平衡計(jì)分卡在郵儲(chǔ)QS支行績(jī)效考核中的應(yīng)用研究

【摘要】:商業(yè)銀行在我國(guó)當(dāng)代金融市場(chǎng)服務(wù)主體中扮演著重要的角色,我國(guó)經(jīng)濟(jì)的發(fā)展也需要有商業(yè)銀行的參與。長(zhǎng)期以來(lái),商業(yè)銀行在進(jìn)行績(jī)效管理時(shí),往往采用傳統(tǒng)的方法,特別是僅僅對(duì)財(cái)務(wù)指標(biāo)進(jìn)行考核,忽視了銀行所面臨的內(nèi)外部環(huán)境也是需要進(jìn)行考核的。因此,我國(guó)的商業(yè)銀行要想在績(jī)效上取得突破,通過(guò)更為有效的績(jī)效管理方法來(lái)提升銀行的業(yè)績(jī)和起到激勵(lì)的作用,就需要有科學(xué)的績(jī)效考核方式,平衡計(jì)分卡的誕生為商業(yè)銀行的績(jī)效考核提供了有效的工具。郵儲(chǔ)銀行QS支行作為一家全國(guó)性銀行下轄的二級(jí)支行,面臨激烈的市場(chǎng)競(jìng)爭(zhēng),急需提高績(jī)效管理的水平。本研究主要研究QS支行對(duì)平衡計(jì)分卡引入之后的績(jī)效管理情況,以此來(lái)幫助商業(yè)銀行取得更切實(shí)的利益。本文通過(guò)案例研究的方法,對(duì)郵儲(chǔ)QS支行進(jìn)行詳細(xì)的分析,最終形成了一套適合郵儲(chǔ)QS支行的平衡計(jì)分卡績(jī)效評(píng)估體系,通過(guò)本研究的深入分析,主要進(jìn)行了以下幾點(diǎn)研究及結(jié)論。首先,本研究對(duì)績(jī)效管理和平衡計(jì)分卡方法進(jìn)行相關(guān)理論的介紹,主要對(duì)與本研究相關(guān)的概念化原則進(jìn)行深入的介紹,同時(shí)對(duì)平衡計(jì)分卡所包含的四個(gè)維度和優(yōu)勢(shì)進(jìn)行了闡述,這些都為研究郵儲(chǔ)QS支行應(yīng)用平衡計(jì)分卡奠定了理論基礎(chǔ)和方法支撐。其次,本研究借助調(diào)查問(wèn)卷和訪談的方式獲取了郵儲(chǔ)QS支行當(dāng)前的績(jī)效管理情況以及建立的績(jī)效評(píng)價(jià)體系,并深入的了解了有關(guān)績(jī)效管理存在的問(wèn)題并整理出一手資料。本研究在分析郵儲(chǔ)QS支行現(xiàn)行績(jī)效管理的情況的基礎(chǔ)上發(fā)現(xiàn),QS支行的績(jī)效考核方法不科學(xué),結(jié)果沒(méi)有正確利用,考核對(duì)象之間溝通不暢,考核體系指標(biāo)設(shè)計(jì)不合理等問(wèn)題的存在,并提出要加強(qiáng)溝通,完善考核體系,指標(biāo)權(quán)重體系的建立要切合QS支行的實(shí)際等。在闡述了上述情況之后,引入平衡計(jì)分卡的設(shè)計(jì),并對(duì)平衡計(jì)分卡的四個(gè)維度進(jìn)行闡述,包括指標(biāo)的選取,專家對(duì)指標(biāo)有效性的預(yù)判、應(yīng)用范圍層次,結(jié)果的計(jì)算等,本研究最終設(shè)計(jì)了一套較為完善的平衡計(jì)分卡體系。最后,本研究通過(guò)對(duì)QS支行情況的分析,提出了平衡計(jì)分卡在QS支行的適用性,對(duì)新的考核體系的應(yīng)用情況進(jìn)行了評(píng)估,并提出了保障措施和以后在繼續(xù)實(shí)施過(guò)程中需要注意的要點(diǎn),為郵儲(chǔ)QS支行今后的發(fā)展戰(zhàn)略和戰(zhàn)略目標(biāo)的實(shí)現(xiàn)提供了參考。本文的創(chuàng)新體現(xiàn)在根據(jù)郵儲(chǔ)QS支行的特點(diǎn),設(shè)定了與之前研究不同的指標(biāo)以及相應(yīng)的權(quán)重,為了保證平衡計(jì)分卡四個(gè)層面的均衡性和科學(xué)性,本文在指標(biāo)以及權(quán)重上實(shí)行無(wú)差別性,保證了每項(xiàng)指標(biāo)和權(quán)重的平衡合理。
[Abstract]:Commercial banks play an important role in the service subjects of our contemporary financial market, and the development of our economy also needs the participation of commercial banks. For a long time, commercial banks in the performance management. The traditional method is often used, especially the assessment of financial indicators, ignoring the internal and external environment that banks are facing. Therefore, the commercial banks in China want to achieve a breakthrough in performance. Through more effective performance management methods to improve the performance of banks and play an incentive role, there is a need for scientific performance appraisal. The birth of balanced scorecard provides an effective tool for the performance appraisal of commercial banks. As a secondary branch of a national bank QS sub-bank is facing fierce market competition. It is urgent to improve the level of performance management. This study mainly studies the performance management of QS branch after the introduction of balanced scorecard. In order to help commercial banks to obtain more practical benefits. Through the method of case study, this paper makes a detailed analysis of postal deposit QS sub-bank. Finally, a set of balanced scorecard performance evaluation system suitable for postal storage QS sub-bank is formed. Through the in-depth analysis of this study, the following research and conclusions are mainly carried out. First of all. This study introduces the relevant theories of performance management and balanced scorecard, mainly introduces the conceptualization principles related to this study. At the same time, the four dimensions and advantages of the balanced scorecard are expounded, which lay the theoretical foundation and method support for the research of QS sub-bank application. Secondly. This study obtained the current performance management situation of postal savings QS branch and the established performance evaluation system by means of questionnaire and interview. And in-depth understanding of the performance management problems and collate the primary data. This study on the basis of the analysis of the postal storage QS branch of the current performance management situation found that QS sub-branch performance evaluation methods are not scientific. The results showed that there were some problems such as incorrect utilization, poor communication between the assessment objects, unreasonable design of the evaluation system and so on. The author also suggested that the communication should be strengthened and the assessment system should be perfected. The establishment of index weight system should be in line with the reality of QS branch. After elaborating the above situation, the design of balanced scorecard is introduced, and the four dimensions of balanced scorecard are described, including the selection of indicators. Experts predict the effectiveness of indicators, application levels, the results of the calculation, this study finally designed a set of more perfect balanced scorecard system. Finally, this study through the QS branch analysis. The applicability of the balanced scorecard in QS branch is put forward, the application of the new assessment system is evaluated, and the safeguard measures and the key points to be paid attention to in the course of implementation in the future are put forward. This paper provides a reference for the future development strategy and strategic goal of QS sub-bank. The innovation of this paper is to set different indexes and weights according to the characteristics of QS sub-bank. In order to ensure the balance and scientificity of the four levels of the balanced scorecard, this paper carries out no difference in index and weight, which ensures the balance of each index and weight is reasonable.
