網(wǎng)絡約車監(jiān)管新政的效應分析及調整建議

【摘要】:運用內(nèi)容分析法,梳理了國家層面和地方層面的網(wǎng)絡約車監(jiān)管新政,分析了政策的調控目的及可能的后續(xù)效應。結合政府規(guī)制及供需關系理論,發(fā)現(xiàn)網(wǎng)絡約車監(jiān)管新政不僅存在規(guī)制俘獲現(xiàn)象,而且存在補貼擾亂市場等問題。通過對國外網(wǎng)約車監(jiān)管政策的比較研究,對網(wǎng)約車監(jiān)管新政的調整提出改革政府規(guī)制內(nèi)容、實施動態(tài)運力調配;引導業(yè)態(tài)差異化競爭、避免同質化競爭;維護公平競爭市場秩序,警惕平臺壟斷三方面的建議。
[Abstract]:By using the content analysis method, this paper combs the new policy of network ride-hailing supervision at the national level and local level, and analyzes the purpose of the policy and its possible follow-up effect. Combined with the theory of government regulation and supply and demand relationship, it is found that the new policy of network regulation not only has the phenomenon of regulation capture, but also exists some problems, such as subsidies disturb the market and so on. Based on the comparative study of foreign regulatory policies, this paper puts forward the reform of government regulation content, the implementation of dynamic capacity deployment, the guidance of differentiated competition and the avoidance of homogenization competition. Maintain fair competition market order and guard against the three suggestions of platform monopoly.
