【摘要】：隨著經(jīng)濟體制改革的不斷深入,企業(yè)的生存與發(fā)展將面臨新的挑戰(zhàn),帶來更大的競爭壓力。面對日趨激烈的競爭市場,創(chuàng)造經(jīng)濟效益,彌補發(fā)展資金不足,已成為企業(yè)增強自身競爭能力、立于不敗之地唯一途徑,這就對企業(yè)傳統(tǒng)的財務(wù)管理模式和方法提出了新挑戰(zhàn)。昆明交通場站開發(fā)運營有限公司是一個政府基礎(chǔ)設(shè)施建設(shè)與市場運作相結(jié)合的新產(chǎn)物,是政府融資的創(chuàng)新。作為特例進行深入剖析具有特殊的經(jīng)濟意義。21世紀以來,隨著城市公共汽車場站問題的逐漸突出,以及城市交通問題對于“公交優(yōu)先”的客觀要求,我國部分城市逐漸認識到了傳統(tǒng)的公共汽車場站建設(shè)及運營的種種問題,也在積極的探索解決前述矛盾與問題的途徑。在此背景下昆明市公交集團于2009年在全國率先提出了“交通+商業(yè)”的公共汽車場站建設(shè)模式。此種模式依托公交場站這一平臺,通過適當?shù)囊?guī)劃與設(shè)計,在確保公益性的公共汽車場站使用面積的基礎(chǔ)上,適當?shù)摹凹藿印鄙虡I(yè)功能,提高公益性的場站用地的商業(yè)價值。建成后的場站,成為了集候車、換乘、停車、車輛維修、商業(yè)等多功能于一體的綜合場站。此種模式顛覆性的完成了傳統(tǒng)的場站開發(fā)由粗放型、功能單一性向集約化、功能復(fù)合型的轉(zhuǎn)變,充分利用了場站的空間資源,充分挖掘、釋放、利用了場站的多功能效益潛力,一定程度去除了民眾消費出行由公交到商業(yè)再到公交的中間過程,節(jié)約了民眾出行時間,增加了民眾出行的便利性與舒適性,符合了城市發(fā)展對于促進城市生活便利性的要求。在公共汽車場站這一城市功能與空間集結(jié)點上,通過模式的運用,消除了政府、公交公司的資金負擔(dān),社會投資者的利益需求得到了較好的滿足,不同利益群體都樂于接受,實現(xiàn)了共贏。因為各個場站的各自特點,再加之建設(shè)資金投入量大,所以,如何選擇建設(shè)項目的先后順序是企業(yè)能順利生存下來并發(fā)展的關(guān)鍵,這就要求有專業(yè)的財務(wù)戰(zhàn)略分析給予指導(dǎo)。本文主要是通過對項目的投資分析和融資分析體現(xiàn)出財務(wù)戰(zhàn)略在企業(yè)運作過程中的重要作用和地位。
[Abstract]:With the deepening of economic system reform, the survival and development of enterprises will face new challenges and bring greater competitive pressure. In the face of the increasingly fierce competitive market, creating economic benefits and making up for the shortage of development funds, it has become the only way for enterprises to enhance their own competitive ability and remain invincible, which poses a new challenge to the traditional financial management mode and methods of enterprises. Kunming Traffic Station Development and Operation Co., Ltd. is a new product of government infrastructure construction and market operation, and an innovation of government financing. As a special case, it has special economic significance. Since the 21st century, with the urban bus stop problem becoming more and more prominent, and the objective requirements of urban traffic problems for "bus priority", Some cities in our country have gradually realized all kinds of problems in the construction and operation of traditional bus stops, and are also actively exploring the ways to solve the above-mentioned contradictions and problems. In this context, Kunming Public Transport Group in 2009 in the country the first to put forward the "traffic commerce" bus stop construction model. This model relies on the platform of public transport station, through proper planning and design, on the basis of ensuring the use area of public welfare bus stop, properly "grafting" the commercial function, and improving the commercial value of the public welfare station. After the completion of the station, has become a set of waiting, transfer, parking, vehicle maintenance, commercial and other multi-functional integrated field station. This mode has subversely completed the transformation of traditional field station development from extensive type, single function to intensive, functional compound type, fully utilized the space resources of the field station, fully excavated and released, and utilized the multifunctional benefit potential of the field station. To some extent, it removes the middle process from public transport to commercial to public transport, saves the travel time, increases the convenience and comfort of the public travel, and meets the requirements of urban development to promote the convenience of urban life. On the bus stop, which is the function and space gathering point of the city, through the application of the mode, the capital burden of the government and the public transport company is eliminated, the interest needs of the social investors are well satisfied, and the different interest groups are willing to accept it. A win-win situation has been achieved. Because of the characteristics of each station and the large amount of construction capital investment, how to select the sequence of construction projects is the key for enterprises to survive and develop smoothly, which requires professional financial strategic analysis to give guidance. This paper mainly shows the important role and position of financial strategy in the process of enterprise operation through the investment analysis and financing analysis of the project.
