北極航線通航對(duì)我國航運(yùn)業(yè)的影響研究

【摘要】:北極航線是連接太平洋北部與大西洋北部的最短航線,但因地處北極,氣候寒冷,一直無法全線通航。隨著全球氣候的變暖,北極冰層開始逐漸融化,經(jīng)預(yù)測(cè),北極航線在2050年左右便可實(shí)現(xiàn)全年通航。北極航線的開通對(duì)國際航運(yùn)業(yè)甚至對(duì)全球的社會(huì)和經(jīng)濟(jì)都具有不可估量的潛在價(jià)值。 對(duì)中國航運(yùn)業(yè)來說,現(xiàn)有的幾條海運(yùn)貿(mào)易航線大都面臨著通航能力飽和、海盜威脅等諸方面的問題。而北極航線的開通將有效緩解這些傳統(tǒng)海運(yùn)航線的壓力,保障船舶的安全通行。另外,中國已經(jīng)成為世界第一貿(mào)易大國,對(duì)外貿(mào)易總額逐年增加,特別是與歐盟和北美的貿(mào)易往來逐漸增多。北極航線開通之后,將大大縮短中國同歐盟和北美等國的海運(yùn)距離,降低了海運(yùn)成本,而且有助于中國貿(mào)易格局的優(yōu)化,促進(jìn)國民經(jīng)濟(jì)的又好又快發(fā)展。因此,北極航線的開通對(duì)中國航運(yùn)業(yè)乃至中國經(jīng)濟(jì)社會(huì)都具有積極且深遠(yuǎn)的影響。 本文在總結(jié)國內(nèi)外研究成果的基礎(chǔ)上,以北極航線的通航為前提,在產(chǎn)業(yè)相關(guān)理論的指導(dǎo)下,從產(chǎn)業(yè)組織、產(chǎn)業(yè)結(jié)構(gòu)和產(chǎn)業(yè)布局的角度對(duì)我國航運(yùn)業(yè)的發(fā)展特征進(jìn)行了總結(jié),詳細(xì)闡述了航運(yùn)業(yè)各個(gè)方面的發(fā)展現(xiàn)狀,并結(jié)合北極航線的開通狀況,以產(chǎn)業(yè)的角度深入分析了我國航運(yùn)業(yè)在北極航線通航后所受的影響。由于航運(yùn)業(yè)的覆蓋范圍和相關(guān)產(chǎn)業(yè)十分繁雜,本文選取了具有代表性的十個(gè)指標(biāo)進(jìn)行影響程度的分析。通過采用語言判斷矩陣對(duì)所選取的指標(biāo)進(jìn)行綜合評(píng)價(jià),得到我國航運(yùn)業(yè)各影響要素的權(quán)重,并根據(jù)數(shù)值大小對(duì)這些要素進(jìn)行排序。排序結(jié)果顯示,海運(yùn)距離的縮短、海洋貨物運(yùn)輸量和能源需求、航運(yùn)物流平臺(tái)的建設(shè)能力等方面所受的影響程度最大。最后根據(jù)本文的排序結(jié)果,有針對(duì)性地提出一些應(yīng)對(duì)策略,這對(duì)我國航運(yùn)業(yè)參與北極航線的開發(fā)與利用具有一定的參考價(jià)值。
[Abstract]:The Arctic route is the shortest route connecting the northern Pacific Ocean to the northern Atlantic Ocean, but because of its location in the Arctic and cold weather, it has been unable to operate all the way. As the global climate warms, Arctic ice begins to melt, and it is predicted that the Arctic route will be open for the whole year by 2050 or so. The opening of Arctic route has inestimable potential value to international shipping industry and even to global society and economy. For China's shipping industry, most of the existing maritime trade routes are facing many problems, such as navigation capacity saturation, piracy threat and so on. The opening of Arctic routes will effectively relieve the pressure of these traditional shipping routes and ensure the safe passage of ships. In addition, China has become the largest trading country in the world, and its foreign trade volume has increased year by year, especially with the European Union and North America. After the opening of the Arctic route, the distance between China and European Union and North America will be shortened greatly, the cost of shipping will be reduced, and it will be helpful to optimize China's trade pattern and promote the sound and rapid development of the national economy. Therefore, the opening of Arctic routes has a positive and far-reaching impact on China's shipping industry and even China's economy and society. On the basis of summarizing the domestic and foreign research results, this paper summarizes the characteristics of the development of China's shipping industry from the angles of industrial organization, industrial structure and industrial layout under the guidance of the theory of industry related to the navigation of the Arctic route. This paper expounds in detail the current situation of the development of various aspects of the shipping industry and analyzes the influence of China's shipping industry on the Arctic shipping route from the industrial point of view in the light of the opening situation of the Arctic route. Because the coverage of shipping industry and related industries are very complicated, ten representative indexes are selected to analyze the influence degree. Through the comprehensive evaluation of the selected indexes by using the linguistic judgment matrix, the weights of the factors affecting the shipping industry in China are obtained, and these factors are sorted according to the magnitude of the values. The results show that the shortening of sea transportation distance, the quantity of ocean cargo transportation and energy demand, and the construction capacity of shipping logistics platform are the most affected. Finally, according to the ranking results of this paper, some countermeasures are put forward, which have certain reference value for our shipping industry to participate in the development and utilization of Arctic routes.
