鐵路客運專線項目融資柔性決策研究

【摘要】:鐵路工程是我國重要的基礎(chǔ)設(shè)施項目,其建設(shè)與發(fā)展影響著國民經(jīng)濟的發(fā)展步伐。隨著《中長期鐵路網(wǎng)規(guī)劃》的頒布,鐵路客運專線建設(shè)正式進入了快速發(fā)展時期。然而由于鐵路客運專線建設(shè)耗資巨大,傳統(tǒng)的鐵路投融資模式遠遠不能滿足鐵路客運專線的建設(shè)資金需求。因而,如何拓寬融資渠道,降低融資成本,優(yōu)化融資結(jié)構(gòu),進行科學合理融資決策等一系列問題已經(jīng)成為我國鐵路發(fā)展的重大課題,也是實現(xiàn)我國鐵路可持續(xù)發(fā)展的關(guān)鍵環(huán)節(jié)。 在這樣的背景下,本文首先對鐵路客運專線融資問題的研究現(xiàn)狀進行研究,定義了鐵路客運專線融資決策的概念,總結(jié)了鐵路客運專線融資的特點;其次,從權(quán)益融資及債務(wù)融資兩方面,對鐵路客運專線的融資方式及其適用性進行系統(tǒng)分析,并對不同融資方式的融資成本進行量化;再次,對鐵路客運專線融資決策環(huán)境、融資風險進行深入研究,剖析融資過程中的不確定因素。在此基礎(chǔ)上,文章從融資主體自由度、風險關(guān)聯(lián)度、實施可行性、效果經(jīng)濟型以及后期管理方便性等五個方面,選取客運專線有限責任公司與金融機構(gòu)的關(guān)系、公司規(guī)模、信息通達度、完工風險、制度風險等17個指標,構(gòu)建鐵路客運專線融資決策指標體系,將柔性決策理論融入融資決策方法,建立多目標柔性決策模型以對融資方案進行科學的選擇。最后,結(jié)合SW客專案例,對決策模型進行模擬推演,驗證模型的可行性、科學性和先進性。
[Abstract]:Railway project is an important infrastructure project in our country, and its construction and development affect the development of national economy. With the promulgation of medium and long-term Railway Network Planning, the construction of railway passenger dedicated line has entered a period of rapid development. However, because the construction of railway passenger dedicated line is expensive, the traditional mode of railway investment and financing is far from meeting the construction capital demand of railway passenger dedicated line. Therefore, how to broaden the financing channels, reduce the financing cost, optimize the financing structure, and make scientific and reasonable financing decisions have become a major issue of railway development in China, and also the key link to realize the sustainable development of railway in China. Under this background, this paper firstly studies the present situation of the financing problem of railway passenger dedicated line, defines the concept of financing decision of railway passenger dedicated line, and summarizes the characteristics of the financing of railway passenger dedicated line. From two aspects of equity financing and debt financing, this paper systematically analyzes the financing mode and applicability of railway passenger dedicated line, and quantifies the financing cost of different financing methods. Thirdly, the financing decision-making environment of railway passenger dedicated line is analyzed. The financing risk carries on the thorough research, dissects the uncertain factor in the financing process. On this basis, the paper selects the relationship between the limited liability company of passenger dedicated line and financial institutions, the scale of the company, from five aspects: the degree of freedom of financing subject, the degree of risk correlation, the feasibility of implementation, the economic effect and the convenience of later management. In this paper, 17 indexes, such as information accessibility, completion risk, system risk and so on, are set up to construct the index system of financing decision for railway passenger dedicated line, and the flexible decision theory is incorporated into the financing decision-making method. A multi-objective flexible decision model is established to select the financing scheme scientifically. Finally, the decision model is simulated and extrapolated to verify the feasibility, scientific and advanced nature of the model.
