【摘要】：正一、政府引導(dǎo)基金方向的變化我國(guó)的政府引導(dǎo)基金從發(fā)展之初也是側(cè)重于創(chuàng)業(yè)投資領(lǐng)域的引導(dǎo),2005年起制定的一系列政策制度,對(duì)促進(jìn)各地方創(chuàng)業(yè)投資引導(dǎo)基金的設(shè)立與規(guī)范發(fā)展有積極作用。其中最為重要的是國(guó)家發(fā)改委、財(cái)政部和商務(wù)部2008年聯(lián)合印發(fā)的《關(guān)于創(chuàng)業(yè)投資引導(dǎo)基金規(guī)范設(shè)立與運(yùn)作的指導(dǎo)意見(jiàn)》(以下簡(jiǎn)稱(chēng)《指導(dǎo)意見(jiàn)》),該意見(jiàn)明確了政府創(chuàng)業(yè)投資引導(dǎo)基金非營(yíng)利性、間接扶持和市場(chǎng)化有償運(yùn)作的性質(zhì),對(duì)創(chuàng)業(yè)投資引導(dǎo)基金的設(shè)立程序、組織形式、

From the beginning of its development, China's government-led funds have also focused on the guidance in the field of venture capital. Since 2005, it has formulated a series of policies and systems.
