鐵水聯(lián)運(yùn)集裝箱運(yùn)價規(guī)制與定價研究

【摘要】:鐵路運(yùn)輸和水路運(yùn)輸是綜合運(yùn)輸體系的重要組成部分,在大宗散貨和長距離貨物運(yùn)輸中發(fā)揮了重要的作用。目前,這兩種運(yùn)輸方式完成的貨物周轉(zhuǎn)量在綜合運(yùn)輸體系中的比重占到了68%,為國民經(jīng)濟(jì)平穩(wěn)安全運(yùn)行提供了有力保障。為此,鐵道部和交通部推出鐵水聯(lián)運(yùn)運(yùn)輸方式,實現(xiàn)我國兩大重要運(yùn)輸方式的聯(lián)合運(yùn)輸,鐵水聯(lián)運(yùn)可以有效優(yōu)化運(yùn)輸通道布局、減少運(yùn)輸環(huán)節(jié)、縮短運(yùn)輸周期、提高運(yùn)輸效率、降低運(yùn)輸費(fèi)用、促進(jìn)節(jié)能減排。但是,我國鐵水聯(lián)運(yùn)在市場化進(jìn)程中還存在諸多問題,其中,鐵水聯(lián)運(yùn)運(yùn)價規(guī)制不完善,該制度下制定的運(yùn)價不能隨行就市,這是制約鐵水聯(lián)運(yùn)市場改革和發(fā)展的一個重要因素,所以致力于鐵水聯(lián)運(yùn)運(yùn)價規(guī)制和定價方法的研究非常有必要。 本文以鐵水聯(lián)運(yùn)中的集裝箱運(yùn)輸為主要研究對象,依據(jù)運(yùn)價規(guī)制的基本理論,充分研究國內(nèi)外運(yùn)價規(guī)制的內(nèi)容和改革歷程,以市場形成價格為基礎(chǔ),分析我國集裝箱鐵水聯(lián)運(yùn)運(yùn)價規(guī)制的現(xiàn)狀,得出我國集裝箱鐵水聯(lián)運(yùn)運(yùn)價規(guī)制中存在的問題,對鐵水聯(lián)運(yùn)價格進(jìn)行市場化效應(yīng)分析,從而提出適合我國的集裝箱鐵水聯(lián)運(yùn)運(yùn)價規(guī)制的制定原則和運(yùn)價規(guī)制的內(nèi)容,在這種運(yùn)價規(guī)制的基礎(chǔ)上,分析鐵水聯(lián)運(yùn)集裝箱運(yùn)價的構(gòu)成和特點,從運(yùn)營成本、市場供需、市場競爭和差異四個方面入手分析鐵水聯(lián)運(yùn)集裝箱定價的影響因素,在該定價影響因素下分析鐵水聯(lián)運(yùn)集裝箱可以采用的定價方法,分別分析各種定價方法在鐵水聯(lián)運(yùn)集裝箱運(yùn)輸定價中的優(yōu)缺點,對各定價方法詳細(xì)分析之后得出對于鐵水聯(lián)運(yùn)集裝箱運(yùn)輸定價不能只局限于針對一種影響因素的定價方法,而是應(yīng)該結(jié)合所有定價影響因素對鐵水聯(lián)運(yùn)集裝箱運(yùn)價進(jìn)行綜合制定。本文通過模糊層次分析法計算出定價影響因素的權(quán)重比值,通過該權(quán)重比值分析定價影響因素的重要性,為鐵水聯(lián)運(yùn)集裝箱運(yùn)價制定提供理論參考。然后,對鐵水聯(lián)運(yùn)集裝箱進(jìn)行市場細(xì)分,在市場分類情況下,針對不同運(yùn)輸服務(wù),考慮集裝箱運(yùn)輸需求和競爭進(jìn)行鐵水聯(lián)運(yùn)集裝箱綜合定價,提出一種適合我國的鐵水聯(lián)運(yùn)集裝箱定價方法的建議,即用成本定價方法制定基本運(yùn)價,在此基礎(chǔ)上,考慮市場需求、競爭和差異的情況下在不同階段用不同的定價方法調(diào)整運(yùn)價的一種鐵水聯(lián)運(yùn)集裝箱定價方法。
[Abstract]:Railway and waterway transportation are important parts of integrated transportation system and play an important role in bulk and long distance freight transportation. At present, the proportion of goods turnover of these two modes of transportation in the integrated transportation system accounts for 68%, which provides a strong guarantee for the smooth and safe operation of the national economy. For this reason, the Ministry of Railways and the Ministry of Communications have put forward a mode of transportation through combined iron and water transport, which can realize the joint transportation of two major modes of transport in China. It can effectively optimize the layout of transport channels, reduce transportation links, shorten transportation cycles, and improve transport efficiency. Reduce transportation costs and promote energy conservation and emission reduction. However, there are still many problems in the process of marketization. Among them, the regulation of the freight rate is not perfect, and the tariff established under the system can not be followed by the market. This is an important factor that restricts the reform and development of the hot metal intermodal transport market, so it is necessary to study the regulation and pricing methods of the freight rate. Based on the basic theory of freight rate regulation, the content and reform course of freight rate regulation at home and abroad are fully studied in this paper, which is based on the market formation price. Based on the analysis of the current situation of the regulation of the freight rate of China's container hot metal intermodal transport, the problems existing in the regulation of the freight rate of China's container hot metal intermodal transport are obtained, and the market-oriented effect of the price of the combined transport of molten iron is analyzed. In this paper, the author puts forward the principles and contents of the regulation of the freight rate of the container through iron and water transport in China. On the basis of the regulation of the freight rate, the paper analyzes the composition and characteristics of the container price of the combined transport of iron and water, including the operation cost, the supply and demand of the market, and so on. Four aspects of market competition and difference are analyzed to analyze the influence factors of the container pricing, and under the influence factors, the paper analyzes the pricing methods that can be used in the container through the hot metal transport. This paper analyzes the advantages and disadvantages of various pricing methods in the container transport of molten iron transport. After analyzing the pricing methods in detail, it concludes that the pricing of the container transport through the hot metal transport should not be limited to one kind of pricing method which affects the factors. It should be combined with all the factors affecting the pricing of the integrated formulation of the combined iron-water container price. In this paper, the weight ratio of the influencing factors is calculated by the fuzzy analytic hierarchy process, and the importance of the factors is analyzed, which provides a theoretical reference for the formulation of the freight rate of the container through the combined transport of iron and water. Then, the market segmentation of the transmodal container is carried out. In the case of market classification, considering the demand and competition of container transport, the integrated pricing of the container is carried out in the light of different transport services. This paper puts forward a suggestion of the container pricing method suitable for our country, that is, to make the basic freight rate with the cost pricing method, on the basis of which, considering the market demand, In the case of competition and difference, a container pricing method with different pricing methods to adjust the freight rate at different stages.
