平衡計分卡在郵儲QS支行績效考核中的應(yīng)用研究

【摘要】:商業(yè)銀行在我國當(dāng)代金融市場服務(wù)主體中扮演著重要的角色,我國經(jīng)濟的發(fā)展也需要有商業(yè)銀行的參與。長期以來,商業(yè)銀行在進行績效管理時,往往采用傳統(tǒng)的方法,特別是僅僅對財務(wù)指標(biāo)進行考核,忽視了銀行所面臨的內(nèi)外部環(huán)境也是需要進行考核的。因此,我國的商業(yè)銀行要想在績效上取得突破,通過更為有效的績效管理方法來提升銀行的業(yè)績和起到激勵的作用,就需要有科學(xué)的績效考核方式,平衡計分卡的誕生為商業(yè)銀行的績效考核提供了有效的工具。郵儲銀行QS支行作為一家全國性銀行下轄的二級支行,面臨激烈的市場競爭,急需提高績效管理的水平。本研究主要研究QS支行對平衡計分卡引入之后的績效管理情況,以此來幫助商業(yè)銀行取得更切實的利益。本文通過案例研究的方法,對郵儲QS支行進行詳細的分析,最終形成了一套適合郵儲QS支行的平衡計分卡績效評估體系,通過本研究的深入分析,主要進行了以下幾點研究及結(jié)論。首先,本研究對績效管理和平衡計分卡方法進行相關(guān)理論的介紹,主要對與本研究相關(guān)的概念化原則進行深入的介紹,同時對平衡計分卡所包含的四個維度和優(yōu)勢進行了闡述,這些都為研究郵儲QS支行應(yīng)用平衡計分卡奠定了理論基礎(chǔ)和方法支撐。其次,本研究借助調(diào)查問卷和訪談的方式獲取了郵儲QS支行當(dāng)前的績效管理情況以及建立的績效評價體系,并深入的了解了有關(guān)績效管理存在的問題并整理出一手資料。本研究在分析郵儲QS支行現(xiàn)行績效管理的情況的基礎(chǔ)上發(fā)現(xiàn),QS支行的績效考核方法不科學(xué),結(jié)果沒有正確利用,考核對象之間溝通不暢,考核體系指標(biāo)設(shè)計不合理等問題的存在,并提出要加強溝通,完善考核體系,指標(biāo)權(quán)重體系的建立要切合QS支行的實際等。在闡述了上述情況之后,引入平衡計分卡的設(shè)計,并對平衡計分卡的四個維度進行闡述,包括指標(biāo)的選取,專家對指標(biāo)有效性的預(yù)判、應(yīng)用范圍層次,結(jié)果的計算等,本研究最終設(shè)計了一套較為完善的平衡計分卡體系。最后,本研究通過對QS支行情況的分析,提出了平衡計分卡在QS支行的適用性,對新的考核體系的應(yīng)用情況進行了評估,并提出了保障措施和以后在繼續(xù)實施過程中需要注意的要點,為郵儲QS支行今后的發(fā)展戰(zhàn)略和戰(zhàn)略目標(biāo)的實現(xiàn)提供了參考。本文的創(chuàng)新體現(xiàn)在根據(jù)郵儲QS支行的特點,設(shè)定了與之前研究不同的指標(biāo)以及相應(yīng)的權(quán)重,為了保證平衡計分卡四個層面的均衡性和科學(xué)性,本文在指標(biāo)以及權(quán)重上實行無差別性,保證了每項指標(biāo)和權(quán)重的平衡合理。
[Abstract]:Commercial banks play an important role in the service subjects of our contemporary financial market, and the development of our economy also needs the participation of commercial banks. For a long time, commercial banks in the performance management. The traditional method is often used, especially the assessment of financial indicators, ignoring the internal and external environment that banks are facing. Therefore, the commercial banks in China want to achieve a breakthrough in performance. Through more effective performance management methods to improve the performance of banks and play an incentive role, there is a need for scientific performance appraisal. The birth of balanced scorecard provides an effective tool for the performance appraisal of commercial banks. As a secondary branch of a national bank QS sub-bank is facing fierce market competition. It is urgent to improve the level of performance management. This study mainly studies the performance management of QS branch after the introduction of balanced scorecard. In order to help commercial banks to obtain more practical benefits. Through the method of case study, this paper makes a detailed analysis of postal deposit QS sub-bank. Finally, a set of balanced scorecard performance evaluation system suitable for postal storage QS sub-bank is formed. Through the in-depth analysis of this study, the following research and conclusions are mainly carried out. First of all. This study introduces the relevant theories of performance management and balanced scorecard, mainly introduces the conceptualization principles related to this study. At the same time, the four dimensions and advantages of the balanced scorecard are expounded, which lay the theoretical foundation and method support for the research of QS sub-bank application. Secondly. This study obtained the current performance management situation of postal savings QS branch and the established performance evaluation system by means of questionnaire and interview. And in-depth understanding of the performance management problems and collate the primary data. This study on the basis of the analysis of the postal storage QS branch of the current performance management situation found that QS sub-branch performance evaluation methods are not scientific. The results showed that there were some problems such as incorrect utilization, poor communication between the assessment objects, unreasonable design of the evaluation system and so on. The author also suggested that the communication should be strengthened and the assessment system should be perfected. The establishment of index weight system should be in line with the reality of QS branch. After elaborating the above situation, the design of balanced scorecard is introduced, and the four dimensions of balanced scorecard are described, including the selection of indicators. Experts predict the effectiveness of indicators, application levels, the results of the calculation, this study finally designed a set of more perfect balanced scorecard system. Finally, this study through the QS branch analysis. The applicability of the balanced scorecard in QS branch is put forward, the application of the new assessment system is evaluated, and the safeguard measures and the key points to be paid attention to in the course of implementation in the future are put forward. This paper provides a reference for the future development strategy and strategic goal of QS sub-bank. The innovation of this paper is to set different indexes and weights according to the characteristics of QS sub-bank. In order to ensure the balance and scientificity of the four levels of the balanced scorecard, this paper carries out no difference in index and weight, which ensures the balance of each index and weight is reasonable.
