【摘要】：鐵路是綜合交通運(yùn)輸系統(tǒng)的重要組成部分,鐵路運(yùn)輸對(duì)經(jīng)濟(jì)社會(huì)發(fā)展具有重要的作用。和諧鐵路是在和諧社會(huì)大背景下提出的未來(lái)鐵路發(fā)展目標(biāo),構(gòu)建和諧鐵路是建設(shè)和諧社會(huì)的必要環(huán)節(jié),應(yīng)遵循以人為本的核心原則。 目前該領(lǐng)域的研究比較少且零散,更多的是集中于某一方面的和諧性進(jìn)行分析,而且缺乏統(tǒng)一明確的鐵路和諧性評(píng)價(jià)分析。因此本文將從系統(tǒng)的角度分析和諧鐵路的涵義及特征,提出應(yīng)從鐵路與社會(huì)發(fā)展相和諧、鐵路與經(jīng)濟(jì)發(fā)展相和諧、鐵路與生態(tài)環(huán)境相和諧、鐵路與其它運(yùn)輸方式相和諧及鐵路系統(tǒng)內(nèi)部和諧五個(gè)方面進(jìn)行評(píng)價(jià)分析,目的是希望構(gòu)建一套比較完整的評(píng)價(jià)指標(biāo)體系對(duì)鐵路和諧程度進(jìn)行評(píng)價(jià),并據(jù)此分析鐵路建設(shè)存在的問(wèn)題,為我國(guó)和諧鐵路建設(shè)提供可行性建議。 本文采取文獻(xiàn)分析、層次分析法、專(zhuān)家打分法、模糊綜合評(píng)價(jià)法、定性與定量分析相結(jié)合、理論與實(shí)踐相結(jié)合等方法進(jìn)行研究,構(gòu)建了評(píng)價(jià)指標(biāo)體系并計(jì)算出各層次的權(quán)重,結(jié)果顯示各準(zhǔn)則中所占比重最大的是鐵路與經(jīng)濟(jì)發(fā)展相和諧,其中鐵路運(yùn)輸對(duì)就業(yè)水平的促進(jìn)、對(duì)提高地區(qū)GDP水平所占比重較大,體現(xiàn)了鐵路在促進(jìn)國(guó)民經(jīng)濟(jì)發(fā)展中的重要作用。運(yùn)用該指標(biāo)體系對(duì)青藏鐵路在生態(tài)環(huán)境方面的和諧性進(jìn)行實(shí)證分析,結(jié)論為處于比較和諧的水平,符合青藏鐵路的現(xiàn)實(shí)。最后練上分析提出我國(guó)構(gòu)建和諧鐵路的相關(guān)建議。
[Abstract]:Railway is an important part of integrated transportation system, and railway transportation plays an important role in economic and social development. Harmonious railway is the aim of railway development in the future under the background of harmonious society. The construction of harmonious railway is a necessary link in building a harmonious society, and the core principle of people-oriented should be followed. At present, the research in this field is less and scattered, more focused on a certain aspect of harmony analysis, and the lack of a unified and clear evaluation of railway harmony analysis. Therefore, this paper will analyze the meaning and characteristics of harmonious railway from a systematic point of view, and put forward that the railway should be harmonious with social development, railway with economic development, railway with ecological environment. The purpose of this paper is to construct a complete evaluation index system to evaluate the degree of railway harmony. Based on the analysis of the existing problems of railway construction, it provides feasible suggestions for the construction of harmonious railway in China. In this paper, the methods of literature analysis, analytic hierarchy process, expert scoring, fuzzy comprehensive evaluation, qualitative and quantitative analysis, theory and practice are adopted to study, and the evaluation index system is constructed and the weight of each level is calculated. The results show that the largest proportion of the criteria is the harmony between railway and economic development, in which railway transport promotes the employment level and increases the regional GDP level. It reflects the important role of railway in promoting the development of national economy. By using this index system, the author makes an empirical analysis on the harmony of the Qinghai-Tibet Railway in the ecological environment. The conclusion is that it is in a relatively harmonious level and accords with the reality of the Qinghai-Tibet Railway. At last, the paper puts forward some suggestions for constructing harmonious railway in our country.
