【摘要】：正一、政府引導(dǎo)基金方向的變化我國的政府引導(dǎo)基金從發(fā)展之初也是側(cè)重于創(chuàng)業(yè)投資領(lǐng)域的引導(dǎo),2005年起制定的一系列政策制度,對促進各地方創(chuàng)業(yè)投資引導(dǎo)基金的設(shè)立與規(guī)范發(fā)展有積極作用。其中最為重要的是國家發(fā)改委、財政部和商務(wù)部2008年聯(lián)合印發(fā)的《關(guān)于創(chuàng)業(yè)投資引導(dǎo)基金規(guī)范設(shè)立與運作的指導(dǎo)意見》(以下簡稱《指導(dǎo)意見》),該意見明確了政府創(chuàng)業(yè)投資引導(dǎo)基金非營利性、間接扶持和市場化有償運作的性質(zhì),對創(chuàng)業(yè)投資引導(dǎo)基金的設(shè)立程序、組織形式、
