證航班數(shù)據(jù)文件傳輸?shù)陌踩院涂煽啃,本文提出了基于高級文件傳輸平臺的數(shù)據(jù)文件傳輸方案。 系統(tǒng)部署到全國43個數(shù)據(jù)采集點以及清算數(shù)據(jù)采集中心,并根據(jù)民航清算業(yè)務(wù)處理系統(tǒng)的數(shù)據(jù)質(zhì)量要求,分別在數(shù)據(jù)采集點和數(shù)據(jù)采集中心兩個層面實施了一系列數(shù)據(jù)質(zhì)量改進(jìn)措施,有效的提高了空管航班數(shù)據(jù)質(zhì)量,,為民航清算業(yè)務(wù)處理系統(tǒng)提供準(zhǔn)確的計費和開賬依據(jù)。
[Abstract]:As one of the key projects in the "CAAC liquidation Management system" project, the "CAAC data acquisition system" project is the sole data source for civil aviation funds and air traffic control charges for all levels of air traffic control units in China. It is the important task to improve the efficiency of collection and management of civil aviation government funds and air traffic management fees, to ensure the complete return of funds, to speed up the virtuous cycle of funds, and to promote the sustainable and healthy development of civil aviation in China. The overall goal of the construction of data acquisition system for civil aviation clearing air traffic control is to effectively concentrate and bring into play the advantages of human and technical resources, to unify the liquidation process, to realize centralized management, and to establish a set suitable for the civil aviation characteristics of our country. A complete ATC data acquisition system strengthens CAAC's regulation and supervision of government funds and air traffic control charges. In order to achieve this macroscopic demand, the project construction needs to realize the functional requirements such as track output, flight data collection, flight data fusion, flight data transmission, flight data collection, flight data submission, basic data maintenance, system management, etc. Among them, flight data collection, flight data fusion and flight data transmission are the core problems of system construction. In order to unify the data collection flow of civil aviation clearing air traffic control, this paper analyzes the requirements of civil aviation clearing business to obtain the minimum data set of air traffic control data collection, and then formulates the specific data format standard according to the minimum data set. The standardization of data acquisition is realized. In order to meet the different requirements of flight data fusion processing with different data sources, flight data fusion process includes flight matching and flight data updating process, through matching and updating rules set, Flexible to meet the requirements of different data fusion processing. In order to ensure the security and reliability of flight data file transmission, this paper proposes a data file transfer scheme based on advanced file transfer platform. The system was deployed to 43 data collection points and clearing data collection centers in the country, and according to the data quality requirements of the civil aviation liquidation business processing system, A series of data quality improvement measures are implemented in data collection point and data collection center respectively, which effectively improve the data quality of air traffic control flight, and provide accurate accounting and accounting basis for civil aviation clearing business processing system.
