【摘要】：經(jīng)營性高速公路的合理收益率是科學(xué)制定收費(fèi)標(biāo)準(zhǔn)、促進(jìn)社會公平的關(guān)鍵所在.本文從現(xiàn)實(shí)案例、隨機(jī)變量和政府管理角度出發(fā),將合理收益率界定為取值區(qū)間,以投資收益率來衡量.以成本的概念和價(jià)格管制理論為基礎(chǔ),分別將基準(zhǔn)收益率和降低一個(gè)服務(wù)等級對應(yīng)的收益率作為區(qū)間的下限值和上限值;論述了當(dāng)經(jīng)濟(jì)利潤為零時(shí)的收益,包括資金的時(shí)間價(jià)值和可能獲得的最高收益,因此以CAPM模型結(jié)合WACC模型對基準(zhǔn)收益率進(jìn)行量化的理由是充分的;基于投入產(chǎn)出表給出了市場期望收益率參數(shù)的標(biāo)定模型;在算例情況下,合理收益率為7.47% 10.1%,為制定和調(diào)整高速公路通行費(fèi)率提供依據(jù).
[Abstract]:The reasonable rate of return of the operating expressway is the key to make the charge standard scientifically and promote the social fairness. This paper defines the reasonable rate of return as the value interval from the point of view of realistic cases, random variables and government management. Based on the concept of cost and the theory of price regulation, the return rate corresponding to the reduction of a service grade and the benchmark rate of return are taken as the lower and upper limit values of the interval respectively. The paper discusses the income when the economic profit is 00:00, including the time value of the capital and the highest possible income, so the reason of quantifying the benchmark rate of return with CAPM model combined with WACC model is sufficient. Based on the input-output table, the calibration model of the expected market yield parameters is given, and the reasonable rate of return is 7.47% / 10.1, which provides the basis for formulating and adjusting the toll rate of expressway.
