【摘要】：隨著我國改革開放的不斷深入和城鄉(xiāng)經(jīng)濟(jì)的快速發(fā)展，河北省城鎮(zhèn)化總體水平整體得到了提高。全省城鎮(zhèn)化率由2005年的37.7%提高到了2010年的44.5%，5年內(nèi)增長6.8%，年均增長1.4%，尤其是2007年開始實(shí)施的“三年大變樣”政策使得我省的城鎮(zhèn)建設(shè)有了較大突破。然而，伴隨著發(fā)展速度的提升，城鎮(zhèn)化發(fā)展質(zhì)量出現(xiàn)了一系列問題，工業(yè)化發(fā)展速度明顯落后于城鎮(zhèn)化發(fā)展的速度，使得城鎮(zhèn)化發(fā)展缺乏根本性的持久動(dòng)力，小城鎮(zhèn)建設(shè)問題較為突出。 河北省“十二五”城鎮(zhèn)化發(fā)展規(guī)劃中提出了要堅(jiān)持城鄉(xiāng)統(tǒng)籌、互動(dòng)共進(jìn)，在工業(yè)化、城鎮(zhèn)化深入發(fā)展中同步推進(jìn)農(nóng)業(yè)現(xiàn)代化發(fā)展的策略。提出推進(jìn)區(qū)域產(chǎn)業(yè)發(fā)展的戰(zhàn)略，通過大力發(fā)展現(xiàn)代農(nóng)業(yè)，進(jìn)一步推進(jìn)農(nóng)產(chǎn)品生產(chǎn)向優(yōu)勢區(qū)域集中[1]�？梢娢磥碓谘芯刻嵘颖笔〕擎�(zhèn)化發(fā)展質(zhì)量問題時(shí)，應(yīng)該將城鎮(zhèn)化發(fā)展的初始落腳點(diǎn)放在農(nóng)村，著眼于農(nóng)村城鎮(zhèn)化水平和質(zhì)量的發(fā)展，進(jìn)而使得河北省城鎮(zhèn)化從農(nóng)村內(nèi)部取得突破。農(nóng)業(yè)產(chǎn)業(yè)化在城鎮(zhèn)化發(fā)展中起著產(chǎn)業(yè)支撐的作用，同時(shí)，城鎮(zhèn)化又為農(nóng)業(yè)產(chǎn)業(yè)化的發(fā)展擴(kuò)寬了空間，農(nóng)業(yè)產(chǎn)業(yè)化在推動(dòng)城鎮(zhèn)化發(fā)展方面應(yīng)該有所作為�；诖�，本文對(duì)河北省農(nóng)業(yè)產(chǎn)業(yè)化對(duì)城鎮(zhèn)化的推動(dòng)作用以及發(fā)展對(duì)策進(jìn)行了具體研究，主要包括以下五個(gè)部分： 第一部分為研究引言。結(jié)合我國近年來在城鎮(zhèn)化以及農(nóng)業(yè)發(fā)展方面的方針政策以及河北省在推進(jìn)城鎮(zhèn)化過程中出現(xiàn)的問題，分析了河北省實(shí)行農(nóng)業(yè)產(chǎn)業(yè)化推動(dòng)城鎮(zhèn)化發(fā)展的必要性，介紹了論題研究的理論與實(shí)踐意義，并進(jìn)行了相關(guān)文獻(xiàn)的研究，指出了論文研究的重點(diǎn)與難點(diǎn)，最后介紹了本文研究的思路與方法，繪制了研究技術(shù)路線圖，點(diǎn)出了本文三個(gè)創(chuàng)新點(diǎn)。 第二部分是基礎(chǔ)理論概述。對(duì)城鎮(zhèn)化的內(nèi)涵與實(shí)質(zhì)以及農(nóng)業(yè)產(chǎn)業(yè)化進(jìn)行了界定，并從馬克思主義經(jīng)典理論與西方經(jīng)濟(jì)學(xué)家的相關(guān)理論進(jìn)行了梳理，深入理論內(nèi)涵，總結(jié)出推動(dòng)城鎮(zhèn)化經(jīng)濟(jì)學(xué)動(dòng)力的構(gòu)成元素與特征，為下文與農(nóng)業(yè)產(chǎn)業(yè)化的結(jié)合做了理論鋪墊。 第三部分具體分析了農(nóng)業(yè)產(chǎn)業(yè)化推動(dòng)城鎮(zhèn)化發(fā)展的動(dòng)力作用。農(nóng)業(yè)產(chǎn)業(yè)化可以促進(jìn)農(nóng)業(yè)的發(fā)展，為城鎮(zhèn)化發(fā)展提供物質(zhì)保障；農(nóng)業(yè)產(chǎn)業(yè)化通過優(yōu)化農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)，為城鎮(zhèn)化提供產(chǎn)業(yè)支撐；農(nóng)業(yè)產(chǎn)業(yè)化加速了農(nóng)村剩余勞動(dòng)力的轉(zhuǎn)移，提高了農(nóng)民的非農(nóng)化程度；農(nóng)業(yè)產(chǎn)業(yè)化通過龍頭企業(yè)以及專業(yè)批發(fā)市場的發(fā)展提高了農(nóng)業(yè)工業(yè)化水平，為城鎮(zhèn)化發(fā)展提供了根本動(dòng)力；農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營提高了農(nóng)民收入，為城鎮(zhèn)化發(fā)展提供了廣闊的消費(fèi)市場；農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營提高了農(nóng)民收入，，為城鎮(zhèn)化發(fā)展提供了廣闊的消費(fèi)市場；農(nóng)業(yè)產(chǎn)業(yè)化的經(jīng)營方式還引領(lǐng)了農(nóng)民觀念的更新，促進(jìn)隱性城鎮(zhèn)化發(fā)展。 第四部分是河北省農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展現(xiàn)狀及其在推動(dòng)城鎮(zhèn)化發(fā)展中存在的主要問題。首先從產(chǎn)業(yè)集群的發(fā)展態(tài)勢，龍頭企業(yè)，帶農(nóng)、惠農(nóng)作用的效果，以及項(xiàng)目建設(shè)成果四個(gè)方面概括了河北省農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展現(xiàn)狀。其次，分析了河北省農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展在推動(dòng)城鎮(zhèn)化發(fā)展中存在的四點(diǎn)不足：第一，農(nóng)產(chǎn)品批發(fā)市場現(xiàn)代化建設(shè)不足，對(duì)城鎮(zhèn)化發(fā)展的帶動(dòng)力較弱。第二，龍頭企業(yè)發(fā)展水平不高，制約了農(nóng)村工業(yè)化發(fā)展，缺乏城鎮(zhèn)化發(fā)展的根本性動(dòng)力。第三，農(nóng)民綜合素質(zhì)較低，無法滿足農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展的要求，缺乏隱性城鎮(zhèn)化的前提條件。第四，河北省農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)不合理，對(duì)城鎮(zhèn)化發(fā)展的產(chǎn)業(yè)帶動(dòng)力不足。 第五部分提出了河北省通過發(fā)展農(nóng)業(yè)產(chǎn)業(yè)化推動(dòng)城鎮(zhèn)化發(fā)展的具體對(duì)策：第一，建設(shè)現(xiàn)代化的農(nóng)產(chǎn)品批發(fā)市場，提高其對(duì)城鎮(zhèn)化發(fā)展的帶動(dòng)力。第二，通過提高龍頭企業(yè)發(fā)展水平，推動(dòng)農(nóng)業(yè)工業(yè)化進(jìn)程。第三，加強(qiáng)農(nóng)民培訓(xùn)，提高農(nóng)民的綜合素質(zhì)，為城鎮(zhèn)化發(fā)展創(chuàng)造前提條件。第四，優(yōu)化農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)，提高對(duì)城鎮(zhèn)化發(fā)展的產(chǎn)業(yè)帶動(dòng)力。
[Abstract]:With the rapid development of China's reform and opening up and the urban and rural economy in Hebei Province, the overall level of urbanization has been improved. The urbanization rate increased from 37.7% in 2005 to 44.5% in 2010, an increase of 6.8% in 5 years, the average annual growth of 1.4%, especially in 2007 began to implement the "three years" the policy makes our province urban construction has made great breakthrough. However, with the development speed of urbanization development quality, there are a series of problems, the rate of industrialization development lags behind the development of urbanization speed, the urbanization development is lack of lasting power fundamental problems, the construction of small towns is more prominent.
Hebei Province, "12th Five-Year" urban development plan proposed to adhere to the urban and rural areas, interaction, in industrialization, urbanization and in-depth development of synchronization to promote the development of agricultural modernization strategy. Put forward the regional industrial development strategy, through the development of modern agriculture, promote agricultural production to the advantage of regional concentration of [1]. in the foreseeable future quality problems in the development of urbanization in Hebei Province on the promotion, should be the initial goal of urbanization development in rural areas, the development focus on the level and quality of rural urbanization, and the urbanization of Hebei province made a breakthrough from the rural interior. Agricultural industrialization plays an industry supporting role in the development of urbanization and urbanization for the development of agricultural industrialization to broaden the space of agricultural industrialization should make a difference in promoting the development of urbanization. Based on this, the farmers in Hebei Province The industrial industrialization has carried out a specific study on the promotion and development of urbanization, including the following five parts:
The first part is introduction. The second part is an overview of the basic theory of urbanization. The connotation and essence of agricultural industrialization and defines the related theory and from the Marx classical theory and Western economists were combing, in-depth theoretical connotation, summed up the elements to promote urbanization and economic dynamic characteristics, as the theoretical foundation for the combination of agriculture and below industrialization.
The third part analyzes the dynamic effect of agricultural industrialization to promote the development of urbanization. Agriculture industrialization can promote the development of agriculture, to provide material guarantee for the development of urbanization; agricultural industrialization by optimizing the rural industrial structure, industry to provide support for the urbanization; agricultural industry to accelerate the transfer of rural surplus labor force, improve the the conversion level of farmers; agricultural industrialization leading enterprises, through the development of the professional wholesale market to improve the agricultural industrialization level, provide the fundamental driving force for the development of urbanization; industrialization of agriculture to improve the income of farmers, to provide a broad market for the development of urbanization; industrialization of Agriculture to improve the income of farmers, to provide a broad the consumer market for the development of urbanization; agricultural industrialization mode of operation also led to update the concept of farmers, promote the recessive urbanization development.
The fourth part is the main problems of agricultural industrialization in Hebei province and its development status in promoting the development of urbanization. Firstly, from the development trend of industrial clusters, leading enterprises, with farmers, agricultural effect, and the results of the project construction in four aspects summarizes the present situation of the development of agricultural industry in Hebei province. Secondly, analyzes four points in promoting the development of urbanization in the development of Hebei province agriculture industry problems: first, lack of agricultural products wholesale market modernization, development of urbanization weaker. Second, the level of development of leading enterprises is not high, restricting the development of rural industrialization, the lack of fundamental motive force of urbanization development. The fifth part puts forward the development of agricultural industrialization in Hebei province through specific measures to promote the development of Urbanization: first, the construction of modern agricultural products wholesale market, improve the development of urbanization with power. By second, improve the level of development of leading enterprises, promote agricultural industrialization process. Third, strengthen the training of farmers, improve the comprehensive quality of farmers the precondition for the development of urbanization. Fourth, optimizing rural industrial structure, improve the power of urbanization development in the industry.
