【摘要】：本文檢驗了地方官員對地區(qū)間資金流動的作用。利用中國人民銀行大額支付系統(tǒng)的數(shù)據(jù),在匹配省委書記個體特征的基礎上,本文考察了官員政治關聯(lián)地區(qū)即出生地、第一工作地和來源地的資金是否會跟隨官員流動,并進一步檢驗了官員異質性的影響。結果顯示,相比非任職年份,在官員任職期間,其出生地和來源地的資金會更多地流入任職地區(qū),存在"錢隨官走"的現(xiàn)象,但第一工作地的資金未顯著增加。而政治關聯(lián)強度越大的地區(qū),"錢隨官走"的效應也越大。進一步的研究表明,基于情感和理性的平衡,這一效應還會因官員的任期、年齡及來源而有所不同�？傮w而言,本文的結果表明地方官員與資金流動的關系可能是源于官員情感與理性的平衡。本文的結論為完善我國地方官員治理及深化地區(qū)協(xié)調發(fā)展提供了新的視角。
[Abstract]:This paper examines the effect of local officials on inter-regional capital flow. Using the data of the large payment system of the people's Bank of China, the paper matches the individual characteristics of the provincial party secretary. This paper examines whether the capital of the first place of work and the source of the official will follow the flow of officials, and further examines the influence of the heterogeneity of the official. The results show that compared with the non-office year. During the term of office of an official, the capital from his birthplace and source will flow more into the office area, and there will be the phenomenon of "money following the official", but the funds of the first place of work will not increase significantly, and the stronger the political connection is, the greater the political connection is. Further research shows that, based on emotional and rational balance, this effect also varies depending on the tenure, age and source of the official... overall. The results of this paper indicate that the relationship between local officials and capital flow may be derived from the balance between the emotion and rationality of the officials. The conclusion of this paper provides a new perspective for perfecting the governance of local officials and deepening the coordinated development of the regions.
