【摘要】：昆明市與全國許多城市一樣,面臨著電動(dòng)自行車管理難的問題。電動(dòng)自行車管理大致上包含四個(gè)方面的內(nèi)容：生產(chǎn)、銷售、路面管理和廢舊電池回收,涉及多個(gè)政府部門的管理職責(zé)。同時(shí)由于電動(dòng)自行車已成為昆明市使用人數(shù)最多的民生交通工具之一,若無法實(shí)現(xiàn)有效管理就成了影響社會安定的隱患�！独ッ魇须妱�(dòng)自行車管理?xiàng)l例》自2012年1月1日起施行,在政策執(zhí)行過程中頻頻受阻,至今為止收效并不明顯,沒有達(dá)成既定的政策目標(biāo)。本文從調(diào)查研究昆明市電動(dòng)自行車管理政策執(zhí)行的問題入手,運(yùn)用系統(tǒng)分析模型找出影響政策執(zhí)行的關(guān)鍵變量,用政策科學(xué)指導(dǎo)實(shí)踐,提出改善電動(dòng)自行車管理的建議。創(chuàng)新點(diǎn)在于從政策目標(biāo)群體的立場出發(fā),重點(diǎn)關(guān)注影響政策執(zhí)行的可接受性的因素,為我國政府政策執(zhí)行力提升提供新視角。
[Abstract]:Kunming, like many other cities across the country, faces the problem of difficult management of electric bicycles. The management of electric bicycles includes four aspects: production, sales, road management and recycling of used batteries. It involves the management responsibilities of many government departments. At the same time, electric bicycles have become one of the most popular means of transportation for people in Kunming. Failure to achieve effective management has become a hidden danger affecting social stability. The Kunming regulations on Electric Bicycle Management, which came into effect on January 1st 2012, have been frequently blocked in the implementation of the policy, and so far the results have not been obvious. This paper begins with the investigation and research on the implementation of policies for electric bicycles in Kunming, and finds out the key variables that affect the implementation of the policies by using the system analysis model, and guides the practice with the policy science. This paper puts forward some suggestions for improving the management of electric bicycle. The innovation lies in focusing on the acceptable factors affecting the policy implementation from the standpoint of the policy target group, which provides a new perspective for the improvement of the policy execution ability of our government.
