西北地區(qū)高速鐵路建設(shè)對其交通運(yùn)輸市場的影響及評價研究

【摘要】:近年來,隨著我國經(jīng)濟(jì)的快速發(fā)展和人民生活水平的不斷提高,我國的基礎(chǔ)設(shè)施建設(shè)進(jìn)入了前所未有的高潮時代。在2004年1月國務(wù)院批準(zhǔn)實(shí)施《中長期鐵路網(wǎng)規(guī)劃》之后,我國的鐵路建設(shè)獲得了跨越式發(fā)展。在西北地區(qū)鐵路建設(shè)迎來這一前所未有發(fā)展契機(jī)的同時,高速鐵路運(yùn)輸也逐漸融入西北地區(qū)交通運(yùn)輸市場。 高速鐵路融入西北地區(qū)交通運(yùn)輸市場將會改變區(qū)域交通運(yùn)輸網(wǎng)絡(luò)的結(jié)構(gòu),在大大緩解既有鐵路旅客運(yùn)輸市場運(yùn)輸壓力的同時,將會有力地促進(jìn)區(qū)域貨物運(yùn)輸市場運(yùn)輸能力的提升;屆時,阻礙西北地區(qū)經(jīng)濟(jì)發(fā)展的“以運(yùn)定產(chǎn)”之運(yùn)輸難題也將會迎刃而解。系統(tǒng)、科學(xué)地研究西北地區(qū)高速鐵路建設(shè)對其區(qū)域交通運(yùn)輸市場的影響是當(dāng)前交通運(yùn)輸規(guī)劃領(lǐng)域所面臨的重要問題。 本文以西北地區(qū)高速鐵路建設(shè)為背景,在廣泛參閱本領(lǐng)域前人研究成果的基礎(chǔ)上,結(jié)合西北地區(qū)的資源狀況、區(qū)域交通運(yùn)輸市場的運(yùn)輸需求和區(qū)域交通運(yùn)輸市場的運(yùn)輸供給能力狀況,采用運(yùn)輸經(jīng)濟(jì)學(xué)、市場營銷學(xué)結(jié)合運(yùn)籌學(xué)的相關(guān)知識建立一套相對完整的理論框架和計(jì)算模型,就西北地區(qū)高速鐵路建設(shè)對其交通運(yùn)輸市場的影響進(jìn)行定性研究和定量分析。旨在總結(jié)經(jīng)驗(yàn)、發(fā)現(xiàn)規(guī)律,為相關(guān)部門提供決策參考。 本文基于“高速鐵路對區(qū)域經(jīng)濟(jì)影響的動力學(xué)特征研究”[國家社會科學(xué)基金資助項(xiàng)目(2011年度)應(yīng)用經(jīng)濟(jì),基金號:11CJY067],其主要研究內(nèi)容如下: 首先,在考察西北地區(qū)的自然資源狀況和區(qū)域交通運(yùn)輸市場狀況的基礎(chǔ)上,分析了制約西北地區(qū)經(jīng)濟(jì)發(fā)展的因素;在分析區(qū)域旅客運(yùn)輸市場運(yùn)輸需求的同時,構(gòu)建了旅客運(yùn)輸需求效用函數(shù),為后續(xù)相關(guān)內(nèi)容的研究奠定了理論基礎(chǔ)。 其次,采用多維LOGIT模型,以目前西北地區(qū)唯一一條投入運(yùn)營的鄭西高速鐵路為例,就高速鐵路融入西北地區(qū)交通運(yùn)輸市場后對旅客運(yùn)輸市場客流分擔(dān)率進(jìn)行定量研究;之后,繼續(xù)研究西北地區(qū)高速鐵路建設(shè)對其旅客運(yùn)輸市場誘發(fā)客運(yùn)需求量的影響、對其區(qū)域貨物運(yùn)輸市場運(yùn)輸能力的影響和對其區(qū)域貨物運(yùn)輸市場運(yùn)輸量分配的影響。 最后,采用層次分析法與模糊綜合評價法相結(jié)合的方法對高速鐵路已融入西北地區(qū)交通運(yùn)輸市場這一客觀事實(shí)進(jìn)行科學(xué)評價,證明了高速鐵路運(yùn)輸在西北地區(qū)交通運(yùn)輸市場中的優(yōu)勢地位。 通過本文西北地區(qū)高速鐵路建設(shè)對其交通運(yùn)輸市場的影響及評價研究,將會為其他地區(qū)修建高速鐵路提供重要的理論參考,在總結(jié)其經(jīng)驗(yàn)的基礎(chǔ)上去發(fā)掘規(guī)律,以有效地指導(dǎo)實(shí)踐。
[Abstract]:In recent years, with the rapid development of our economy and the continuous improvement of people's living standards, the construction of infrastructure in China has entered an unprecedented climax. After the State Council approved the implementation of the medium and long term Railway Network Plan in January 2004, the railway construction in China has been developed by leaps and bounds. At the same time, the high-speed railway transportation is gradually integrated into the transportation market in Northwest China. The integration of high-speed railway into the transportation market in the Northwest region will change the structure of the regional transportation network, and at the same time greatly relieve the pressure on the existing railway passenger transport market. It will be able to promote the transportation capacity of the regional freight transport market, and the transportation problem of "transportation and production", which hinders the economic development of the northwest region, will also be solved. It is an important problem in the field of transportation planning to study scientifically the influence of high-speed railway construction in Northwest China on the regional transportation market. Based on the background of the high-speed railway construction in Northwest China, and on the basis of extensive reference to the previous research results in this field, this paper combines the resource situation in the Northwest region. The transport demand of the regional transportation market and the transport supply capacity of the regional transportation market are analyzed. A set of relatively complete theoretical framework and calculation model are established by means of transport economics, marketing and related knowledge of operational research. Qualitative and quantitative analysis on the influence of high-speed railway construction on transportation market in Northwest China is carried out. The purpose is to sum up the experience, find out the rule, and provide the decision-making reference for the relevant department. This paper is based on the "study on the dynamic characteristics of the impact of High Speed Railway on Regional economy" [National Social Science Fund-funded Project 2011) Applied economy, Fund No.: 11CJY067]. The main research contents are as follows: First of all, on the basis of investigating the natural resources situation and the regional transportation market situation in the Northwest region, the paper analyzes the factors restricting the economic development of the Northwest region, and analyzes the transport demand of the regional passenger transport market at the same time. The utility function of passenger transport demand is constructed, which lays a theoretical foundation for further research. Secondly, by using multi-dimensional LOGIT model, taking the only Zhengxi high-speed railway in Northwest China as an example, the paper makes a quantitative study on the passenger flow sharing rate of the passenger transport market after the high-speed railway is integrated into the transportation market in Northwest China. This paper continues to study the influence of high-speed railway construction in Northwest China on the passenger transport demand induced by the passenger transport market, on the transport capacity of the regional freight transport market and on the distribution of the regional freight transport market volume. Finally, the paper uses the analytic hierarchy process (AHP) and the fuzzy comprehensive evaluation method to evaluate the objective fact that the high-speed railway has been integrated into the transportation market in Northwest China. It is proved that the high-speed railway transportation plays an important role in the transportation market of Northwest China. Through the research on the influence and evaluation of the high-speed railway construction on the transportation market in Northwest China, it will provide important theoretical reference for the construction of high-speed railway in other regions and explore the rules on the basis of summing up its experience. To guide the practice effectively.
