【摘要】：油品罐區(qū)是我國能源戰(zhàn)略儲(chǔ)備的重要的基礎(chǔ)設(shè)施,是港口進(jìn)行原油、成品油等儲(chǔ)存、轉(zhuǎn)運(yùn)、分拔的重要物質(zhì)手段,油品罐區(qū)建設(shè)項(xiàng)目的實(shí)施意義重大。油品罐區(qū)建設(shè)項(xiàng)目是復(fù)雜的巨系統(tǒng),項(xiàng)目建設(shè)投資巨大,工程復(fù)雜、工程量多,建設(shè)項(xiàng)目的成本,決定、影響著項(xiàng)目投產(chǎn)后的運(yùn)營成本水平,建設(shè)工程施工中的成本控制非常復(fù)雜、重要。 隨著我國社會(huì)經(jīng)濟(jì)的發(fā)展,我國現(xiàn)代港口建設(shè)呈現(xiàn)快速增長的趨勢。港口油品罐區(qū)建設(shè)的狀況也逐漸發(fā)生了變化,逐步由對(duì)上級(jí)負(fù)責(zé)轉(zhuǎn)變?yōu)閷?duì)用戶負(fù)責(zé)；由不重視經(jīng)濟(jì)效益轉(zhuǎn)變?yōu)樽非笊鐣?huì)和港口的效益最大化：由單純抓港口建設(shè)轉(zhuǎn)變?yōu)樽⒅亟?jīng)營管理。這些轉(zhuǎn)變導(dǎo)致了罐區(qū)建設(shè)的職能發(fā)生了根本變化,而這一重大變化把經(jīng)營管理問題突出地?cái)[在了港口面前。同時(shí),港口油品還面臨著激烈的市場競爭,而港口能否為社會(huì)提供租金低、容量大、位置好的碼頭油罐區(qū)成為關(guān)鍵。 港口在罐區(qū)建設(shè)項(xiàng)目施工過程中,要以效益為中心就必須要控制施工成本,采取現(xiàn)代化管理手段和方法加強(qiáng)工程建設(shè)項(xiàng)目成本控制,從工期、施工方案設(shè)計(jì)、施工組織等多環(huán)節(jié)著手降低消耗、提高效率,并根據(jù)具體的項(xiàng)目特點(diǎn),組建科學(xué)、有效的成本控制體系、分解成本控制目標(biāo),確立成本控制的實(shí)施重點(diǎn)對(duì)象,對(duì)錦州港口油品罐區(qū)建設(shè)項(xiàng)目施工全過程進(jìn)行動(dòng)態(tài)控制。在此基礎(chǔ)上,針對(duì)建設(shè)項(xiàng)目實(shí)施中的不確定性、可能出現(xiàn)的各種問題,采用組織、經(jīng)濟(jì)、技術(shù)和合同保障措施,提高港口油品罐區(qū)建設(shè)項(xiàng)目成本控制效果。
[Abstract]:Oil tank area is an important infrastructure of energy strategic reserve in China. It is an important material means for port to store, transfer and separate crude oil, refined oil and so on. The implementation of oil tank area construction project is of great significance.The construction project of oil tank area is a complicated giant system. The construction investment of the project is huge, the project is complex, the amount of the project is large, the cost of the construction project is decided, which affects the level of the operation cost after the project is put into operation.Cost control in construction is very complex and important.With the development of our social economy, the modern port construction of our country presents the trend of rapid growth.The status of the construction of the port oil tank area has gradually changed from being responsible to the superior to being responsible to the users.From not paying attention to economic benefits to pursuing the maximization of social and port benefits: from simply paying attention to port construction to paying attention to management and management.These changes have led to fundamental changes in the functions of the construction of the tank area, and this important change has put the problem of management in front of the port.At the same time, the port oil products are also facing fierce market competition, and whether the port can provide the society with low rent, large capacity and good location becomes the key.In the construction process of tank area construction project, in order to focus on the benefit, the port must control the construction cost, adopt modern management means and methods to strengthen the cost control of the construction project, and design the construction project from the time limit and the construction scheme.Construction organization and other multi-links to reduce consumption, improve efficiency, and according to the specific characteristics of the project, set up a scientific, effective cost control system, decompose the cost control objectives, establish the key object of cost control,Dynamic control is carried out on the whole construction process of the construction project of Jinzhou Port Oil Tank area.On this basis, in view of the uncertainty in the implementation of the construction project and the possible problems, the measures of organization, economy, technology and contract guarantee are adopted to improve the cost control effect of the construction project in the port oil tank area.
