【摘要】：隨著國(guó)際貿(mào)易及海上運(yùn)輸業(yè)的蓬勃發(fā)展,理貨工作作為國(guó)際海運(yùn)中連接承托方的關(guān)鍵環(huán)節(jié),對(duì)貨主、船方、港方、海關(guān)、商檢、保險(xiǎn)機(jī)構(gòu)等都發(fā)揮著至關(guān)重要的作用。隨著我國(guó)理貨行業(yè)的深化改革,國(guó)家通過(guò)引入競(jìng)爭(zhēng)機(jī)制,逐步放開理貨市場(chǎng)。2003年,中聯(lián)理貨的成立結(jié)束了我國(guó)由中外理獨(dú)家壟斷理貨市場(chǎng)的格局,但是我國(guó)港口理貨體制改革的深化相當(dāng)艱難,目前仍存在諸多問題,如串謀現(xiàn)象、雙寡頭壟斷競(jìng)爭(zhēng)、行業(yè)的雙重領(lǐng)導(dǎo)及理貨法律法規(guī)不完善等,這些都嚴(yán)重制約著我國(guó)理貨行業(yè)的健康發(fā)展。 本文從我國(guó)理貨行業(yè)的產(chǎn)生與發(fā)展著手,著重研究我國(guó)理貨行業(yè)的特點(diǎn)及目前存在的問題,并針對(duì)現(xiàn)存的問題,提出了我國(guó)發(fā)展理貨行業(yè)的建議。首先,從理貨行業(yè)的產(chǎn)生與發(fā)展及我國(guó)理貨行業(yè)的發(fā)展歷程著手,分析了理貨的意義、我國(guó)理貨工作的性質(zhì)及理貨應(yīng)遵循的原則,并論述了理貨工作的依據(jù)及其業(yè)務(wù)范圍；其次,重點(diǎn)對(duì)我國(guó)理貨行業(yè)的特點(diǎn)及存在的問題進(jìn)行了分析；接著,對(duì)基于雙寡頭價(jià)格博弈競(jìng)爭(zhēng)合作機(jī)制進(jìn)行了深入分析；最后,提出我國(guó)理貨行業(yè)的五條發(fā)展建議：(1)從立法角度深化理貨行業(yè)改革：(2)強(qiáng)化理貨行業(yè)的第三方公證作用；(3)業(yè)務(wù)差異化及拓展理貨業(yè)務(wù)；(4)加強(qiáng)理貨的信息化建設(shè)；(5)建立完善的理貨監(jiān)督機(jī)制。 隨著我國(guó)理貨行業(yè)改革的不斷深入與完善,相信我國(guó)理貨行業(yè)服務(wù)水平將會(huì)得以大幅提高,從而可以為我國(guó)對(duì)外貿(mào)易和經(jīng)濟(jì)的發(fā)展提供巨大的支持。
[Abstract]:With the vigorous development of international trade and maritime transportation, tally work, as a key link in international maritime transportation, connects the consignee, the ship, the port, the customs, the commodity inspection, the cargo owner, the ship side, the Hong Kong side, the customs office, the commodity inspection, With the deepening reform of the tally industry in China, the state has gradually liberalized the tally market by introducing a competitive mechanism. In 2003, The establishment of the Sino-Union tally ended the pattern of exclusive monopoly of the tally market in China and foreign countries. However, the deepening of the reform of the port tally system in China is very difficult. At present, there are still many problems, such as collusion, duopoly monopoly and competition. The double leadership of the trade and the imperfect laws and regulations of tally seriously restrict the healthy development of the tally industry in our country. Starting from the emergence and development of our country's tally industry, this paper focuses on the characteristics of our country's tally industry and the existing problems, and puts forward some suggestions for the development of our country's tally industry. Starting from the emergence and development of the tally industry and the development course of the tally industry in China, this paper analyzes the significance of the tally, the nature of the tally work in our country and the principles to be followed in the tally work, and discusses the basis and scope of the tally work; secondly, The characteristics and existing problems of China's tally industry are analyzed. Then, the competitive cooperation mechanism based on duopoly price game is deeply analyzed. This paper puts forward five suggestions for the development of China's tally industry: 1) deepening the reform of the tally industry from the legislative point of view: 2) strengthening the third party notarization role of the tally industry and strengthening the business differentiation and expansion of the tally business; strengthening the informatization construction of the tally. The establishment of a sound tally supervision mechanism. With the deepening and perfection of China's tally industry reform, it is believed that the service level of our country's tally industry will be greatly improved, thus providing great support for the development of our foreign trade and economy.
