【摘要】：城市軌道交通對緩解城市交通擁堵、改善交通結(jié)構(gòu)、實現(xiàn)城市綠色交通、促進住宅郊區(qū)化及城市商業(yè)發(fā)展有著顯著的作用,在科學(xué)合理的基礎(chǔ)上應(yīng)予以提倡建設(shè)。然而,城市軌道交通建設(shè)和運營中耗資巨大,對城市的布局也有著深遠影響,因而,是否應(yīng)進行建設(shè)、建設(shè)規(guī)模應(yīng)為多大等都是亟待解決的實際問題,本文在前人的基礎(chǔ)上主要就城市軌道交通各經(jīng)濟產(chǎn)業(yè)方面的特點,針對城市軌道交通國民經(jīng)濟評價方法和參數(shù)進行研究討論。 論文首先探討了城市軌道交通國民經(jīng)濟評價的研究意義及目的,回顧了國內(nèi)外城市軌道交通的發(fā)展歷史和國民經(jīng)濟評價方法及參數(shù)研究現(xiàn)狀。 其次對城市軌道交通各項特征,特別是與國民經(jīng)濟評價密切相關(guān)的經(jīng)濟、產(chǎn)業(yè)、運營和客流方面的特征和規(guī)律進行了詳細研究,以為后續(xù)城市軌道交通國民經(jīng)濟評價奠定基礎(chǔ),并從國民經(jīng)濟評價的內(nèi)涵、原則、作用出發(fā),對城市軌道交通國民經(jīng)濟評價理論進行了描述,探討了國民經(jīng)濟評價各方法,并在此基礎(chǔ)上建立了投入產(chǎn)出模型,在原有投入產(chǎn)出模型的基礎(chǔ)上,考慮部分勞動對象的有限使用、生產(chǎn)手段及水平的缺口以及勞動力限制的制約等約束條件,對原有模型進行了修正,并詳細分析研究了城市軌道交通國民經(jīng)濟評價各項參數(shù)和指標(biāo)的計算和選取。 之后深入探討了城市軌道交通國民經(jīng)濟評價各項效益和費用的識別和計算,并在進行節(jié)約時間效益計算時,考慮了候車時間的差異,針對單位工作時間價值的計算進行了深入的探討和分析；在進行土地升值效益計算時,建立了地價效益分析計算模型,并給出了相應(yīng)指標(biāo)的計算公式,對土地升值效益做了初步的量化計算探究；在進行創(chuàng)造就業(yè)價值效益計算時,引入了相關(guān)指標(biāo),對該效益進行了相對性的量化處理。 最后進行了實例分析論證了本文所述評價方法的實用性,并進行了總結(jié)展望。
[Abstract]:Urban rail transit plays a significant role in alleviating urban traffic congestion, improving traffic structure, realizing urban green traffic, promoting residential suburbanization and urban commercial development, which should be advocated on the basis of science and reasonable. However, the construction and operation of urban rail transit are costly and have a profound impact on the layout of the city. Therefore, whether or not construction should be carried out and how large the construction scale should be is an urgent practical problem to be solved. On the basis of predecessors, this paper mainly discusses the characteristics of various economic industries of urban rail transit, and studies and discusses the evaluation methods and parameters of urban rail transit national economy. This paper first discusses the significance and purpose of the national economic evaluation of urban rail transit, reviews the development history of urban rail transit at home and abroad, the methods of national economic evaluation and the research status of parameters. Secondly, the characteristics of urban rail transit, especially the characteristics and rules of economy, industry, operation and passenger flow, which are closely related to the national economic evaluation, are studied in detail, so as to lay a foundation for the subsequent national economic evaluation of urban rail transit. Based on the connotation, principle and function of national economic evaluation, this paper describes the theory of national economic evaluation of urban rail transit, discusses the methods of national economic evaluation, and establishes an input-output model on this basis. On the basis of the original input-output model, considering the limited use of some labor objects, the gap of production means and level, and the restriction of labor force, the original model is modified. The calculation and selection of parameters and indexes for national economic evaluation of urban rail transit are analyzed and studied in detail. After that, the paper deeply discusses the identification and calculation of the benefits and expenses of the national economic evaluation of urban rail transit, and considers the difference of waiting time in the calculation of time-saving benefits. This paper discusses and analyzes the calculation of unit working time value, establishes the model of land price benefit analysis and calculation, and gives the calculation formula of corresponding index when calculating the benefit of land appreciation. This paper probes into the preliminary quantitative calculation of the benefit of land appreciation, and introduces the relevant indexes in the calculation of the benefit of creating employment value, and makes a relative quantitative treatment of the benefit. Finally, an example is given to demonstrate the practicability of the evaluation method, and a summary and prospect are given.
