【摘要】：隨著我國在公共服務(wù)領(lǐng)域推廣政府和社會(huì)資本合作(PPP)模式的不斷深入,為了拓寬融資渠道,提高社會(huì)資本參與PPP項(xiàng)目的積極性,財(cái)政部聯(lián)合中國建設(shè)銀行等10家機(jī)構(gòu)共同發(fā)起設(shè)立了總規(guī)模1800億元的中國PPP融資支持基金,地方財(cái)政部門設(shè)立的各類PPP基金也如雨后春筍般涌現(xiàn)。本文總結(jié)分析了現(xiàn)階段PPP基金的基本特征,梳理歸納了PPP基金的運(yùn)作模式,并針對(duì)性的提出了幾點(diǎn)建議,以期對(duì)規(guī)范運(yùn)作PPP基金提供借鑒。
[Abstract]:With the deepening of (PPP) mode of cooperation between government and social capital in the field of public service in China, in order to broaden the financing channels and improve the enthusiasm of social capital to participate in PPP projects, The Ministry of Finance and 10 other institutions, including the China Construction Bank, have jointly launched the 180 billion yuan China PPP financing support Fund, and various types of PPP funds set up by local finance departments have sprung up. This paper summarizes and analyzes the basic characteristics of the current PPP fund, summarizes the operating mode of the PPP fund, and puts forward some suggestions in order to provide reference for the standardized operation of the PPP fund.
