【摘要】：外匯儲(chǔ)備是國家經(jīng)濟(jì)實(shí)力和地位的象征,儲(chǔ)備越多,戰(zhàn)略作用越大,外匯儲(chǔ)備是國家可以隨時(shí)動(dòng)用的資產(chǎn)。保障外匯儲(chǔ)備的安全途徑在于投資實(shí)體經(jīng)濟(jì)。要利用外匯儲(chǔ)備增加產(chǎn)能以增加世界供給;調(diào)整外匯儲(chǔ)備投資結(jié)構(gòu),擴(kuò)大實(shí)體經(jīng)濟(jì)投資比重。在實(shí)體經(jīng)濟(jì)投資中,增加對農(nóng)業(yè)和新技術(shù)的投資,加強(qiáng)基礎(chǔ)設(shè)施海外投資建設(shè);利用外匯儲(chǔ)備推進(jìn)行人民幣國際化,應(yīng)逐漸擺脫對美元清算體系的依賴;區(qū)分流動(dòng)需求外匯儲(chǔ)備與投資性需求外匯儲(chǔ)備,國家可以將外匯儲(chǔ)備資金直接劃撥給政策性銀行或者承擔(dān)政策性項(xiàng)目的商業(yè)銀行使用。運(yùn)用外匯儲(chǔ)備進(jìn)行直接投資的形式可以靈活多樣。
[Abstract]:Foreign exchange reserve is a symbol of national economic strength and status, the more reserves, the greater the strategic role. The foreign exchange reserve is the asset which the country can use at any time. The safe way to guarantee the foreign exchange reserve lies in the investment real economy. It is necessary to use the foreign exchange reserve to increase the production capacity to increase the world supply. We will adjust the investment structure of foreign exchange reserves and increase the proportion of real economic investment. In the real economy investment, we will increase investment in agriculture and new technologies, and strengthen overseas investment in infrastructure. To promote the internationalization of RMB by using foreign exchange reserves, we should gradually get rid of the reliance on the US dollar clearing system; Distinguish between current demand foreign exchange reserve and investment demand foreign exchange reserve. The state can directly transfer foreign exchange reserve funds to policy banks or commercial banks that undertake policy projects, and the forms of foreign exchange reserves for direct investment can be flexible and varied.
