【摘要】：本研究著眼于對PPP項目利益相關(guān)方關(guān)系網(wǎng)絡(luò)的進(jìn)行動態(tài)性分析,首先分析了PPP模式的發(fā)展現(xiàn)狀,并通過文獻(xiàn)綜述分析了PPP模式的研究現(xiàn)狀。之后從PPP模式理論、利益相關(guān)方理論和社會網(wǎng)絡(luò)理論三個方面對本研究中涉及的概念進(jìn)行了界定。通過對PPP項目利益相關(guān)方社會網(wǎng)絡(luò)中點的含義和線的含義進(jìn)行討論,確定了本研究分析所用到的指標(biāo),構(gòu)建了PPP項目利益相關(guān)方社會網(wǎng)絡(luò)分析(Social Network Analysis,簡稱SNA)模型,并對利益相關(guān)方可能采取的策略進(jìn)行了分析。最后以X市垃圾發(fā)電項目為例,對PPP項目利益相關(guān)方社會網(wǎng)絡(luò)分析模型進(jìn)行了應(yīng)用,并對之前提出的推測進(jìn)行了驗證。本研究主要著眼于“怎樣從項目全局的視角對PPP項目利益相關(guān)方的網(wǎng)絡(luò)角色進(jìn)行確定”“各利益相關(guān)方可能采取怎樣的策略”以及“各利益相關(guān)方應(yīng)采取怎樣的治理策略來保證項目的順利實施”三個關(guān)鍵性問題。針對“怎樣從項目全局的視角對PPP項目利益相關(guān)方的網(wǎng)絡(luò)角色進(jìn)行確定”問題,本文從PPP項目理論出發(fā),確定了網(wǎng)絡(luò)中點的具體含義和各利益相關(guān)方的角色地位;通過文獻(xiàn)匯總分析,構(gòu)建了PPP項目利益相關(guān)方關(guān)系強(qiáng)度的測度體系;通過對社會網(wǎng)絡(luò)理論的深入研究,選擇了適合本研究的測度指標(biāo)。針對“各利益相關(guān)方可能采取怎樣的策略”問題,本文從利益相關(guān)方所具備的權(quán)力和所收到的限制兩個維度,對各利益相關(guān)方可能采取的策略進(jìn)行了討論,并通過案例研究進(jìn)行了驗證。針對“各利益相關(guān)方應(yīng)采取怎樣的治理策略來保證項目的順利實施”問題,本文從X市垃圾發(fā)電項目案例出發(fā),找出了案例中各個階段可能對項目開展產(chǎn)生不利影響的利益相關(guān)方,并從社會網(wǎng)絡(luò)的角度提出了相應(yīng)的治理策略。
[Abstract]:This study focuses on the dynamic analysis of stakeholder relationship network of PPP project. Firstly, it analyzes the development status of PPP model. And through the literature review and analysis of the status quo of the PPP model, and then from the PPP model theory. Stakeholder theory and social network theory to define the concept involved in this study. Through the PPP project stakeholder social network in the meaning of the meaning and line of the meaning of the discussion. The indexes used in this study are determined, and the social network analysis model of stakeholders in PPP project is constructed. Finally, taking the waste power generation project of X city as an example, the social network analysis model of stakeholders in PPP project is applied. This study focuses on "how to determine the network roles of PPP project stakeholders from the overall perspective of the project". Three key questions: "what strategies should stakeholders adopt to ensure the smooth implementation of the project" and "what governance strategies should be adopted by stakeholders to ensure the smooth implementation of the project?" How to determine the network role of PPP project stakeholders from the perspective of the overall project? Based on the theory of PPP project, this paper determines the concrete meaning of the point in the network and the role of each stakeholder. Based on the analysis of literature, this paper constructs the measurement system of the intensity of stakeholder relationship in PPP project. Through the deep research on the theory of social network, the paper selects the measure index suitable for this study, and aims at the question of "what kind of strategy may be adopted by all stakeholders". This paper discusses the possible strategies of the stakeholders from the perspectives of the power of the stakeholders and the constraints they receive. And through the case study to verify. In view of the "various stakeholders should take the governance strategy to ensure the smooth implementation of the project", this paper starts from the case of X City garbage power generation project. The stakeholders who may have a negative impact on the development of the project in each stage of the case are identified, and the corresponding governance strategies are put forward from the perspective of social network.
