【摘要】：內(nèi)河水運(yùn)具有運(yùn)能大、能耗低、污染少、成本低等綜合優(yōu)勢(shì)。重慶擁有得天獨(dú)厚的長(zhǎng)江黃金水道,水運(yùn)貨運(yùn)平均運(yùn)距及貨運(yùn)船舶平均噸位全國(guó)內(nèi)河第一,船舶平均單位能耗全國(guó)內(nèi)河最低,貨運(yùn)周轉(zhuǎn)量占全國(guó)內(nèi)河四分之一,成為長(zhǎng)江上游唯一擁有水運(yùn)一類(lèi)口岸、保稅港區(qū)和5000噸級(jí)深水航道、碼頭的地區(qū)。大力發(fā)展內(nèi)河航運(yùn)對(duì)優(yōu)化交通運(yùn)輸結(jié)構(gòu)、降低社會(huì)綜合物流成本、轉(zhuǎn)變交通運(yùn)輸發(fā)展方式、構(gòu)建現(xiàn)代綜合運(yùn)輸體系、拉動(dòng)區(qū)域產(chǎn)業(yè)發(fā)展、推動(dòng)城鄉(xiāng)統(tǒng)籌發(fā)展、加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式、建設(shè)資源節(jié)約型和環(huán)境友好型社會(huì)具有極其重要的現(xiàn)實(shí)意義。 人才是最活躍的創(chuàng)新因素,是最基本的創(chuàng)新動(dòng)力,人才隊(duì)伍水平是航運(yùn)中心的核心軟實(shí)力體現(xiàn),是影響重慶航運(yùn)業(yè)發(fā)展進(jìn)程和效率的決定性因素。隨著長(zhǎng)江上游航運(yùn)中心建設(shè)步伐的加快推進(jìn),航運(yùn)人才隊(duì)伍建設(shè)的重要性、緊迫性愈發(fā)突出。把人才放在絕對(duì)重要位置,建設(shè)“長(zhǎng)江上游航運(yùn)人才中心”,是建設(shè)長(zhǎng)江上游航運(yùn)中心的內(nèi)在需求和重要保障,是實(shí)現(xiàn)重慶航運(yùn)業(yè)轉(zhuǎn)型升級(jí)發(fā)展的核心支撐。 本文通過(guò)問(wèn)卷調(diào)查、實(shí)地考察、專(zhuān)人訪(fǎng)談等方式,全面系統(tǒng)地掌握了重慶航運(yùn)人才的現(xiàn)狀,召開(kāi)多次專(zhuān)題研討會(huì),明確了重慶航運(yùn)人才發(fā)展的主要問(wèn)題及其原因,結(jié)合國(guó)家和重慶市相關(guān)規(guī)劃要求,借鑒國(guó)內(nèi)外相關(guān)研究成果與成功經(jīng)驗(yàn),對(duì)重慶航運(yùn)人才需求進(jìn)行了合理分析和預(yù)測(cè),針對(duì)性地提出了“長(zhǎng)江上游航運(yùn)人才中心”的發(fā)展戰(zhàn)略和對(duì)策建議。
[Abstract]:Inland waterway transportation has the advantages of large capacity, low energy consumption, low pollution and low cost.Chongqing has the unique golden waterway of the Yangtze River. The average shipping distance and the average tonnage of freight vessels are the first in the whole country. The average energy consumption per unit of ships is the lowest in the whole country, and the volume of freight transportation is 1/4 of the inland rivers in the whole country.Become the only upper reaches of the Yangtze River with a water port, bonded port area and 5000 ton deep water channel, wharf area.Vigorously developing inland waterway shipping can optimize the transportation structure, reduce the cost of social comprehensive logistics, change the mode of transportation development, construct a modern integrated transportation system, stimulate the development of regional industries, and promote the overall development of urban and rural areas.It is of great practical significance to accelerate the transformation of economic development mode and to build a resource-saving and environment-friendly society.Talent is the most active innovation factor and the most basic innovation power. The talent level is the core soft power of shipping center and the decisive factor affecting the development process and efficiency of Chongqing shipping industry.With the speeding up of the construction of the shipping center in the upper reaches of the Yangtze River, the importance of the construction of shipping talents is becoming more and more urgent.Putting talents in an absolutely important position and building a "shipping talent center in the upper reaches of the Yangtze River" is an inherent demand and an important guarantee for the construction of a shipping center in the upper reaches of the Yangtze River. It is also the core support for realizing the transformation and upgrading and development of the shipping industry in Chongqing.By means of questionnaire investigation, field investigation and interview, this paper comprehensively and systematically grasps the present situation of Chongqing shipping talents, holds many special seminars, and clarifies the main problems and reasons of Chongqing shipping talents development.Combining with the relevant planning requirements of the state and Chongqing, and drawing on the relevant research results and successful experiences at home and abroad, this paper makes a reasonable analysis and prediction on the demand of Chongqing shipping personnel.This paper puts forward the development strategy and countermeasures of the Shipping Talent Center in the upper reaches of the Yangtze River.
